The Danish Refugee Council (DRC) is one of the world’s leading humanitarian NGOs, working in more than 40 countries to provide appropriate, rights-based assistance to refugees, asylum seekers, internally displaced persons, returnees, and migrants. DRC has been present in Colombia since 2011, but in 2018 it expanded its operations in response to the Venezuelan crisis. Currently, DRC Colombia is implementing a protection-focused humanitarian response for Venezuelan refugees and migrants, as well as returning Colombians, in Colombian cities such as Riohacha, Barranquilla, and Bogotá. It is also currently expanding its activities to Nariño and Norte de Santander.
Job Overview: Under the supervision of the Team Leader/Program Manager, you will support the implementation of protection activities in the intervention municipalities. You will develop and maintain strong relationships with stakeholders, institutional actors, and humanitarian actors to facilitate and ensure the effectiveness of DRC’s protection activities. Strong teamwork skills are also essential.
It will contribute to ensuring the quality of the planning, implementation and monitoring of protection activities in the municipalities of intervention.
Responsibilities:
- Implement general protection activities in accordance with agreed objectives, in accordance with standard operating procedures (SOPs) and under the coordination of the Program Management and supervision of the Protection Team Leader.
- Conduct ongoing monitoring of risks and protection needs of persons of concern by collecting and analyzing qualitative and quantitative data. This includes identifying patterns, trends, and population movements (arrivals, departures, new flows) through methodologies such as household surveys, focus group discussions, interviews with key stakeholders, and direct observation.
- Perform Rapid Protection Assessments (RPAs), according to the established methodology, in emergency situations of sudden occurrence or when a rapid deterioration of the protection environment is observed.
- Lead the processing, labeling and analysis of data collected within the framework of protection monitoring and ERPs; review the collected data and lead the correction of errors.
- Identify key themes and risks for protection monitoring, consolidate key information to analyze trends.
- Support in the development of protection monitoring plans.
- Identify and assess the protection risks faced by individuals, activating immediate responses and facilitating appropriate follow-up actions. This includes implementing Individual Protection Assistance (IPA), case management, and/or referral to specialized internal or external services, depending on the identified needs.
- To provide comprehensive care to people at risk and survivors of rights violations through the case management model, in accordance with established procedures and standards.
- Develop and update the mapping of available actors and services, identifying new service offerings, and maintaining constant communication with humanitarian, community-based organizations and local authorities, to complement the response to identified cases.
- Organize and facilitate information sessions and awareness campaigns on protection issues; design and develop awareness/information dissemination materials and strategies.
- Act as a focal point in the relationship with key community actors, facilitating mobilization, dissemination of key messages and acceptance of activities.
- Maintain good relationships with people of interest, stakeholders and other external actors to support and facilitate the proper implementation of activities.
- To support the Protection Management in the analysis of needs, trends and priorities in protection, and to contribute to the development and contextualization of strategies, methodologies, protocols and tools that strengthen the quality and relevance of interventions.
- Collect, centralize and provide contextual information on the protection environment and implemented activities, including input from attendees, in order to generate inputs for protection information management (PIM) reports and reports directed to donors (monthly, quarterly and annually)
- Collect and properly manage information on persons of interest, ensuring confidentiality, protection of personal data, informed consent, and timely and accurate registration in DRC’s databases and information systems, in accordance with internal procedures for monitoring and reporting cases and activities.
- Ensure the cross-cutting application of the principles of protection and the differential approach of age, gender, diversity and intersectionality in all actions, respecting confidentiality and informed consent.
- Provide technical support to protection assistants on matters of protection data collection, case management and case referral, among others, promoting appropriate interventions and the application of guiding principles.
- Participate in coordination spaces and inter-institutional working groups at the local level, as required.
- Coordinate the logistical and administrative management of general protection activities, in accordance with DRC’s internal procedures and operational needs in implementation.
- Maintain constant communication and coordination with the Protection Management and the technical team, to ensure efficient planning and guarantee the quality and consistency of protection interventions in the intervention municipalities, in line with the general strategy and ongoing or proposed projects.
- Actively participate in team meetings and technical follow-up sessions with the area specialist, as well as in training and feedback processes, contributing input, challenges, and lessons learned to strengthen the quality of legal aid and protection actions.
- Other assigned functions that are considered necessary for the performance of the duties.
Experiences and technical skills:
- Minimum two (2) years of relevant experience in humanitarian protection, social work, human rights or other similar field work, related to an NGO or other non-profit organization.
- Experience working in the field with refugees, migrants, internally displaced persons, ethnic communities, survivors of violence and/or OSIEGD population.
- Knowledge of differential approaches (AGD), intersectional approach and work with ethnic communities.
- Knowledge of the context and humanitarian situation of the Norte de Santander department.
- Excellent interpersonal, communication and conflict resolution skills (empathy, active listening, assertiveness, adaptability, sensitivity, teamwork, respect for beliefs, customs and cultural traditions).
- Experience in the person-centered approach, management of the psychosocial care pyramid, knowledge of care pathways, knowledge of minimum protection standards in emergencies.
- Creative ability to develop innovative activities.
- Proficiency in MS Word, Excel and PowerPoint.
Desirable
- Experience in direct care to people at risk and survivors of human rights violations.
- Experience in collecting protection data.
- Knowledge of Migration, International Protection and Conflict.
Education:
- Undergraduate degree in political science, sociology, law, social work, international development, psychology, human rights, or any other related area of ​​Social Sciences.
Languages:
- Spanish – Required
- Reading comprehension of the English language is an advantage
