General context of the project
INTERSOS began operating in Cameroon in 2015 with an intervention in the Far North region, funded by AICS. Three years later, it expanded its activities to the Northwest and Southwest regions. Working on the front lines and in close proximity to the most vulnerable people affected by crises, INTERSOS has demonstrated its expertise in its areas of intervention in just a few years in Cameroon and is now recognized by both the authorities and the entire humanitarian community as a leading actor in the field of protection and the primary actor in protection monitoring.
General objective of the position
This position is structured around two main components:
1. Database program management
In collaboration with the program coordinator/head of program, define and plan program objectives and priorities in accordance with the INTERSOS strategy , identifying humanitarian needs, analyzing the context and humanitarian challenges, risks and constraints, and calculating human and financial requirements.
Manage, in collaboration with the field coordinator, operations, strategic growth, and strong external and internal representation to effectively ensure program objectives are met and improve the living conditions and humanitarian situation of the target population. They are responsible for the overall development, management, planning, implementation, and monitoring of programs implemented within their area of ​​responsibility.
The program manager brings together the various project components and ensures that quality reports are provided to the donor in a timely manner.
The program manager is responsible for the budget and closely supervises/monitors financial planning, cash flow planning and budget utilization/depletion rate monitoring in accordance with the INTERSOS model and donor regulations.
2. Database management
Coordinate support functions (HR, logistics, administration) and ensure cohesion between departments. As the person responsible for security and premises, represent the organization locally and implement risk prevention measures (CPP).
Main responsibilities and tasks
Program development and quality
- Provide quality reports on program activities, including
- Provide high-quality reports on program activities, including findings on impact and beneficiary-level changes achieved through projects, in accordance with INTERSOS and donor requirements, in close collaboration with the Headquarters Grants Unit
- Develop a clear understanding of the INTERSOS program and country strategy among project teams – also ensure that the team provides timely input and feedback on strategic issues.
- Contribute with the field coordinator to strategic growth and the development of programs and projects.
- Ensure that program implementation complies with INTERSOS and donor minimum technical standards and request technical advice and MEAL guidance and tools.
- To ensure a clear overview of actors and services in the intervention area, enabling the development and implementation of partnerships and guidance pathways.
- Working closely with the technical coordinators of Protection and Medicine to ensure the quality of service provided and compliance with Protection and Medical procedures and standards
- Comply with INTERSOS policies
Program management
- Ensure the planning, implementation, and monitoring/evaluation of the project, and set the objectives as outlined in the project description. Report any significant deviations from the program implementation plan and estimated expenditures; alert the relevant staff.
- Oversee the implementation, monitoring, development and evaluation of programs in collaboration with project teams
- Prepare regular updates of the program activity work plan and related financial plan, ensuring timely and high-quality implementation, in accordance with INTERSOS and donor guidelines and in line with sector projects and strategies.
- In collaboration with the MEAL team, develop tools for evaluating, analyzing, and assessing the project’s impact.
- Conduct regular field visits to project sites to ensure the quality of the intervention in compliance with internal standards and donors.
- Work closely with the partnership officer to oversee the implementation of the partnership and regularly review progress with the project manager.
- Ensure close coordination and interaction with other program/project managers and technical coordinators to ensure harmonization of implementation methods, tools, approaches, etc.
- In collaboration with the field coordinator, analyze the area of ​​responsibility, the humanitarian needs of the community and assess them
- In collaboration with the technical coordinators, design and revise project proposals
- Investing in building relationships, both with the external community and with the population targeted by Intersos
- Provide constant updates on project progress to the field coordinator and the program manager/program coordinator
- Represent INTERSOS in relevant working groups and other forums (groups, donor meetings) within the INTERSOS programmatic context, at the request of the field coordinator and the program manager/coordinator. Ensure that key developments are communicated in a timely manner to the program manager, technical coordinators, and the field coordinator.
- In coordination with the field coordinator and the program manager, ensure regular updates to donor representatives
Reports
- To ensure the institutional memory of the program, by preserving (and classifying) written records of its development, in order to disseminate INTERSOS’s achievements and improve awareness
- Ensure regular internal reporting and prepare, in coordination with the Grants Unit, contractual reports in accordance with donor rules and regulations.
- Ensure that the INTERSOS project evaluation tool is accurate through timely data collection and submission.
- Follow up on project data collection with the relevant technical expert, and analyze and report in a timely manner to ensure proper use of the internal database and monitoring tools.
Personnel management
- In coordination with the HR department and the relevant managers, plan and organize organizational charts, distribute tasks and workload among the teams, and guide their understanding.
- Issues related to the program and mission are addressed through regular working meetings and feedback sessions, in order to ensure the effective deployment of resources and the achievement of expected objectives.
- Inform the field team about the instructions given by the coordination by promoting fluid and smooth written and oral communication and information flow and ensuring confidentiality.
- In coordination with the Human Resources department and relevant managers and technical coordinators, identify training needs, build capacity, coordinate, supervise, and motivate staff, support ad hoc training sessions and on-the-job training, provide individual follow-up and mentoring, conduct end-of-assignment evaluations of team members, and lead internal communication initiatives to facilitate integration and professional development and maximize the skills of individuals, while demonstrating commitment to the values ​​and objectives of the INTERSOS project.
- In coordination with the human resources department, he is responsible for ensuring that program staff are trained and comply with INTERSOS policies, rules and regulations.
Finance and logistics
- Plan and monitor financial expenditures, ensuring accurate reporting and accounting within the established budget. In coordination with the Finance Department, oversee project financial indicators to ensure efficiency and identify discrepancies and their root causes early on.
- In coordination with the base plan leader and ensure overall supervision of procurement for program needs, monitoring progress with the relevant project manager.
Database Management
- Ensures the coordination of support functions (e.g., administration, logistics, security, HR) at the base level.
- Ensures proper integration between the different departments of the base (programs/support) through regular management meetings and monitoring of established action plans.
- Ensures follow-up of security issues at the base level for all projects and staff (in accordance with INTERSOS Lebanon’s security framework and tools), in coordination with the liaison officer and the Head of Mission.
- Provides support to international missions deployed in the area/base (headquarters or other missions), including accommodation, logistical support and security advice.
- Assumes responsibility for INTERSOS offices and other official premises, including monitoring site security, maintenance and finalizing contracts.
- Collaborates with other Base Managers (HoBs) to integrate operational staff into a single medium/long-term strategy.
- Ensures the regular updating of the Global Planning Process (GPP), at the request of the Head of Mission.
- Contributes to the operationalization of risk prevention and mitigation measures defined in the CPP, in accordance with agreed tools and procedures.
Required profile
- University degree at business level in social sciences, political science, international relations, humanitarian aid, or a related field
- Minimum of 3 years of professional experience in managing humanitarian projects/programs, including financial management and logistical responsibilities.
- Minimum 1 year of experience in the implementation of multi-sectoral humanitarian programs and in security context analysis
- Experience in complex emergency situations and unsafe countries
- Skills in administration, finance and budget management
- Essential computer skills (Word, Excel and Internet)
- Analytical thinking, analytical skills, and strategic program development skills
- Experience in establishing and maintaining collaborative relationships with donors and government counterparts, as well as in compliance and reporting to funders.
- Working language of the core mission

- Salary range: Grade 11 – €3,430 – €3,868 monthly gross
- Hébergement : Shared Guesthouse
- R&R : 7 days of psycho-physical recovery every 12 weeks + 1000€ allowance.
