ARCS – Arci Culture Solidali is selecting a Project Manager to be included in its operations in Jordan.

Duty station: Amman (Jordan), with frequent travel to other areas of the country

Terms of Reference – Project Manager Jordan

Functions:

The selected Project Manager will be responsible for the overall coordination of the activities planned under a project funded by the Italian Agency for Development Cooperation (AICS) – Amman Office. The project aims to support access to income-generating opportunities for Syrian refugees and the most vulnerable Jordanians in the Governorates of Mafraq, Balqa and Irbid, with a particular focus on women and youth, including persons with disabilities.

Position profile:

  • At least a three-year degree in development economics, international cooperation, social sciences, languages, anthropology, humanities studies or other relevant fields obtained at least four years ago;
  • At least three years of experience in coordination and management roles in the international cooperation sector, preferably in emergency contexts;
  • Experience in budget planning and management;
  • Ability to work with a wide range of stakeholders, including institutions and civil society associations;
  • Leadership and team building skills;
  • Excellent knowledge of Italian and English (spoken and written);
  • Good IT skills, in particular in the use of Word, Excel, Power Point programs;
  • Aptitude for teamwork and good relational skills with partners, beneficiaries, donors, local institutions;
  • Knowledge of Project Cycle Management (PCM), of the main Monitoring, Evaluation, Appraisal and Learning (MEAL) tools, of the principles of humanitarian aid and accountability standards;
  • Excellent communication skills and ability to interface with local communities;
  • Sharing ARCS mission and values.

Preferred requirements:

  • Previous experience in the implementation of Livelihood projects;
  • Master’s degree and/or specialization courses in humanitarian emergency;
  • Even basic knowledge of the Arabic language;
  • Work experience in the MENA area.

Objectives of the position:

  • Ensure the coordination, implementation, management and supervision of activities within the timeframes, modalities and budget foreseen by the project;
  • Ensure the technical, administrative and financial management of the project in line with the procedures foreseen by the Donor (AICS);
  • Ensure the development and maintenance of good relations with the operational and institutional interlocutors involved in the implementation of the project;
  • Select, hire, train and supervise local staff;
  • Define and monitor project indicators, ensuring effective data collection and analysis, in agreement with the Monitoring and Evaluation expert (M&E Officer);
  • Draft, within the established timeframes and modalities, the narrative and financial reports and other documentation related to the project as required by the donor (AICS), as well as periodic reports to the ARCS headquarters;
  • Manage the project budget, in agreement with the Administrator, and ensure that all expenses are in line with the approved financial plan and consistent with the project objectives; formulation of financial planning;
  • Ensure the dissemination of project results and manage institutional relations with local authorities and international cooperation institutions, with particular regard to AICS, local authorities, the coordination mechanisms established within the coordination WG.
