PURPOSE OF THE ROLE:

Plan International’s mission is to promote children’s rights and equality for girls worldwide. As an independent development and humanitarian organization, we work alongside children, young people, supporters, and partners to address the root causes of the challenges faced by girls and all vulnerable children. We support children’s rights from birth through adulthood, empowering them to prepare for and respond to crises and adversity.

Plan International leverages the reach, experience, and knowledge gained over more than 80 years of building significant partnerships for children and working in over 75 countries. Currently, it is implementing a global strategy for 2023-2027, “Unstoppable Girls and Young Women.” In Central America and Mexico, the “Unstoppable Generation” strategy is being developed and implemented through three programs: 1) Generation Free from Violence, 2) Generation with Decisiveness and Leadership, and 3) Generation with Opportunities.

The Consortium Manager will be responsible for providing vision, leadership, and direction to the PLAN-FLM Consortium for the CBPF project in El Salvador. They will oversee the implementation of the PLAN and FLM project components to ensure the project meets its objectives and timeline. The Consortium Manager will ensure a coherent strategy that addresses the needs of the people the project aims to support. They will assume a leadership role in coordination, complementarity, and advocacy with donors, key stakeholders, and implementing partners. The Consortium Manager will engage in advocacy within humanitarian coordination and development forums, promoting strategic alliances with local, regional, and national actors as required by the project, with an emphasis on localizing humanitarian aid.

MAIN RESPONSIBILITIES:

  1. Leadership and management of the PLAN-FLM consortium to ensure compliance with the project’s strategic objectives and the donor’s requirements.
  2. Plan and develop the programmatic strategy for implementation and accountability of the project in a coordinated, synergistic and complementary manner among the consortium partners, in accordance with the programmatic and operational framework of the project.
  3. Provide support and guidance to consortium partners to ensure compliance with administrative, financial, and risk management procedures, in accordance with institutional regulations and donor requirements.
  4. To ensure complementarity with humanitarian actors and the positioning of the consortium, through participation and representation in the coordination and advocacy spaces of the humanitarian architecture
  5. Ensure the knowledge, adoption and compliance of codes of conduct and policies of: Safeguarding for children, adolescents and program participants; PSHEA (Prevention of Abuse, Harassment and Sexual Exploitation); Gender Equity and Inclusion; Anti-Fraud; by all staff, suppliers and volunteers of the consortium members.

KNOWLEDGE, EXPERIENCE AND SKILLS:

Prior experience and knowledge:

  • Bachelor’s and postgraduate degrees in areas related to Project Management, Humanitarian Action and Disaster Risk Management.
  • Knowledge and experience in implementation, monitoring and accountability of humanitarian action projects and emergency and disaster response.
  • Technical experience and managerial skills for the implementation of humanitarian projects in the Food Security and Nutrition, WASH and Protection sectors (especially child protection).
  • Understanding the context and humanitarian scenarios of the Northern Triangle of Central America (Guatemala, Honduras and El Salvador), related to the shocks of social violence, displacement, migration and food insecurity.
  • At least 10 years of experience in managing emergency response plans and implementing humanitarian projects, including experience in implementing humanitarian projects under a consortium model.
  • Experience leading multidisciplinary teams in a consortium model
  • Knowledge of humanitarian architecture and experience in representation/participation in spaces and mechanisms of coordination and complementarity.
  • Experience in the administrative, budgetary and financial management of projects under the consortium modality.
  • Knowledge of regulatory frameworks, guidelines and policies related to human rights, children’s rights, international humanitarian law, humanitarian principles and standards and gender.
  • Knowledge of national and international mechanisms relating to the comprehensive protection of children and adolescents at risk of protection and high vulnerability.
  • Knowledge about child protection and prevention of sexual harassment, exploitation and abuse (PSHEA)

Required technical skills:

  • Skills for planning, organization and managerial integration.
  • Competence for positioning and influencing mechanisms and spaces for coordination and complementarity of the humanitarian architecture
  • Skills for changing behaviors, leading, motivating and inspiring through logical arguments.
  • Skills for making decisions autonomously to achieve the expected results.
  • Skills for relating to donors and implementing partners in the humanitarian sector.

Skills:

  • High-level communication skills and the ability to interact with a range of stakeholders, including government representatives, CSO representatives, and community members.
  • Negotiation and influence skills for achieving collective agreements that impact expected results.
  • Facilitation skills to guide a team through the complete proposal development cycle.
  • Skills for managing and integrating diverse teams.
  • Ability to find solutions to complex situations.
