Expert Consultant – Governance, Localization & Partnership On-Call, Assignment-Based | Remote / Field-Based | Short to Medium-Term

About Ektimisi Ektimisi is a MENA-based research and development consulting firm delivering evaluations, TPM, research, capacity building, and governance services across Iraq, Syria, Turkey, Ukraine, and Lebanon. We are expanding our pool of experts with a specialized profile in governance, localization, and partnership.

The Role Experts in this pool may be engaged as Assignment Leads, Technical Experts, or Trainers depending on the assignment. This is not a full-time position. Engagements are short-term, project-based consultancies remunerated per deliverable. Inclusion in the pool of experts does not guarantee immediate engagement.

Primary Areas of Expertise

Governance & Public Sector Engagement: institutional diagnostics, accountability frameworks, decentralization, civic participation, and local governance strengthening in fragile settings.

Localization & Capacity Strengthening: organizational capacity assessments (OCA), local partner transition support, capacity-strengthening plans, and Grand Bargain/CHS-aligned localization strategies.

Partnership Development & Donor Engagement: partnership frameworks, consortium building, donor landscape analysis, resource mobilization, and fundraising strategy in MENA and Eastern European contexts.

Key Tasks

  • Conduct desk reviews and synthesize relevant sectoral and contextual literature
  • Develop data collection tools tailored to governance, localization, and partnership assessments
  • Conduct organizational capacity assessments and institutional reviews
  • Develop technical inputs, analysis frameworks, and sector-specific recommendations
  • Present findings to clients and incorporate feedback into revised deliverables
  • Draft technical reports, policy briefs, and relevant annexes
  • When the assignment is training-based: develop training materials, conduct online training sessions, and produce a training report covering attendance, outcomes, and observations
  • Uphold Ektimisi’s ethical, quality, and data protection standards throughout all engagements

Minimum Qualifications

  • 5+ years of relevant experience in governance, localization, or partnership in humanitarian/development contexts
  • Demonstrated track record with INGOs, donors, or UN agencies on governance and localization processes
  • Advanced English — near-native writing, analysis, and reporting skills
  • BA or Master’s or PhD in political science, international development, public administration, or related field
  • Prior experience as an external consultant with consultancy firms (highly desirable)
  • MENA experience essential; Iraq, Syria, Lebanon, or Ukraine strongly preferred

Preferred

  • Familiarity with ECHO, FCDO, EU, Gulf donors, or UN pooled fund requirements
  • Knowledge of Grand Bargain localization commitments and Core Humanitarian Standard (CHS)
  • Arabic, or Ukrainian language proficiency

Compensation Paid per completed deliverables. Applicants must submit a realistic daily rate in USD. Selection is based on technical fit, demonstrated experience, availability, and rate competitiveness.
