Are you looking for a new mission where to use your HR knowledge? We are seeking for a seasoned HR professional to support the Central and Eastern Europe Regional Office.
Context
Following the escalation of the conflict on 24 February 2022, NRC is scaling up humanitarian assistance inside Ukraine and in neighbouring countries to provide aid to tens of thousands of people forced to flee, and others affected by the conflict. NRC is operational in Ukraine and has set up country operations in Poland, Romania and Moldova, and are exploring responses in other countries subject to regional context developments. To support the regional response in the best way, NRC has established a regional office (Central and Eastern Europe Regional Office- CEERO), which will be based in Warsaw, Poland. This will ensure a centralised structure in proximity to the crisis and will provide coordinated support, management, advice and oversight to the country operations.
Role and responsibilities
The position will play a crucial role for covering the gap as HR manager and provide support and guidance to the HR teams in the countries of the region as needed. In addition to, ensuring that the HR operations in the country offices of Central and Eastern Europe is according to NRC’s standards and procedures, and to support programme/project implementation in the region.
The Regional Roving HR Manager will undertake short-term deployments, to different NRC country operations in the regions when needed.
The main purpose of the Global Roving HR Managerposition is, but not limited, to:
- Be deployed as the interim HR Manager in any new country of the region establishing NRC standards and procedures, or
- Be deployed as the interim HR Manager in an existing NRC CO in the region, due to critical staffing gap, or
- Be deployed as HR Manager or HR Adviser to a CO, due to scale up, emergency response or the need for quality enhancement/capacity building, or
- Support with other HR tasks relevant to the region as required, this is may include following up on mandatory trainings, conduct HR and induction related sessions, data updates and tracking, and any additional required tasks.
Hence the person will:
- Implement NRC’s HR and admin systems and procedures
- Ensure that country set up adhere to Employment standards, HR policy and other NRC policies
- Ensure compliance with the local labour law
- Training, support, control and development of HR teams
- Support and train all staff with HR responsibilities/personnel management
- Management of the HR team
- Provide regular HR analysis and reports
- Ensure safe and standardized filing of personnel documents in all offices
- Promote the rights of IDPs/returnees in line with the advocacy strategy
When deployed to countries as HR Manager my include- but not limited to- the followings:
- Implementation of the Global Standards and initiatives at the Country Office
- Contribute to the Country Organization’s strategy and the Plan of Action by providing input and initiatives and follow up on completion and roll out
- Capacity building for HR team
- Support and guidance to the international staff
- Strengthen the recruitment processes ensuring adherence to the minimum standards
- Strengthen training and inductions / on-boarding.
- Improve the quality of Performance management conducted by line managers across the Jordan country office
- Maintain a healthy and empowering office environment that encourages open, honest and productive communication
- Facilitate HR / induction related training sessions as needed
- Provide regular analysis and reports
- Conduct routine field visits to monitor compliance
- Any other task included in Deployment ToRs

Requirements
- Minimum 5 years of experience from working as a senior HR Manager in a humanitarian/recovery context
- Advanced knowledge and expertise in HR
- Experience from working in complex and volatile contexts
- Documented results related to the position’s responsibilities
- Knowledge about own leadership skills/profile
- Fluency in English, both written and verbal
