3IS is an international non-profit organization
that provides information management services to humanitarian and development organizations, enabling partners to make informed decisions that ultimately deliver high-quality, targeted assistance to the world’s most vulnerable populations. 3IS transforms data into information and creates knowledge for decision-makers operating in conflict, disaster, post-disaster, and recovery environments, as well as other complex emergency and development contexts.

Context

The main objective of this project is to improve the timeliness, efficiency, and relevance of the humanitarian response through the implementation of an integrated system of two-way communication, monitoring, and interoperable information management in priority territories.

This initiative seeks to strengthen accountability to communities (AAP), facilitate access to information on humanitarian assistance, and optimize analysis and decision-making processes through the use of real-time information from communities and implementing partners.

The project promotes a people-centered approach, integrating the voice of communities into monitoring processes and strengthening interoperability with existing humanitarian systems, reducing duplication and improving operational efficiency.

Description of Services
Responsible for the visualization, communication and accessibility of the project’s information management products and processes, ensuring their understanding, use and appropriation by communities and humanitarian actors, including the implementation and use of two-way communication tools with communities, as well as the integration and analysis of real-time information for humanitarian decision-making.

Additionally, the professional will need to interact with different sectors and humanitarian organizations at the local and national levels, ensuring an adequate flow of information and the development of innovative methodologies to improve the quality and impact of the analyses.

Activities
1. Planning and Monitoring

  • Prepare the work plan and promptly communicate its progress, difficulties and challenges to the contract representative.
  • Prepare monthly progress reports.
  • Ensure the timely delivery of the products agreed upon in the schedule.
  • Coordinate the delivery of products and services with other team members and document the actions and feedback made.

2. Graphic and communication production

  • Conceptualize and develop graphic materials for communication and training, respecting the style guide and institutional brand.
  • Design accessible materials for communities that facilitate understanding of assistance, rights, and feedback mechanisms (AAP).
  • Support the design of content for two-way communication channels (e.g., WhatsApp, chatbot, or others), ensuring clarity, simplicity, and cultural relevance.
  • Design informative and analytical products (infographics, visual dashboards, snapshots) geared towards humanitarian decision-making.
  • Develop communication materials for the socialization and adoption of the system in partner communities and organizations.
  • Edit, assemble and post-produce audiovisual materials.
  • Organize a graphic library in digital media.
  • Design reports and technical documents.
  • Propose narrative and/or audiovisual means that make the work of 3iS visible through social networks.
  • Create and promote an internal and external communications strategy for 3iS for the assigned project.

3. Coordination and Technical Support

  • Maintain constant communication with contractors, web designers, industry experts, etc.
  • Coordinate publications with authors, editors and printers, ensuring quality control.
  • Coordinate with technical teams (IME, Data Analyst, MEAL) to ensure consistency between data, analysis, and communication products.
  • Support evaluations and systematization of training.

4. Institutional Participation

  • Participate in face-to-face spaces of the project.
  • Carry out field missions when required.
  • Participate in cross-cutting groups in a timely manner.
  • Contribute to the organization’s knowledge management strategy.
  • Gather input related to community perception, system use, and effectiveness of communication mechanisms.

MINIMUM QUALIFICATIONS: Professional
education
with a university degree in Graphic Design, Social Communication, Visual Design, Advertising, Multimedia, or related fields. Additional studies in digital communication, multimedia production, digital marketing, branding, corporate design, or disciplines related to innovation or technology will be considered an asset.

Experience
: To be eligible, applicants for this service must have at least three (3) years of proven experience in activities similar to those described in these Terms of Reference. Demonstrable experience in designing materials (agendas, banners, digital kits, social media visuals, presentations) will be especially valued. Experience working with humanitarian or innovation projects, or with international organizations, is also desirable. An up-to-date portfolio demonstrating creative ability and technical proficiency is required.

Technical Skills

  • Advanced proficiency in graphic design and editing programs, such as Photoshop, Illustrator, InDesign, Corel Draw, Canva, Adobe Creative Suite and other tools relevant to the production of visual and communication materials.
  • Excellent visual and verbal communication skills, with the ability to convey information and ideas clearly, creatively, and effectively to different audiences.
  • Solid understanding and application of the principles of data processing and handling, guaranteeing the integrity, confidentiality and proper use of information.
  • Advanced handling of office tools (Microsoft Word, Excel and PowerPoint) and digital management platforms.
  • High attention to detail and rigor in visual quality, ensuring graphic consistency and compliance with institutional standards in all products.
  • Ability to work towards results, meeting goals, deadlines and monitoring of management indicators.
  • Knowledge of the dynamics of the humanitarian context, including its actors, approaches and associated institutional guidelines.
  • Experience in communication for humanitarian contexts, including AAP, communication with communities or user-centered design (desirable).

Languages:
Fluency in Spanish (spoken and written) is required; intermediate knowledge of English is desirable.

Accountability to beneficiaries
Staff are expected to respect the principles of accountability to beneficiaries of 3IS programs in line with international standards, while actively involving beneficiary communities as equal partners in the design, monitoring and evaluation of 3IS projects.
