1. Mission Context
As part of the “Youth for Peace: Community Reintegration and Violence Reduction within the DDRR Framework in the Central African Republic” project , DCA and its partner FVJD are implementing a range of socio-economic and educational integration activities for 200 children and young people (aged 16–24), including former child partners of armed groups and at-risk youth. Project activities include technical training, support for educational pathways, and the distribution of productivity kits. To carry out these activities, the project plans to conduct a thorough and participatory assessment in order to:
- Identify promising economic sectors in Bocaranga and Koui;
- Analyze the actual functioning of local markets (demand, supply, added value, value chain);
- Document available educational opportunities (primary schools, secondary schools, vocational training centers, non-formal schemes);
- Identify access barriers related to economic, social, security and gender opportunities;
- To technically guide the choice of training and integration planned in the project.
This diagnosis will take place in a context marked by persistent security challenges , limited access to educational services , a fragile local economy , but also by the existence of local artisanal, agricultural and commercial know-how that can be valued.
2. Objective of the consultancy
General objective
The consultant must carry out a participatory, rigorous and contextualized diagnosis , enabling the identification of promising local economic sectors, employment and self-employment opportunities, as well as the state of the educational fabric in the sub-prefectures of Bocaranga and Koui.
Specific objectives
Specifically, the consultant must:
- Analyze promising local sectors (crafts, agri-processing, services, commerce, agricultural sectors, livestock farming, emerging professions);
- Analyze the most popular career paths among young people in general, and then among women in particular ;
- Assess the skills available in communities, particularly among young people;
- Identify the key players in the local market (craftsmen, traders, cooperatives, master craftsmen, employers, AVEC, public services);
- Map educational structures (formal and non-formal), their capacities, their needs and their access limitations.
- To identify the barriers to access inherent in gender, economic, social and security sectors; while highlighting the economic and educational opportunities in the study areas;
- Formulate operational , realistic and appropriate recommendations to guide:
- The selection of promising training pathways;
- The design of training modules on promising sectors;
- Support for income-generating activities and the socio-economic integration of young people and women;
- Academic support for school-aged youth.
3. Expected Results
The consultant will provide:
- A map of economic sectors classified by potential (very promising, promising, limited), with precise information on:
- Local/sub-regional demand;
- Career opportunities;
- Seasonality;
- Required skills;
- Risks and constraints;
- Potential for young people and women.
- A map of the educational landscape , including:
- List of schools and training centers;
- Accommodation capacity;
- Attendance rate;
- Structural constraints;
- Geographic, financial and security accessibility;
- Inclusion (genre, handicap).
- A participatory analysis , based on:
- Focus groups ;
- Individual interviews;
- Community consultations;
- Local workshops with leaders, master craftsmen, authorities, and young people.
- A comprehensive report (30-40 pages) including:
- Detailed methodology;
- Diagnostic results;
- Supply chain analysis matrices;
- Mapping of educational services;
- Operational and prioritized recommendations;
- A PowerPoint presentation for validation by DCA and FVJD.
4. Methodological approach
The methodology will be participatory, gender-sensitive, and conflict-sensitive. It must include:
- Documentary reviews (including data from DCA, FVJD, MINUSCA, UNICEF, UEPNDDRR);
- Discussion groups (young ex-associates, at-risk youth, parents, master craftsmen, women, AVEC);
- Semi-structured individual interviews with:
- Local authorities;
- School principals;
- Workshop managers;
- Technical services (education, employment, agriculture, commerce);
- Other humanitarian partners in the area.
- Direct observation of markets, workshops, educational structures;
- Participatory prioritization workshops;
- Value chain analysis for the 5–7 most promising sectors;
- Gender-sensitive approach: identifying specific barriers for girls/young women;
- Conflict-sensitive approach: identifying risks of tensions related to access to resources.

6. Desired Consultant Profile
- Advanced degree in economics, local development, socio-economics, anthropology, project management, or any relevant field.
- Experience demonstrated in:
- Market research in rural and fragile contexts;
- Value chain analysis;
- Participatory diagnostics;
- Studies on education in humanitarian or development contexts.
- Knowledge of the CAR context (major asset).
- Experience in conflict and gender sensitive approach.
- Excellent writing skills in French.
- Ability to work in areas with limited access (Bocaranga, Koui).
7. Supervision arrangements
The consultant will work under the supervision of:
- From the Field Project Manager based in Bocaranga;
- From the Coordinator of Protection and Social Cohesion ;
- MEAL Officer to support data collection tools;
- And in coordination with FVJD.
The validations (methodology, pre-report, final report) will be done by DCA.
8. Logistics made available
DCA will provide:
- Field transport Bocaranga/Koui;
- Community mobilization support;
- Access to project documents;
- Support from a local investigator/translator (if necessary).
The consultant provides:
- His computer equipment;
- Personal insurance;
- All the work tools.
