Norwegian People’s Aid (NPA) has been operating in Sudan since 2022, delivering humanitarian assistance and strengthening locally led civil society in one of the world’s most severe crises. Since the outbreak of war in 2023, operations have been managed from Nairobi, Kenya.
We are now seeking a Finance Manager for our Sudan Programme. This is a senior leadership role with broad responsibility for leading and strengthening financial management in one of NPA’s newest and fastest-growing programmes.
You will play a key role in developing and maintaining an integrated financial management framework aligned with NPA’s partnership-based programming model. The position oversees all financial functions, including budgeting, accounting, reporting, compliance, risk management, audits, and partner capacity strengthening.

Key responsibilities
- Lead preparation, review, and monitoring of programme budgets
- Ensure accurate, transparent, and compliant accounting systems
- Oversee liquidity and cash flow management
- Lead timely financial closures, donor reporting, and audits
- Ensure compliance with donor requirements and national regulations
- Conduct partner financial assessments (PFAT) and support capacity strengthening
- Provide leadership and direction to finance teams
- Collaborate closely with programme teams and budget holders
- Strengthen internal controls, risk management, and financial accountability
Qualifications and experience
- Advanced degree in Accounting, Finance, Business Administration, or related field
- Minimum 8–10 years of relevant financial management experience in international NGOs
- At least 5 years in senior management or supervisory roles
- Proven experience with both direct implementation and partnership-based programmes
- Strong knowledge of donor compliance (e.g. Norad, NMFA, SIDA, EU, UN, USG, ECHO, Dutch MFA)
- Solid understanding of internal controls, audits, and financial risk management
- Strong skills in budgeting, financial planning, reporting, and grant management
- Experience in system integration and harmonisation across multiple portfolios
- Demonstrated ability to build the capacity of finance and non-finance staff
- Excellent analytical, organisational, and problem-solving skills
