Purpose
: The Child Protection Technician will be primarily responsible for providing specialized technical support for the prevention, detection, care, and follow-up of situations of risk and rights violations against children and adolescents, ensuring timely, coordinated responses based on a rights-based approach, the best interests of the child, and comprehensive protection. They will also coordinate and disseminate referral and counter-referral pathways for cases in the various prioritized communities, collaborating closely with the PIH project team and the technical staff of partner organizations. Furthermore, they will promote accountability mechanisms for affected populations (AAP), facilitating informed participation, feedback, and access to secure channels for complaints and suggestions from children, their families, and communities.

General responsibilities

RESPONSIBILITIES
The PSEA and AAP Technician is responsible for ensuring that the project is
implemented according to child protection-centered criteria, ensuring age and gender considerations. They must promote adapted methodologies that guarantee do no harm, child participation, and the mitigation of child protection risks with beneficiary families.

1. Development Management Based on Humanitarian Programs:
– Ensure the integration of a child-centered approach and the centrality of child protection in all response actions linked to the Humanitarian Security sector.
– Promote methodologies for the proper integration of measures and actions that promote the protection of children and adolescents at the family and community levels, including key messages and training materials for caregivers during family identification and supply distribution activities.
– Ensure the proper adaptation and implementation of methodologies on PEAS, AAP, and Safeguarding during response implementation.
– Guide the identification and safe referral of cases involving children and adolescents and their connection to Protection and Protection System responses at the territorial level.
– Establish and maintain key inter-institutional relationships at the local level to strengthen coordination and integration of the centrality of child protection during project implementation, as well as safe referrals for comprehensive care.
– Collaborate closely with the project’s Protection Specialist to ensure the coherence and centrality of protection in the implementation of the response and its alignment with all related areas.
– Ensure the effective application of Plan International’s institutional approaches (protection, gender equality, inclusion, resilience, and meaningful participation), guaranteeing that all programmatic activities respond to the best interests of the child.

2. Safeguarding Responsibilities:
– Apply all institutional regulations to ensure the safeguarding of children, adolescents, and program participants.
– Ensure that safe environments are created and safe practices with children and adolescents are promoted during interventions, establishing mitigation measures to prevent situations of child abuse or neglect and to ensure safeguarding during implementation.
– Compile the corresponding documentation, follow up on, and/or participate in evaluations of safeguarding standards.
– Report any concerns about child abuse or neglect or non-compliance with the Safeguarding Policy.
– Inform and train children and adolescents about self-protection factors and the culture of reporting any threat of violation of their rights.
– Apply safeguarding tools (risk matrix, etc.).

3. Responsibilities of the Child and Adolescent Protection Officer (CAP)
– Design and implement accessible, safe, and confidential feedback, complaint, and reporting mechanisms for children, adolescents, and their caregivers.
– Ensure that project information is clear, timely, and understandable for communities, including selection criteria, available services, and the rights of participants.
– Promote the active and meaningful participation of children and their families in all phases of the project, incorporating their opinions into decision-making.
– Collect, systematize, and analyze feedback from the populations served to improve the quality and relevance of interventions.
– Provide timely and appropriate follow-up to complaints and reports, ensuring safe referral pathways, especially in cases involving protection and safeguarding.
– Coordinate with the project team and partners the integration of the CAP into the planning, implementation, and monitoring of activities.
– Ensure the adaptation of the CAP mechanisms to cultural, linguistic, and accessibility contexts, with a focus on gender, age, and diversity.
– To raise awareness among staff and key stakeholders about the importance of accountability and dignified treatment of the populations served.

4. Gender and Inclusion Responsibilities:
– Actively promote and practice gender equality in all areas of institutional and operational activities so that children, but especially girls, adolescents, and women, can reach their full potential.
– Use inclusive language and communication that does not reinforce gender stereotypes or exclude any group. This also includes using images and communication materials that reflect the diversity of the community.
– Identify and address potential barriers in communities that prevent children from fully participating in, accessing, and participating in, project resources and opportunities.

5. Protection
– Identify and assess situations of risk and violation of the rights of children and adolescents.
– Provide initial care, emotional support (psychological first aid), and accompaniment to victims of violence, abuse, neglect, or other forms of violation.
– Implement immediate protection measures, in accordance with current institutional and regulatory standards.
– Guarantee confidentiality, prevent revictimization, and ensure dignified treatment.
– Position the project in the prioritized municipalities and communities with the various stakeholders to promote practices within the framework of compliance with children’s rights.
– Actively participate in the planning and implementation processes of child protection actions to be developed in the different prioritized municipalities and communities.

PROBLEM SOLVING:
Applies a solid understanding of institutional procedures to analyze and respond to local situations that may present a significant degree of complexity, particularly in child protection contexts. Prioritizes the identification of practical, timely, and viable solutions with clear implementation pathways at the community, technical, and institutional coordination levels. Acts with sound judgment and initiative, ensuring that decisions contribute to comprehensive protection, continuity of care, and compliance with humanitarian and safeguarding standards.

Information Management
– Contribute to the mapping of key stakeholders in the implementation and impact of the project.
– Contribute to the preparation of monthly, interim, final, and special reports on project activities.
– Collect and share information for the creation of informative infographics to be disseminated to humanitarian actors.

Training
– Plan and develop training processes for technical and management teams.

Collaboration and Coordination:
– To serve as a liaison with municipal authorities, community organizations, service providers, among others, to ensure the protection of children.

Other functions:
– Support in carrying out other tasks assigned by the supervisor.

SAFEGUARDING
Ensures that Plan International’s global safeguarding policy and PII’s policy to prevent harassment, exploitation, and sexual abuse; and Gender Equality and Inclusion are fully integrated in accordance with the policy principles and requirements, including relevant Implementation Standards and Guidelines as applicable to their area of ​​responsibility. This includes, but is not limited to, ensuring that staff and partners are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of ​​work, and that concerns are reported and managed in accordance with appropriate procedures.

Knowledge, skills, behaviors, and experience required to achieve the job objectives:

Academic Qualifications and Experience
– Bachelor’s degree or equivalent in Social Work, Psychology, or related fields, with a focus on child protection, psychosocial intervention, or community development.
– A minimum of two years of experience in humanitarian projects is required, with an emphasis on child protection, violence prevention, case management, and psychosocial support, preferably in emergency or high-vulnerability contexts.
– Proven experience in the design and implementation of community and psychosocial intervention strategies, incorporating rights-based, inclusive, and age-sensitive approaches.
– Experience in the development and adaptation of tools and technical guides, as well as in the systematization and management of case information, ensuring confidentiality and data protection standards.
– Experience in the application of policies and protocols for the Prevention of Sexual Exploitation and Abuse (PSEA), including risk identification, secure reporting, and coordination with institutional response mechanisms.
– Experience in implementing accountability mechanisms to affected populations (AAP), including feedback management and complaint channels in community settings, will be valued.
