DRC is currently seeking a highly qualified Finance Officer based in Caracas, Venezuela.
About the job:
DRC is managing its operations in Venezuela, under the direction of the country office in Caracas and three field offices located in the states of Sucre, Apure, and Zulia. DRC Venezuela is implementing activities such as protection monitoring, legal assistance, individual protection assistance for people with disabilities, information sessions for proof of identity (PoC), prevention of human trafficking, rehabilitation of health infrastructure, and food security.
Job overview :
The Finance Officer will be responsible for strengthening and overseeing the financial management of DRC’s implementing partners in Venezuela, ensuring compliance with internal policies, donor requirements, and applicable legal regulations. They will play a key role in the financial monitoring of grants and partner agreements, including budget review, document control, analysis of financial reports, risk monitoring, and providing technical support to strengthen financial capacities.
This role will also provide support to the Finance department in the accounting and administrative processes of operations, contributing to efficient, transparent, and timely financial management. The ideal candidate will possess a strong background in accounting, internal control, auditing, budget monitoring, and financial management of projects executed through partners.
Responsibilities:
Accounting and administrative management of the partners
- Perform comprehensive financial monitoring of DRC implementing partners in Venezuela, ensuring the proper, efficient and timely use of allocated funds.
- Review partner budgets during proposal, budget modification and execution phases, ensuring alignment with donor guidelines and DRC internal policies.
- Review periodic financial reports submitted by partners, verifying accuracy, consistency, eligibility of expenditure and documentary compliance.
- Validate financial and accounting documents submitted by partners, providing timely follow-up on observations or missing documentation.
- Monitor budget execution, variations, available balances and spending levels of partners, alerting in a timely manner about risks of under-execution or over-execution.
- Track disbursements, advances, settlements and financial closings of agreements with partners.
- Maintain up-to-date financial trackers, reporting schedules, payments, and contractual obligations related to partners.
- Coordinate with Programs, Grants, Supply Chain and other internal areas to ensure efficient management of grants implemented by partners.
- Provide support to the Finance area in accounting processes, treasury, reconciliations, payments, filing or other administrative and financial tasks of the country operation, according to operational need.
Compliance
- Ensure that partners’ financial management complies with DRC’s internal policies, the Operations Handbook, corporate procedures, and donor-specific requirements.
- Verify eligibility of expenses in accordance with donor regulations, signed agreements and applicable local regulations.
- Identify financial risks, internal control weaknesses or non-compliance by partners, proposing corrective plans and mitigation measures.
- In collaboration with the Partnerships Specialist, support financial due diligence processes, institutional capacity assessments, and periodic reviews of current or potential partners.
- Promote good practices for physical and digital archiving and preservation of financial records in accordance with audit requirements.
- Follow up on financial findings and corrective actions resulting from internal, external, or donor audits.
Capacity building and support for partners
- Design and deliver training to implementing partners in financial management, internal control, budgets, reporting, supporting documentation and compliance with donor and DRC regulations.
- Provide ongoing technical assistance to partners’ financial and administrative teams to strengthen their systems and processes.
- Maintain regular and proactive communication with partners to resolve doubts, anticipate risks, and improve the quality of financial reports.
- Conduct regular site visits to partners’ implementation areas to verify financial processes, review documentation, and strengthen internal controls.
- Hold regular meetings with implementing partners and project teams to review financial progress, operational challenges, and action plans.
- Support initiatives for process improvement, automation, controls and administrative efficiency of the finance department.
Audit reports and management
- Prepare internal financial reports, performance analyses, reconciliations, and other required information.
- Support internal and external audits related to funds managed by partners, ensuring timely availability of documentation.
- Respond to requests for financial information from auditors, HQ or donors within the established timeframes.
- Contribute to the monthly, quarterly and annual financial closing related to implementing partners.
- Perform any other related tasks assigned by the direct supervisor, in accordance with DRC’s operational needs.
Experience and Technical Skills:
- Minimum 3 years of relevant work experience and 2 years in an international NGO in a similar role. Advanced computer skills.
- Experience working with ERP systems. Microsoft Dynamics
- Experience in localization, working with local partners, and audits
- Good communication skills. High level of detail.
- Motivation to work in the humanitarian sector. Advanced proficiency in Excel and Word.
- Well-developed organizational and planning skills to meet deadlines. Expert use of the Microsoft Office suite.
- Fluency in Spanish. Basic knowledge of English.
Education:
- University degree in Finance / Business Administration / Accounting or equivalent experience
Languages: (indicate fluency level)
- Fluency in spoken and written Spanish and English.
