Finance Manager Chad N’Djamena At Norwegian Refugee Council

About the Context

In April 2023, a large-scale conflict erupted in Sudan, causing massive displacement in all neighbouring countries. The total number of refugees has exceeded one million and Chad has so far hosted more than 900,000 Sudanese refugees and 200,000 Chadian returnees, about 20 per cent of the total displaced population. From the beginning, the population fleeing the war found initial safety along the border areas with Darfur and was then gradually relocated to refugee camps in the three eastern provinces. Of the 43% of the population relocated, 64% were transferred to camps in Ouaddaï, 28% in Wadi Fira and 8% in Sila. The vast majority of the remaining population is currently in informal settlements in Adré (Ouaddaï), and Tiné (Wadi Fira) awaiting relocation to the new camps.

Given the humanitarian needs and gaps, NRC is contributing to the emergency response by aiding the refugee population relocated to the new camps in Ouaddaï, including Metche, Alacha, Aboutengue and Arkoum and in Wadi Fira province in the camps of Goudrane and Touloum. The intervention is focusing on integrated programming in sectors where NRC can add value, Shelter, Education, ICLA. Equipped with this strategy for a multi-sectoral response, NRC Chad is implementing its response in the Ouaddaï and Wadi Fira region, with the possibility of extending interventions further.

NRC has established an Area office in Adré and a field office in iriba with projects in the East under the responsibility of the NRC Country Office.

What we are looking for

The Finance Manager is responsible for ensuring a functional finance structure in the country office, following organisational minimum standards. The role works towards providing optimal support to programme implementation and other functions within the structure. The position holder plays a key role in financial planning and analysis and the allocation of financial resources to the different areas of implementation.

What you will do

Budgeting and Reporting

  • Update the Master Budget on a regular basis to ensure funding needs are up-to-date and ensure coverage with the donor funding.
  • Prepare budget for new proposals, ensuring donor regulations are taken into consideration.
  • Prepare finance reports for donors or carry out quality control and compilation when the elaboration is done by area offices.
  • Support the Annual Funding Allocation planning process and annual revisions.

Financial Analysis

  • Prepare elaborate monthly budget versus actual for all projects, including forecast of expenditures in coordination with programme teams.
  • Provide financial advice and guidance to the budget holders in programmes, support and CMG ensuring the alignment of resource allocations with organisational priorities within budgeting and implementation stages.
  • Prepare the forecast of the annual income as part of the standard reporting to the board members.

Accounting and Cashflow Management

  • Ensure monthly accounting closing is done on time following NRC financial procedures and reconciliation of balance accounts including incomes received from donors.

Supporting Documentation, Financial Systems, and Auditing

  • Ensure that “securing supporting documentation monthly procedures” are being followed by the Finance Staff across all Area Offices.
  • Lead on annual audits, statuary audits and audits required by the local authorities. Lead/support the project audits.

Capacity Building

  • Provide strong leadership to the Finance team in all offices whether with a direct line management or
  • Conduct training on Finance Procedures and Donor regulations to Finance, Programme and Support staff at Country offices and Area Offices

  • Bachelor’s degree in a relevant field.
  • Working proficiency in English and French, both written and verbal.
