3IS is an international non-profit organization that provides information management services to humanitarian and development organizations, enabling partners to make informed decisions that ultimately deliver high-quality, targeted assistance to the world’s most vulnerable populations. 3IS transforms data into information and creates knowledge for decision-makers operating in conflict, disaster, post-disaster, and recovery environments, as well as other complex emergency and development contexts.
Context:
Colombia continues to face persistent internal displacement, with significant impacts on urban areas such as Tumaco (Nariño), where high influxes of recently displaced people in vulnerable conditions are being recorded. These dynamics have highlighted limitations in the institutional capacity to provide a timely, comprehensive, and sustainable humanitarian response, especially during the initial phases of the emergency.
In this context, critical gaps have been identified related to the availability and use of information for decision-making, coordination between humanitarian actors and authorities, and response capacity in key sectors such as protection, humanitarian assistance, and shelter. These limitations affect the prioritization of needs, the timely activation of support mechanisms, and the effectiveness of interventions, contributing to the perpetuation of conditions of vulnerability and dependency.
This action is part of initiatives aimed at strengthening information management and evidence-based decision-making, promoting better coordination and a more efficient response to forced displacement. It also seeks to integrate immediate humanitarian assistance, including cash transfers, psychosocial support, and shelter solutions, with the strengthening of institutional capacities at the local and national levels. In this way, it is expected to contribute to a more timely, inclusive, and protection-focused response, as well as to the strengthening of systems and capacities that will reduce existing gaps and improve the sustainability of the response to future emergencies.
Leveraging its expertise in humanitarian coordination mechanisms and capacity building in information management, 3iS seeks to strengthen and empower humanitarian partners, enabling them to leverage and optimize tools, technologies, platforms, and best practices in information management to respond more effectively to humanitarian crises.
Description of Services:
The individual providing these services will be responsible for designing and implementing an effective monitoring, evaluation, accountability, and learning (MEAL) strategy for the project, with an emphasis on tracking indicators, assessing the impact of deliverables, and managing knowledge, as well as developing information products and analyzing data. They will need to apply knowledge of programming languages ​​such as Python or R, database management, and data visualization techniques. They will also utilize artificial intelligence tools to develop practical solutions, such as process automation or the implementation of intelligent agents. They will work closely with the data analysis team, as well as the project and knowledge management teams.
It will also provide technical and methodological support, contributing to the systematization of experiences, documentation of key learnings, and consolidation of project results on a regular basis.
A. Activities:
Work planning and coordination .
- Prepare the work plan and promptly communicate its progress, difficulties and challenges to the reference person for this contract.
- Ensure the timely delivery of assigned products.
- Participate in cross-cutting groups in a timely manner.
- Contribute to the organization’s knowledge management strategy.
Monitoring, evaluation and analysis
- Develop, implement and evaluate the project’s indicator monitoring strategy.
- Compile, debug, process and analyze primary and secondary information.
- Develop tools for the collection and analysis of information.
- Establish methodologies and tools for reporting indicators.
- Design and implement a participatory methodology that allows collecting, analyzing and systematizing the lessons learned and good practices derived from the implementation of the EVIDEM+ consortium.
- Implement strategies for systematizing results periodically with key actors and the internal team of the EVIDEM+ consortium, aimed at identifying, validating and prioritizing good practices and lessons learned related to the implementation of the project, inter-institutional coordination and information management processes.
- Develop information products for evidence-based decision-making at the local and/or national level according to requirements received from the EVIDEM+ consortium through its request channels (EVIDESK), contributing with data analysis.
- Identify and facilitate knowledge exchange spaces with strategic partners of the EVIDEM+ consortium, aimed at sharing lessons learned and good practices, strengthening collective learning, complementarity and the improvement of evidence-based humanitarian action.
- Identify key stakeholders in the EVIDEM+ project and conduct regular interviews to document the use, scope, and usefulness of the products and services.
- Document citations and references that mention products and services from 3iS and/or the EVIDEM+ consortium.
- Drafting reports and technical products for coordination spaces.
- Prepare presentations systematizing evidence and results of the implementation of the EVIDEM+ consortium for strategic and operational spaces as required.
- Prepare monitoring, evaluation, and accountability reports for donors as required.
Participation in project spaces
- Attend to the in-person spaces of the project.
- Conduct field missions when their participation is required in order to gather input to document good practices and lessons learned in the implementation of the project.
- Participate in data validation and coordination meetings with allies.
- Participate in processes of strengthening internal and external capacities.
- Provide technical assistance in the planning, facilitation and documentation of EVIDEM+ project feedback workshops on a regular basis (such as advisory committees), as well as activities associated with technical follow-ups and/or closures and knowledge management of the project.
Report management:
- Prepare monthly progress reports.
- Monitor compliance with deadlines and maintain an organized file of reports.
- Collaborate in the preparation of technical reports and final products of the project.
B. Cross-cutting activities:
- Prepare the work plan and promptly communicate its progress, difficulties and challenges to the reference person for this contract.
- Attend to the in-person spaces of the project.
- Carry out field missions when their participation in the project is required.
- Prepare monthly progress reports.
- Guarantee the timely delivery of products.

- Contribute to the organization’s knowledge management strategy and to strengthening internal knowledge about the use of statistics and AI in data management.
MINIMUM QUALIFICATIONS:
Professional education
with a university degree in economics, social sciences, statistics, or related fields. Postgraduate studies or supplementary training (desirable).
Experience
: To be eligible, applicants for this position must have at least four years of experience in activities similar to those described herein. Experience in the humanitarian sector is desirable. Experience in the analysis and collection of primary and secondary data is required. Experience in analytical processes and report writing is also required. Demonstrable experience in providing technical and methodological support in lessons learned workshops, evaluation processes, systematization of experiences, and project closure is essential, preferably in humanitarian or development contexts.
Technical Skills
- Experience in managing information systems and data analysis.
- I use technological tools
- Knowledge and use of statistical analysis tools such as SPSS, SAS, STATA, R Python or R or other relevant technical packages.
- Familiarity with data visualization platforms, such as Power BI, Tableau, or other similar tools.
- Proficient in information systems and databases, with the ability to extract, transform, and analyze data from various sources.
- Experience in designing, monitoring and evaluating indicators.
- Knowledge of data visualization tools.
- Advanced proficiency in office software, especially Excel.
- Ability to work towards results and compliance with standards through management indicators
- Technical and methodological capacity for facilitating, systematizing and documenting learning processes, including lessons learned workshops and project follow-up and closure processes.
- Ability to structure analytical inputs and knowledge management products oriented towards decision-making and the capitalization of experiences
Languages:
Fluency in Spanish (spoken and written) is required, as well as intermediate knowledge of English (spoken and written).
