Fundraising and Business Development Expert At Transcultural Psychosocial Organisation – DRC

1. Organizational Context

Transcultural Psychosocial Organization (TPO DRC) is a national humanitarian and development organization specializing in mental health, psychosocial well-being, and the protection of vulnerable populations affected by armed conflicts, forced displacement, violence, and structural poverty in the Democratic Republic of Congo.

Operating primarily in fragile and high-risk settings, TPO DRC implements integrated programs that bridge emergency response and development, grounded in contextualized expertise and evidence-based approaches.

The organization works closely with local communities, authorities, civil society organizations, international NGOs, and United Nations agencies to ensure culturally appropriate interventions aligned with the localization agenda and international standards (IASC, SPHERE, MHPSS Guidelines, etc.).

As part of its institutional strengthening strategy, TPO DRC aims to enhance its strategic resource mobilization capacity, diversify its funding streams (institutional, philanthropic, multilateral, and strategic partnerships), and consolidate its position as a credible national actor capable of managing large-scale funding.

This dynamic creates an opportunity for a Fundraising and Business Development Expert with solid experience in international NGOs or recognized humanitarian organizations, and a proven track record in resource mobilization.

The position combines technical leadership, strategic influence, and operational flexibility, enabling the incumbent to support and professionalize internal practices related to resource mobilization, business development, and grant management.

2. Role of the Expert

As Head of Resource Mobilization and Business Development, you will lead the expansion of the funding portfolio, ensure strategic diversification of resources, oversee the implementation of the fundraising strategy, increase programmatic revenues, access flexible and multi-year funding, strengthen institutional positioning with key donors, and structure the funding pipeline.

In collaboration with Program, MEAL, Finance, Operations, and the Country Director, you will contribute to reducing funding gaps through strengthened donor relations, negotiation of strategic agreements, development of competitive proposals, and reinforcement of institutional partnerships.

3. Key Performance Areas

Under the direct supervision of the Country Director and in collaboration with the Board of Directors, you will be responsible for:

  1. Strategic fundraising and donor engagement,
  2. Business development and leadership in proposal design,
  3. Development of institutional partnerships and consortia,
  4. Grant portfolio management and donor compliance,
  5. Strengthening internal capacities in resource mobilization and grant management.

4. Main Responsibilities

a. Strategic Resource Mobilization and Fundraising

The expert will drive the sustainable growth of TPO DRC’s funding base through proactive, data-driven, and strategy-aligned approaches. Specifically, they will:

  • Develop, implement, and update a multi-year resource mobilization strategy with clear portfolio targets and indicators (success rate, pipeline volume, diversification rate).
  • Establish and manage an integrated pipeline tracking system (opportunity qualification/scoring, deadlines calendar, CRM).
  • Analyze national, regional, and global funding trends to identify, prioritize, and anticipate funding opportunities.
  • Lead diversification of funding sources (institutional donors, private foundations, academic partnerships, innovative financing mechanisms).
  • Identify opportunities aligned with organizational programmatic priorities.
  • Strengthen TPO DRC’s positioning as a direct recipient (pre-qualification, donor registration, due diligence, audit readiness).

b. Donor Mapping and Partnership Development

The expert will structure external engagement and strategic alliances by:

  • Conducting systematic donor mapping (profiles, priorities, cycles, requirements) and alignment analyses (programmatic and geographic fit).
  • Maintaining an up-to-date donor database (contacts, history, account plans).
  • Building and maintaining relationships with current and prospective donors.
  • Identifying and formalizing strategic partnerships (INGOs, UN agencies, research institutions, national CSOs), including due diligence processes.
  • Supporting consortium building and agreement negotiation (roles, governance, budgets, cost-sharing, decision protocols).
  • Establishing and maintaining project management platforms and achieving all documentation.

c. Proposal Development and Business Development

The expert will coordinate the full cycle of competitive proposal development by:

  • Leading Go/No-Go decisions, planning timelines, and co-design workshops with Programs and Operations teams.
  • Overseeing the drafting of concept notes, Expressions of Interest (EoIs), and full proposals, including theory of change, logical frameworks/RBM, MEAL plans, risk matrices, safeguarding/PSEA plans, AAP, and GEDSI and climate/environment integration.
  • Ensuring evidence-based approaches (needs assessments, lessons learned, contextual analyses).
  • Coordinating inputs from Finance, MEAL, Operations, HR, Logistics, and Security, and consolidating annexes (detailed budgets, work plans, organograms, SOPs, partnership letters).
  • Ensuring strict compliance with donor guidelines, technical standards, and submission deadlines.

d. Grant Compliance Management

The expert will ensure rigorous portfolio management and contractual compliance by:

  • Establishing and maintaining grant management systems (deliverables calendars, budget tracking/BVAs, contract amendments, audit trails, archiving).
  • Organizing kick-off meetings to clarify obligations, deliverables, visibility requirements, and monitoring expectations.
  • Monitoring donor compliance (contracts, procurement, ethics/safeguarding, reporting) and supporting audits and reviews.
  • Aligning approved proposals with budgets, detailed implementation plans (DIP), and procurement plans.

e. Donor Reporting and Knowledge Management

The expert will ensure quality, timeliness, and learning by:

  • Coordinating the preparation and submission of narrative reports (in collaboration with Finance for financial reports).
  • Establishing quality assurance processes (accuracy, consistency between indicators and budgets, timelines, compliance).
  • Supporting documentation of results, outcomes, and impacts, including case studies and success stories.
  • Strengthening knowledge management systems (templates, libraries, capitalization, communities of practice).

f. Institutional Capacity Strengthening

The expert will professionalize internal practices by:

  • Designing tools, templates, and guidelines for proposals and grant management.
  • Providing coaching and mentoring to teams (writing, compliance, budgeting, planning).
  • Supporting SOP development and continuous improvement (post-submission reviews, lessons learned).
  • Promoting a culture of cross-team collaboration (Programs, Finance, Support).

g. Representation and External Engagement

The expert will enhance TPO DRC’s visibility and influence by:

  • Representing the organization in coordination platforms (as delegated).
  • Participating in technical working groups (Protection, Education, Integrated Health, Mental Health/MHPSS).
  • Engaging with donors (meetings, briefings, consultations) and contributing to communication materials (pitch decks, project briefs, presentations).

5. Required Competencies

a. Technical Competencies

  • Advanced expertise in proposal development, including concept notes, theory of change, logical frameworks, and MEAL planning.
  • In-depth knowledge of humanitarian and development funding mechanisms (grants, contracts, flexible funding, multi-donor mechanisms).
  • Proven experience in full-grant lifecycle management.
  • Strong budgeting and financial analysis skills.
  • Significant experience in partnership and consortium development, including due diligence and negotiation.

  • 5–7 years of experience in resource mobilization, business development, or grant management in humanitarian/development organizations.
  • Proven track record in securing institutional funding.
  • Strong experience in proposal writing and/or grant management.
  • Excellent organizational and multitasking skills.
  • Ability to structure complex processes and coordinate multidisciplinary teams.
  • Ability to translate programmatic results into compelling donor narratives.
  • Experience in multi-stakeholder proposal development processes.
  • Ability to work independently while fostering collaboration.
  • Experience in fragile or conflict-affected contexts, preferably in DRC or the Great Lakes region.
  • Professional proficiency in both English and French (written and spoken).

7. Knowledge of Donors Active in DRC

The candidate must demonstrate strong knowledge of the donor landscape in DRC, including:

  • Institutional donors: DG ECHO, USAID/BHA, U.S. Department of State, FCDO, SIDA, GFFO, DEC, Comic Relief, Big Lottery Fund.
  • Multilateral agencies and UN funding mechanisms: OCHA (DRC Humanitarian Fund), UNICEF, UNFPA, UNDP, pooled funds, and inter-agency mechanisms.
  • Foundations and international philanthropy: Bill & Melinda Gates Foundation, Arcus Foundation, and others.

8. Key Performance Indicators (KPIs)

Performance will be assessed based on:

  • Annual funding secured for TPO DRC’s programs,
  • Number, quality, and success rate of proposals,
  • Pipeline conversion rate and relevance of opportunities,
  • Growth and diversification of the donor portfolio,
  • Quality and timeliness of donor reporting,
  • Compliance performance across the portfolio,
  • Contribution to internal capacity strengthening (trainings, tools, SOPs, and technical support).
