Supply Chain and Purchasing Specialist At Danish Refugee Council

The Danish Refugee Council (DRC) is one of the world’s leading humanitarian NGOs, working in more than 40 countries to provide appropriate, rights-based assistance to refugees, asylum seekers, internally displaced persons, returnees, and migrants. DRC has been present in Colombia since 2011, but in 2018 it expanded its operations in response to the Venezuelan crisis. Currently, DRC Colombia is implementing a protection-focused humanitarian response for Venezuelan refugees and migrants, as well as returning Colombians, in Colombian cities such as Riohacha, Barranquilla, and Bogotá. It is also currently expanding its activities to Nariño and Norte de Santander.

General objective of the position :

The Supply Chain Specialist acts as a technical reference in logistics and procurement at the national level, ensuring effective, standardized implementation in accordance with the DRC Operations Manual throughout the mission.

This role plays a strategic and operational part in strengthening supply chain systems, promoting continuous improvement, risk management, operational efficiency, and process transparency. It also leads technical support for field teams, ensuring alignment with organizational objectives and donor requirements.

It actively contributes to the development of national Supply Chain strategies, strengthening capabilities, optimizing resources and ensuring the quality and traceability of logistics operations.

Responsibilities

Coordination and management of acquisitions

  • Ensure the correct implementation of the Operations Manual in all procurement processes in the region.
  • Review and validate critical process documentation (national, international and restricted ITBs) before publication as a quality control mechanism.
  • Provide remote and on-site technical support in the management of bidding processes, including technical evaluation, committee reports (TOC) and awarding.
  • Conduct regular missions to the bases to assess compliance, identify gaps, and lead improvement plans.
  • Consolidate and analyze acquisition reports at the regional level, generating strategic recommendations for decision-making.
  • Promote efficient sourcing strategies (framework agreements, market analysis, supplier management).
  • Ensure complete traceability of procurement processes from planning to final delivery.
  • Coordinate with finance to ensure proper recording of purchases and timely payment processing.
  • Ensure consistency between planning, execution, and financial reporting of Supply Chain processes.

Fleet management

  • Oversee the implementation of fleet management policies and procedures nationwide.
  • Analyze operating costs and fleet performance, proposing optimization and efficiency measures.
  • Prepare consolidated national reports for the SMT with technical analysis and recommendations.
  • Advise on the planning, sizing and improvement of the fleet’s operational capacity.

Asset Management

  • Ensure compliance with policies and procedures in asset management at the national level.
  • Monitor the quality and updating of asset records in all countries.
  • Analyze asset and inventory reports, identifying risks and opportunities for improvement.
  • Provide technical guidelines on asset disposal, ensuring compliance with donors and internal approvals.
  • Promote the implementation of tools and controls to improve asset management.

Warehouse and inventory management

  • Ensure the correct implementation of warehouse management standards throughout the country.
  • Monitor inventory levels, turnover, control and stock valuation.
  • Consolidate national inventory reports for the SMT, including risk analysis.
  • Provide technical guidance on the disposal of expired, obsolete, or damaged goods in accordance with policies and regulations.

Control, compliance and risk management

  • Ensure compliance with the Operations Manual, internal policies, and donor requirements.
  • Lead the follow-up and closure of audit findings related to Supply Chain.
  • Implement internal controls and fraud prevention mechanisms.
  • Identify, assess, and escalate operational risks in the country.
  • Ensure the implementation of audit recommendations.

Capacity building and coordination

  • Design and implement Supply Chain training plans for logistics and non-logistics personnel.
  • Act as a technical mentor for field teams, promoting autonomy and professionalization
  • Facilitate inter-area coordination (Programs, Finance, HR) to improve operational planning and execution.
  • Promote the standardization of processes, tools, and best practices at the regional level

Role as a specialist

  • Provide specialized technical knowledge and strategic guidance in Supply Chain.
  • To exercise functional technical supervision over field teams in logistics and procurement matters.
  • To act as a national point of reference in their area of ​​expertise.

Other activities

  • Any other activity required by the organization related to Supply Chain management in the mission.

Experience and Technical Skills:

  • Minimum 3 years of experience in humanitarian logistics management in the field of supply chain management, fleet management, asset management and distribution support.
  • Proven experience in complex acquisitions and contract management.
  • Experience in supplier and contractor management.
  • Solid knowledge of international donor regulations.
  • Experience in data analysis and indicator management (Power BI desirable).
  • Experience in capacity building and working with decentralized teams.
  • Experience in remote and on-site support in complex operating environments.
  • Ability to document technical processes and generate analytical reports.
  • Desirable experience in humanitarian contexts or multicultural environments.
  • Excellent knowledge of MS Word, Excel and PowerPoint
  • Intermediate level of English.
  • Analytical and problem-solving skills.
  • Management skills, proactivity, organization and attention to detail.
  • Communication skills, warmth and friendliness, service orientation.
  • Valid driver’s license.

Education:

  • Professional in Administration, Engineering, Economics, International Business or related fields.
  • Master’s degree or specialization in Logistics, Supply Chain Management or related areas.
  • Certification in humanitarian logistics (desirable if you do not have a master’s degree).

Languages:

  • Advanced Spanish.
  • Intermediate English (B1 minimum, B2 desirable)
