3IS is an international non-profit organization that provides information management services to humanitarian and development organizations, enabling partners to make informed decisions that ultimately deliver high-quality, targeted assistance to the world’s most vulnerable populations. 3IS transforms data into information and creates knowledge for decision-makers operating in conflict, disaster, post-disaster, and recovery environments, as well as other complex emergency and development contexts.
Context:
The main objective of this project is to improve the timeliness, efficiency and relevance of the humanitarian response through the implementation of an integrated system of two-way communication, monitoring and interoperable information management in priority territories.
This initiative seeks to strengthen accountability to communities (AAP), improve access to assistance, and optimize decision-making through the systematic use of real-time information from communities and implementing partners.
In this context, the MEAL component plays a key role in monitoring the use of the system, measuring results, generating evidence, and systematizing lessons learned to improve the humanitarian response.
Leveraging its expertise in humanitarian coordination mechanisms and capacity building in information management, 3iS seeks to strengthen and empower humanitarian partners, enabling them to leverage and optimize tools, technologies, platforms, and best practices in information management to respond more effectively to humanitarian crises.
Description of Services:
The individual providing these services will be responsible for designing and implementing an effective monitoring, evaluation, accountability, and learning (MEAL) strategy for the project, with an emphasis on tracking indicators, assessing the impact of deliverables, and managing knowledge. They will work closely with the administration and finance departments, as well as the project and knowledge management teams.
Similarly, she will be responsible for the project’s MEAL strategy, with an emphasis on monitoring system usage, integrating information from communities, and measuring its contribution to humanitarian decision-making.
It will also contribute to strengthening accountability mechanisms towards affected populations (AAP), ensuring the integration of community feedback into monitoring and evaluation processes.
Activities:
1. Planning and coordination of work .
- Prepare the work plan and promptly communicate its progress, difficulties and challenges to the reference person for this contract.
- Ensure the timely delivery of assigned products.
- Participate in cross-cutting groups in a timely manner.
- Contribute to the organization’s knowledge management strategy.
2. Monitoring, evaluation and analysis
- Develop, implement and evaluate the project’s indicator monitoring strategy, including those related to system usage, AAP, access to assistance and decision making.
- Design and monitor indicators related to community feedback mechanisms (CFP), including access, use, and response.
- Compile, analyze and triangulate primary and secondary information, including data from communities and feedback mechanisms.
- Develop tools for the collection and analysis of information related to the use of the system, the perception of assistance and the effectiveness of AAP mechanisms.
- Establish methodologies and tools for reporting indicators.
- Evaluate the system’s contribution to reducing duplicate reports and improving the efficiency of resource use.
- Monitor the use of the communication and monitoring system by communities and humanitarian actors.
- Analyze and document the use of information generated by the system in operational decision-making.
- Implement a practical workshop with key stakeholders and the consortium’s internal team aimed at identifying, validating, and prioritizing good practices and lessons learned related to project implementation, inter-institutional coordination, and information management processes.
- Design and implement a participatory methodology that allows for the collection, analysis, and systematization of lessons learned from the project, including the use of the communication, monitoring, and information management system.
- Develop a detailed analytical report that consolidates the lessons learned and best practices identified, incorporating operational recommendations for improving implementation, the sustainability of the consortium, and its replicability in other contexts.
- Identify key project stakeholders and conduct regular interviews to document the use, scope, and usefulness of the products and services.
- Document citations and references that mention 3iS and/or consortium products and services.
- Drafting reports and technical products for coordination spaces.
- Prepare monitoring and evaluation reports
3. Participation in project spaces
- Attend to the in-person spaces of the project.
- Conduct field missions when their participation is required in order to gather input to document good practices and lessons learned in the implementation of the project.
- Participate in data validation and coordination meetings with allies.
- Participate in processes of strengthening internal and external capacities.
- Provide technical assistance in the planning, facilitation, and documentation of the EVIDEM project’s Lessons Learned Workshop, as well as activities associated with the project’s technical closure and knowledge management.
4. Report Management:
- Prepare monthly progress reports.
- Monitor compliance with deadlines and maintain an organized file of reports.
- Collaborate in the preparation of technical reports and final products of the project.
Cross-cutting activities:
- Prepare the work plan and promptly communicate its progress, difficulties and challenges to the reference person for this contract.
- Attend to the in-person spaces of the project.
- Carry out field missions when their participation in the project is required.
- Prepare monthly progress reports.
- Guarantee the timely delivery of products.
- Participate in cross-cutting groups in a timely manner.
- Support the generation of evidence for donor reports, including results related to AAP, system use, and access to assistance.
- Contribute to the organization’s knowledge management strategy and to strengthening internal knowledge about the use of statistics and AI in data management.
MINIMUM QUALIFICATIONS:
Professional education
with a university degree in economics, social sciences, statistics, or related fields. Postgraduate studies or supplementary training (desirable).
Experience
: To be eligible, applicants for this position must have at least four years of experience in activities similar to those described herein. Experience in the humanitarian sector is desirable. Experience in the analysis and collection of primary and secondary data is required. Experience in analytical processes and report writing is also required. Demonstrable experience in providing technical and methodological support in lessons learned workshops, evaluation processes, systematization of experiences, and project closure is essential, preferably in humanitarian or development contexts.
Technical Skills
- Experience in managing information systems and data analysis.
- Experience in designing, monitoring and evaluating indicators.
- Knowledge of data visualization tools.
- Advanced proficiency in office software, especially Excel.
- Ability to work towards results and compliance with standards through management indicators.
- Technical and methodological capacity for facilitating, systematizing and documenting learning processes, including lessons learned workshops and project closure processes.
- Ability to structure analytical inputs and knowledge management products oriented towards decision-making and the capitalization of experiences.
- Experience in MEAL frameworks in humanitarian contexts, including AAP, response monitoring and evaluation of information systems use (desirable).
Languages:
Fluency in Spanish (spoken and written) is required, as well as intermediate knowledge of English (spoken and written).
