MISSION CONTEXT
In response to needs and within the framework of its technical expertise, HI has been operating in the DRC since 1995 in many sectors and is a recognized player in humanitarian assistance and logistics.
- In Kinshasa, multi-year development projects are being implemented on the themes of Physical and Functional Rehabilitation, Maternal and Child Health, Inclusive Education and Inclusive Governance.
- In Kasai and Kasai Central, initially engaged in development activities, HI has intervened since the 2016 crisis on Food Security projects (Cash modality then support for agricultural production) and is currently involved in two economic inclusion and inclusive education projects.
- In North Kivu, to date, the Goma base is implementing the following projects:
- A mobile mental health clinic (ECHO) project in North Kivu (Goma) and South Kivu (Minova)
- An emergency response project (CDCS) for primary health care where HI intervenes through the mental health component integrated with stimulation therapy for children with severe acute malnutrition (SAM) and their families in Little North Kivu.
- An integrated rehabilitation project combining stimulation therapy and mental health (RIMSCASSA-GFFO) in North Kivu (Mweso, Kitchanga and Goma).
- A project to prevent multiple risks and violations faced by vulnerable populations and to provide a multisectoral response to their protection and assistance needs in the face of shocks, with a mental health component related to gender-based violence (PREVENIR-DGD-H). This project is currently complete, with a third phase planned for the end of 2025.
HI’s multi-year operational strategy for the DRC ended in December 2022. A new strategy for 2026-2028 has just been approved. It reflects a commitment to diversifying activities in eastern DRC and to growth in terms of volume.
The year 2026 will therefore be devoted to the development of the new strategic cycle 2026-2028, to the validation of sectoral action plans and with reflections focused in particular on operational capacities for emergency response, protection, economic recovery, and the improvement of access to care and rehabilitation services in the DRC including the issue of strategic partnership.
YOUR MISSION
Under the management of the Technical Head of Program (THoP), and in support of the READ DRC specialist, the Emergency Rehabilitation STO contributes to the implementation of HI’s mandate in the DRC, with a particular focus on the quality, relevance and speed of interventions in emergency contexts in the East of the country.
They provide close technical support to project teams operating in unstable contexts, ensuring the effective integration of physical and functional rehabilitation into humanitarian responses (mobile clinics, multisectoral responses, primary healthcare, protection). They ensure that technical approaches are adapted to operational constraints (security, access, limited resources), while guaranteeing adherence to HI’s quality standards. They actively contribute to emergency preparedness and response by strengthening team capacities and supporting the rapid deployment of activities tailored to the needs of affected populations.
- Expertise
1.1 Contributes to the emergency response strategy
- Contributes to the definition and adaptation of intervention strategies in rehabilitation in emergency contexts
- Conducts or supports rapid needs assessments
- Analyzes local capacities and identifies priorities for emergency rehabilitation intervention
1.2 Ensures technical support to emergency projects and teams in accordance with global technical standards and frameworks
- Provides, where necessary, appropriate technical guidance and support directly to field teams (project managers, supervisors and physiotherapists)
- Supports the rapid implementation of rehabilitation activities (mobile clinics, outreach, health facilities);
- Adapts technical protocols to operational constraints (security, limited access, available resources) in line with the realities of emergency projects / NEXUS;
- Ensures adequate support and integration of emergency rehabilitation into multisectoral interventions;
- It conducts local sector monitoring and collects best practices within its sectoral scope.
- Contributes to the recruitment of emergency technical professionals
1.3 Ensures capacity building and technical learning from projects
- Contributes to the capitalization of emergency projects and ensures technical learning from projects within its sectoral scope.
- Analyzes capacity-building needs, defines a technical training program adapted to emergency contexts, and organizes and delivers training for HI teams and partners within its sectoral scope.
1.4 Ensures the control and monitoring of the technical quality and relevance of HI’s activities within the mission in the emergency response
- Ensures regular monitoring of the technical quality of rehabilitation activities implemented in emergency projects, using monitoring tools adapted to the operational context.
- Issues technical recommendations for improvement and supports their implementation with the TO READ team and field teams;
- Supports the TO READ team in identifying, prioritizing and monitoring equipment and material needs adapted to field constraints;
- Contributes to the adaptation and implementation of simple, operational, and usable technical monitoring tools for use in emergency contexts.
- Follows the implementation of audit recommendations and corrective actions related to emergency projects, in coordination with field teams
1.5 Contributes to the management of the professional channel for technical divisions
- Contributes to the overall management of professional channels within its sectoral scope, originating from technical divisions (community of practice, etc.)
- Manages a local talent pool in the field of emergency READ (conducts technical interviews with TO READ on emergency projects, and formulates recommendations, identifies training needs)
- Create spaces for sharing best practices to improve the quality of activities
- Influence
Contributes to local external prestige and the influence of HI’s expertise
- Represents HI’s technical expertise in relevant national networks, particularly with health authorities.
- Develops and maintains an operational network of key emergency actors (NGOs, health facilities, humanitarian actors, technical partners) with a focus on physical and functional rehabilitation
- Contributes to mapping and updating emergency response actors and mechanisms in the intervention area in order to facilitate operational coordination
- Contributes to technical advocacy efforts on rehabilitation in emergency contexts, in line with needs identified in the field and overall advocacy priorities.
- Facilitates the production and dissemination of technical and communication messages related to emergency rehabilitation, at the local level, in accordance with global communication priorities and local humanitarian dynamics.
- Development of the social mission
Support for the development of major opportunities or new projects within the country related to rehabilitation in emergency contexts
- Support for the analysis of the context within its sectoral scope;
- Support, the READ DRC specialist, in the design and drafting of new proposals related to emergency responses;
- Support for the identification and development of relevant technical opportunities and partnerships with local actors (NGOs, institutions, technical structures) related to the integration of emergency rehabilitation.
- External representation and promotion of HI’s expertise in its field
- Represents HI’s expertise across all relevant institutional networks and platforms, in line with the mission’s strategy.
- Contributes to technical advocacy on rehabilitation in emergency contexts, based on evidence-based data from field interventions.
- Contributes locally to external communication messages related to rehabilitation and emergency interventions, in accordance with the StratOp and federal HI communication priorities.
- Supports HI’s visibility and technical positioning with key stakeholders
- Emergency preparedness and response
- Leads emergency preparedness actions in their department and, in the event of an emergency, reorganizes their team’s priorities according to the humanitarian imperative, in order to ensure a rapid and effective HI response
- Provides immediate technical support during emergency activations
- Deploys as needed to intervention areas to support the teams
- Adapts intervention methods according to security and operational constraints
- Contributes to technical coordination with humanitarian actors during an emergency response (clusters, technical groups)
- PROFILE SOUGHTDegree and experience:
- You hold a degree in physical and functional rehabilitation (physiotherapy or equivalent);
- You have at least 5 years of professional experience in rehabilitation, including significant experience in humanitarian and/or emergency contexts;
- You have proven experience (3 to 5 years) in conflict situations, population displacements or unstable environments;
- You have clinical expertise in rehabilitation (3 to 5 years) in traumatology, orthopedics and/or pathologies related to humanitarian crises;
- You are proficient in the international frameworks and standards related to rehabilitation
- You have experience in capacity building and providing technical support to field teams and partners
- You have demonstrated extensive experience working in unstable and constrained environments, with exposure to volatile security contexts.
- You demonstrate the ability to work under pressure and manage changing priorities in emergency situations.
- You demonstrate responsiveness, flexibility, and the ability to make quick decisions in complex operational environments.
- You demonstrate the ability to work independently while integrating into a team dynamic and coordination.
- Good interpersonal skills, the ability to communicate clearly, and to work effectively in an intercultural team with multiple stakeholders.
- Proficiency in Microsoft Office Suite
