General context of the project
INTERSOS strengthens its operational presence in the central Sahel by creating a sub-regional structure dedicated to managing its interventions in the area.
This region faces one of the world’s most complex humanitarian crises, marked by persistent conflicts, massive population displacements, and acute food insecurity. In this volatile context, INTERSOS intervenes in vital sectors: Protection, Health, Nutrition, and the Response to Basic Needs.
The challenge for the Sub-Region: The new sub-regional team will be tasked with pooling technical expertise, optimizing resource management, and ensuring harmonized strategic leadership. The objective is to guarantee safe humanitarian access and quality aid to the most vulnerable populations in the countries concerned.
General objective of the position
The Sub-Regional Program Coordinator supports the Heads of Mission in the development, definition, and strategic management of programs within the missions under their responsibility, ensuring their full compliance with INTERSOS policies. At the sub-regional level, they lead the development of new concept notes and project proposals in close collaboration with the Management and supervisory teams in the area. Finally, they provide supervision, coordination, and high-quality technical support to the Program Coordinators/Managers and Project Managers of the missions under their responsibility, to guarantee the effective and harmonized implementation of interventions throughout their geographical area.
Main responsibilities and tasks
Strategy and representation
- Supporting the Heads of Mission and the SMT of the countries under his/her responsibility in the development, implementation and evaluation of the overall strategy, program and quality of interventions, ensuring full compliance with INTERSOS institutional policies and guidelines.
- To ensure constant monitoring and provide updated technical analyses, contributions and recommendations for all interventions (ongoing projects and new opportunities) in each country under its responsibility.
- Lead the design and development of new funding opportunities, as well as the preparation of concept notes and project proposals in coordination with technical experts. Ensure the drafting of the narrative and contribute to budget preparation, guaranteeing close synergy with support departments (HR, Logistics, and Security) at the sub-regional level.
- Conduct regular context analyses (socio-economic situation of the country, trends, needs and gaps of donors) to identify funding opportunities. Responsible for the accurate analysis of data collected in the field and the identification of the population’s needs, context analysis, translation of strategic macro-objectives into concrete actions, analysis of the consequences of INTERSOS interventions, risk and constraint assessments, and the definition of priorities.
- Develop and sustain, in coordination with the Heads of Mission, strategic relationships with donors, local partners, and key humanitarian actors operating in the sub-region. Establish lasting alliances and partnerships with civil society organizations and local stakeholders to strengthen the integration and impact of interventions in each country under its responsibility.
- Actively represent INTERSOS, in collaboration with the Heads of Mission and technical advisors, during coordination meetings, meetings with donors and strategic stakeholders at the sub-regional level.
- Supporting the SMT of missions in maintaining constructive and productive working relationships within the various coordination forums (clusters, working groups, NGO platforms, etc.) both at the national level and at the sub-regional level.
Operational Management and Program Monitoring
- Supervise and consolidate project work plans and financial forecasts, drawing on input from national program managers.
- Ensure the production of high-quality narrative reports, reflecting the progress of projects in a transparent, professional manner and in compliance with contractual deadlines.
- Ensure operational fluidity and support the implementation of programs by coordinating technical support between the different support departments (Finance, Logistics, HR, Security).
- To support and advise program managers and project managers in mastering the project cycle (PCM), operational planning and budget management.
- Monitor the performance level of each project under their responsibility, ensuring compliance with high quality standards during the design, execution and evaluation phases.
- Lead the strategic kick-off and end-of-project meetings for major interventions in the sub-region.
Compliance, Accountability and Reporting
- Ensure strict application of INTERSOS procedures and compliance with donor contractual requirements (reporting and implementation), in conjunction with the Heads of Mission and the Sub-Regional Director.
- Coordinate the processing of donor feedback on project proposals, acting as the interface between field teams and Headquarters.
- Mobilize the expertise of cross-functional departments (Finance, Logistics, HR, MEAL, Security) to develop robust new proposals.
- To raise awareness of the risks of non-compliance and to request arbitration from headquarters for complex legal or contractual issues.
- Oversee budget management in collaboration with the financial coordination team, validating necessary budget and program revisions.
Financial Management and Monitoring Tools
- Facilitate the regular coordination meetings of the Program department at the level of its area.
- Ensure rigorous monitoring of expenditures through analysis of monthly financial reports and the organization of country-level budget review meetings.
- Support the deployment of MEAL (Monitoring, Evaluation, Accountability and Learning) plans in collaboration with dedicated mission services.
- Ensure the reliability and updating of management tools, including the monthly project evaluation tool (PAT) and the internal IMP platform.
- To certify the quality and timeliness of submissions to donors and headquarters for all countries under its responsibility.
Human Resources Management and Management
- Direct, support and supervise the national Programme Coordinators (or programme managers), providing ongoing technical mentoring and regular evaluation via the Internal Review Process (IRP) tool.
- Identify training needs and provide coaching to managers under his/her functional and hierarchical supervision, in order to strengthen the management capacities of program teams in the area.
- Supporting the recruitment processes for senior profiles in the Programme department (Country Coordinators, Complex Project Managers), in close collaboration with the HR departments and the Heads of Mission concerned.
- Ensure compliance with institutional standards by ensuring that program managers and project leaders in the area strictly adhere to INTERSOS’ internal regulations, fundamental charter, values ​​and code of ethics.
- Promote a culture of accountability and professionalism within program teams across all countries under its responsibility.
Required profile
- Master 2 (Bac+5) in International Affairs, Development, Economics, Political Science or any other relevant field related to humanitarian action.
- Minimum of 7 years of proven experience in complex humanitarian contexts.
- Prior successful experience as a Programme Coordinator (country) or in a multi-project/multi-sector coordination role is essential.
- Proven ability to lead, mentor and motivate teams of senior managers (National Coordinators, PMs) spread across multiple bases or countries.
- Extensive expertise in developing complex funding proposals and multi-sectoral budget management.
- Solid experience working with major international donors (ECHO, BHA/USAID, OCHA, AFD, etc.) and mastery of their contractual procedures.
- Expertise in integrated project management (Protection, Health, WASH, etc.) and cross-functional vision of operations.
- Advanced use of computer tools (Office Suite, project management software) and ability to adapt to internal monitoring tools (IMP, PAT).
- Fluency in the official working language of the countries in the sub-region (French/English depending on the context). The ability to communicate in a second international language is a major advantage for communication with headquarters.
- Excellence in organization, macro planning and the ability to anticipate crisis dynamics.
- Strong coaching, team management and interdisciplinary cooperation skills.
- High behavioral flexibility and ability to make critical decisions in high-pressure or insecure environments.
- Excellent skills in negotiation, interpersonal communication and institutional representation.
- Ability to take strategic initiatives and work independently while reporting to regional management.
- Thorough understanding and full adherence to INTERSOS’ humanitarian principles, protection standards and core values.
