In keeping with our priority to increase Learning and Accountability for the people and communities we work with, and in support of Danish Red Cross strategy 2022-2025, we have an exciting opportunity for a Global Programme, Monitoring, Evaluation, Accountability and Learning (PMEAL) delegate, based at Danish Red Cross Regional Office in Beirut. While being part of the DRC Global PMEAL team, the position has a specific focus on the Middle East and North Africa region.
The Danish Red Cross supports 6 Red Cross and Red Crescent National Societies in the Middle East and North Africa. Areas of support comprise life-saving assistance along with resilience and recovery programming for conflict and displacement affected – along with host populations. In keeping with our core focus on strengthening local partnerships and capacities, we also actively support strengthening of systems and mechanisms to improve quality, safe-guarding, and scale of programming.
The PMEAL delegate will be responsible for facilitating an impact-focused approach to project management and fostering a culture of learning and data-driven decision-making through (a) providing DRC country teams and national partners with context-relevant capacity building to strengthen the day-to-day project management including a continuous cycle of planning, monitoring and learning; and (b) providing DRC country teams and partner HNSs with context-relevant technical PMEAL support to measure and document change in complex projects and carry out high-quality assessments, reviews and evaluations.
Under the supervision of the Danish Red Cross Head of Region, and with a strong dotted line to the DRC Senior PMEAL advisor in Copenhagen, the post holder will be required to create strong working relationships with DRC Country teams and national partners, the DRC global PMEAL team and other Red Cross Red Crescent Movement partners. The post involves up to 20 weeks travel per year and includes potential surge support to project management and PMEAL.

Support to Project Management Quality and Capacity
- Build capacity of Country Teams to apply and rollout Project Management Standards across the project management cycle, including assessments, project logical frameworks, implementation plans, M&E plans, counting methodology, monitoring practices etc.
- Support DRC country teams with meeting our Core Humanitarian Standard obligations
Technical PMEAL Support
- to the entire data process from methodology to collection, analysis and use
- on methodologies for situation, activity and results monitoring including documenting change in complex projects
- to DRC Country Team with identifying and applying learning in their day-to-day ways of working
Coordination
- Coordinate closely with other RCRC partners on PMEAL/PMER to ensure greater impact of interventions
- Encourage, and represent DRC in relevant regional and/or country PMEAL coordination frameworks.
The candidate will also oversee and provide dedicated support to the Regional Programme Support Delegate in supporting the country teams in setting up / strengthening Beneficiary Accountability Systems in line with Community Engagement and Accountability (CEA)
The successful candidate will be educated to degree level with an excellent command of English, and Arabic is a strong asset for the position. A minimum of 8 years’ experience in the humanitarian and/or development sector is a requirement, along with considerable experience in working with and facilitating project cycle management processes, including project design and planning, monitoring, and review & evaluation. Solid experience with PMEAL, CEA and learning, particularly in a partnership context is strongly recommended.
To succeed in this position, you will also need solid collaboration and coordination skills. In return you will be supporting and working with dedicated and dynamic country teams and become part of a supportive Regional Office and a new global DRC PMEAL team.

Employment Conditions
The ideal starting date is 1st April or soonest thereafter and the length of the contract is 12 months with the possibility of extension. The salary including all allowances and pension payment will be between DKK 43,900 and 46,400 per month, depending on qualifications and experience. An individual apartment in Beirut is provided, free of charge.
