Purpose:
To design, implement, and oversee the Monitoring, Evaluation, Accountability, and Learning (MEAL) system for the project focused on targeting, deploying, and delivering food assistance, ensuring the collection, analysis, and use of information to improve the quality, transparency, and effectiveness of interventions. The MEAL Officer will be responsible for anticipating and managing challenges related to data collection, systematization, and analysis, including potential delays in data flow from the field or technical limitations on monitoring platforms. They will be responsible for effectively scheduling database consolidation, data quality verification, and report preparation, ensuring compliance with project and donor deadlines. Furthermore, they will be responsible for proposing methodological adjustments and practical solutions to ensure data quality, reliability, and traceability in a dynamic and high-demand humanitarian context.

General responsibilities

– Support the design and implementation of a monitoring and evaluation system (MERL) for Plan International’s project focused on the installation and delivery of humanitarian assistance, in order to monitor programmatic progress, ensuring the integration of a gender equality approach and the protection of children and adolescents, as well as the empowerment of women.
– Provide technical assistance and training to the project team.
– Accompany, monitor, and report on the project’s quality in scope and impact, through ongoing support for fieldwork, planning, monitoring, and evaluation, using a rights-based and gender equality approach within the framework of humanitarian principles and the “do no harm” principle.
– Strategically link Plan International’s global indicators with the indicators to which the project will respond, as required by the donor.
– Design an Accountability and Feedback mechanism for affected populations (AAP), taking into account the requirements and formalities of Plan International and the donor.
– Lead and provide guidance on key performance indicators to project staff, ensuring the execution of activities, the achievement of objectives, compliance with policies and procedures of both Plan International and the donor, and the project’s results and indicators, according to the approved proposal.
– Coordinate the process of preparing and editing the monthly project progress report.
– Promote knowledge management within the framework of project activities.
– Coordinate with Plan’s MERL technical team to maintain up-to-date beneficiary registration databases and ensure that information is reported within the established timeframes.
– Maintain constant communication with the MERL Advisor, the Project Sub-Management, and the National Humanitarian Preparedness and Response Sub-Management to ensure compliance with the objectives, results, and indicators established in the intervention framework of each project.

Knowledge, skills, behaviors, and experience required to achieve the job objectives:

– Education:
A university degree in Social Sciences, Development, Data Analysis, Economics, Management, Applied Mathematics or related fields is required.

Qualifications:
– Two years of demonstrable experience in monitoring and evaluating humanitarian projects.
– Two years of demonstrable experience in data collection, generation, and analysis.
– Two years of demonstrable experience in monitoring projects with a results-oriented approach.
– Two years of demonstrable experience in developing indicators and methodologies for monitoring and evaluating plans and/or programs. –
Experience in project management, including the design, monitoring, and evaluation of development projects, preferably related to one or more of the following topics in the humanitarian and emergency sector, will be valued.
– Knowledge of the context of risk management, humanitarian issues, development, and their principles will be valued.
– Experience working with government entities, civil society organizations, and international organizations will be valued.
– Demonstrated ability to write, edit, and prepare results-oriented reports.
– Advanced knowledge of MS Office, Access, Project, and statistical software such as EPI-INFO, SPSS, or similar.
– Knowledge of the humanitarian context.
– Knowledge of comprehensive project management and use of field applications in the humanitarian field.

Responsibilities in emergency situations:
– Generate quality evidence on the impact of emergency response plan actions and their population reach.
– Evaluate compliance with minimum humanitarian standards and norms, with special emphasis on those established in the Sphere Handbook.
– Implement (design) community feedback mechanisms within the framework of emergency response actions.
– Provide the necessary support for emergency response actions, according to established plans, protocols, and compliance reports.
