JOB CONTEXT:
HI’s Middle East Regional Programme (MEREP) coordinates missions in 4 different countries (Egypt, Jordan, Lebanon and Palestine).
There are 4 main sectors of intervention: health, education, BaNEREI (basic needs, economic recovery and economic inclusion), armed violence reduction. Most of the projects are implemented through local partners and local service providers. Inclusion Humanitarian Action is both crosscutting within main sectors and sometimes a standalone intervention. HI is engaging with humanitarian actors and coordination mechanisms in all 4 countries at different levels (sectors clusters and working groups, organization level, field operations) as technical partner providing capacity building on disability inclusion and as advocate, along the 4 must do action of the IASC guideline on inclusive humanitarian action.

HI MEREP is looking for IHA Specialist for 36 months.

YOUR MISSIONS:

Under the line management of the Regional Technical Unit Manager (RTUM), the field coordination of the Country Manager Palestine, and the functional management of the Global IHA Specialist, the IHA Field Technical Specialist contributes to the implementation of the HI mandate and the operational strategy of HI MEREP program in the field of disability Inclusive Humanitarian Action, while respecting the HI Disability Gender Age policy, and with a focus on Palestine mission (at least 75% of her/his time).
She/he will lead the strategy and implementation of the provision of inclusion technical assistance along the 4 must do actions of the IASC Guideline on Inclusion of Persons with Disabilities in Humanitarian Action to humanitarian coordination mechanisms and actors, including humanitarian clusters’ coordinators and members, consortium partners and stakeholders (ex. organizations of persons with disabilities).
She/he will also advise on disability inclusion to components/activities directly implemented by HI in its projects’ and further build the capacity of HI on IHA. His/her expertise on disability and IHA will also be mobilized by the RTUM to provide strategic and/or operational ad-hoc support to the other countries in MEREP.
Among the main objectives of the position in Palestine, there are:
• The establishment of a Technical Working Group on Protection mainstreaming and Disability Inclusion co-led by the Protection Cluster and HI, with membership of a diversity of clusters and organizations with various technical backgrounds;
• Advocacy for the inclusion of persons with disabilities in humanitarian action to Humanitarian Leadership and in relevant coordination fora and processes;
• Support to HNO and HRP responsible bodies to adapt their tracking tools and skills to better identify and integrate inclusive actions for persons with disabilities;
• Support the cluster(s) to monitor protection mainstreaming and inclusion of persons with disabilities in assessments as well as assistance and service provision upon requests;
• Capacity building of local organizations of persons with disabilities to support their participation in humanitarian efforts.

CHARACTERISTICS OF THE POSITION:
The position of IHA Specialist includes some regional travels. Travel conditions and living conditions during visits to Egypt, Jordan, and potentially Lebanon are comfortable. Security conditions are very stable throughout Jordan and in HI’s areas of operations in Egypt.

YOUR PROFILE:

• You hold a Bachelor in social science or similar field, plus master degree preferably in Humanitarian Law or Human Rights or Disability studies.
• You have minimum 6 years of experience in humanitarian sector, preferably in technical/advocacy and management positions; preferably with experience in engaging with clusters, working groups and inter-agency coordination mechanisms.
• You have minimum 3 years of technical experience in disability inclusion.
• You have experience in designing and providing capacity development (training, coaching, learning, etc.).
• You demonstrate excellent transfer of knowledge capacities and have excellent communication skills.

If you have experience in gender and/or protection, mainstreaming in humanitarian programs is a strong asset and ideally a previous experience with HI and/or in in the Middle East, it will be a strong asset for your application.

• 36 months International contract starting from 1st, march 2023

• Salary from 2757€ gross/month upon experience
• Perdiem: 881,85€ net/month – paid in the field
• Paid leaves: 25 days per year;
• R&R: 1 day per month

o unaccompanied
– Payment for travel costs (air ticket & visa) and transport of your personal effects (from 12 months of mission)
– Mission of more than 12 months : a child allowance of 100€ per month, per child (from the second child) paid in the field

o open to couples (from 3 months of mission)
– Support travel costs (air ticket & visa) for accompanying dependent and health/ repatriation insurance if the dependent has no income/
– Mission of more than 18 months: payment of one yearly additional return flight

o open to families (more than 12 months) : package familial
– a child allowance of 100€ per month, per child (from the second child) paid in the field
– Contribution to school registration fees for children over 3 years
– Family-wide health coverage
• Payment for travel costs (air ticket & visa) and transport of your personal effects

• Housing: Individual taken in charge by HI
