The Danish Refugee Council (DRC) is one of the world’s leading humanitarian NGOs, working in more than 40 countries to provide appropriate, rights-based assistance to refugees, asylum seekers, internally displaced persons, returnees, and migrants. DRC has been present in Colombia since 2011, but in 2018 it expanded its operations in response to the Venezuelan crisis. Currently, DRC Colombia is implementing a protection-focused humanitarian response for Venezuelan refugees and migrants, as well as returning Colombians, in Colombian cities such as Riohacha, Barranquilla, and Bogotá. It is also currently expanding its activities to Nariño and Norte de Santander.
GENERAL JOB DESCRIPTION:
Ensure the administrative, financial, budgetary and logistical management of the base, guaranteeing efficient operations, compliance with DRC and donor procedures, internal control, and operational support to program teams.
Responsibilities:
At the human resources level:
- Team management and administration
- Coordinate and supervise the activities of the support team, ensuring compliance with objectives and procedures.
- To train, support and strengthen the capabilities of the staff, including monitoring their professional development.
- Manage administrative processes of recruitment, hiring, performance evaluations and training.
- Participate in briefings, operational meetings and the integration of new staff; assume the transmission of alerts or critical information when necessary.
- Carry out human resources procedures when required by the national office.
At the financial level
Treasury / Accounting
- Manage the treasury of the Nariño bases, ensuring the adequate provisioning of banks and cash boxes, the execution of transfers and the physical and administrative security of the funds.
- Prepare cash flow forecasts together with program managers to ensure operational continuity.
- Oversee the accounting of the base, including daily records, bank reconciliations, provisions and monthly closings, ensuring the quality, accuracy and traceability of financial information.
- Ensure compliance with the financial, tax and regulatory obligations required by the DIAN and other entities.
- Supervise the submission to the National Office of mandatory financial reports (bank reconciliations and petty cash counts)
- Supervise and strengthen internal financial and accounting controls, promoting transparency in the use of funds.
- Support internal and external audits by providing accurate, complete, and up-to-date documentation
- Stay up-to-date on accounting, tax regulations and institutional accountability policies.
Budget monitoring
- Ensure thorough and effective budgetary control, guaranteeing accountability and compliance with donor and headquarters standards in all financial documentation.
- Periodically update and analyze the budget tracking tools (BFU, Staff Allocation Tables and Fixed Expenses) in coordination with the Area Manager and Program Managers.
- Reconciling budget execution with the actual progress of activities, identifying deviations and early warnings.
- Control and monitor base operating costs to ensure operational efficiency.
- Prepare budget proposals that include the support costs of the Nariño offices, in coordination with the program teams and considering the human resource needs.
- Ensure that salary cost allocations and timesheets are recorded correctly and in a timely manner.
At the logistical level:
Procurement Management:
- Monitor the purchasing environment, keep the supplier register up to date, and ensure annual procurement planning in accordance with purchasing plans and activities.
- Ensure compliance with the Operations Manual, DRC purchasing procedures, and donor requirements.
- Coordinate the processes of acquiring goods and services according to the purchasing plans and defined thresholds.
- Monitor the traceability of requisitions in Dynamics (ERP) until final receipt.
- Implement audit recommendations and strengthen relationships with suppliers to ensure contractual performance.
- Coordinate with programs the logistical planning and conduct regular procurement training for technical and administrative teams.
Fleet Management
- Ensure compliance with safety standards and fleet procedures by supervising the team of drivers.
- Manage rental contracts, maintenance, movement plans and fuel consumption controls.
- Oversee maintenance, repairs, movement plans and availability of safety equipment.
- Conduct regular training and performance checks for driving personnel.
Asset Management
- Lead the control of asset inventories and ensure their proper use and traceability.
- Supervise the distribution, operation and maintenance of communication equipment and systems.
- Ensure the application of asset and telecommunications procedures established in the Operations Manual.
Warehouse Management
- Ensure compliance with storage procedures, inventory accuracy, and proper management of humanitarian kits.
- Supervise physical inventories and proper handling of supplies and expired/unusable products.
Quality control
- Implement anti-fraud controls and quality mechanisms in all logistics operations.
- Coordinate inspections, internal audits, and corrective actions.
- Ensure that logistics operations respond to the context and safety guidelines.
Experience and technical skills:
- 3 years working with international NGOs.
- 3 years of experience in financial management
- 3 years of experience in team management and staff supervision.
- Desirable: experience in purchasing, planning, conflict resolution skills, adaptability to difficult contexts, and knowledge of human resources.
Education
(Include certificates, licenses) professional in Business Administration, Logistics or related areas.
Languages
Spanish required, English preferred.
