Doctors of the World is an international medical development NGO and part of an international network. We provide medical assistance to vulnerable groups in Belgium and around the world.

THE ESSENTIALS
Under the hierarchical supervision of the Regional Director for the Great Lakes region and in functional liaison with the International Missions Logistics Officer at headquarters, the Regional Logistics Coordinator (RLCCO) ensures that the logistics management of programs and missions complies with internal and external procedures, as well as transparency and optimization requirements. They ensure that logistics procedures and tools are in place, understood, and respected, and provide capacity building for country logistics teams. They are responsible for the technical management, quality, compliance, continuity, and strengthening of the logistics functions of missions in the region.
The role aims to contribute to the Great Lakes regionalization effort by ensuring the operational effectiveness of missions, harmonizing procedures, pooling inter-country resources, and guaranteeing rapid response capabilities in a volatile security environment. The Regional Logistics Coordinator (CoLog RGL) efficiently meets the needs of MdM teams and ensures accountability to beneficiaries, donors, and funders.
TASKS AND RESPONSIBILITIES
A. Regional strategic management and harmonization
- Contribute to the structuring of the regional logistics function within the framework of the Great Lakes regionalization, in conjunction with the Regional Director and the International Missions Logistics Officer.
- Identify and implement inter-country synergies: pooling of purchases (regional sourcing, long-term agreements, regional purchasing center), harmonization of tools, procedures and price references.
- Contribute to the planning of openings, closures or extensions of bases and missions in the region (logistical framework, feasibility, installation plans).
- Develop and maintain a regional logistics performance dashboard (purchasing monitoring, GPM, equipment monitoring, mission compliance).
- Supporting the development of new logistics management tools for missions, in collaboration with Country Logistics Managers and the International Missions Logistics Referent (stock management, IT, vehicles…).
- Ensure the dissemination of logistical tools to bases and coordination centers and ensure their appropriation by all.
B. Technical supervision and compliance
- Conduct supervisions and assessments of logistics management in each of the region’s missions in order to implement a development plan to improve logistics management.
- Supporting Country Logistics Managers in supply chain management, GPM, inventory management, equipment tracking, infrastructure management, energy, telecommunications and IT.
- Ensure the proper application of MdM BE purchasing procedures and donor rules (validation thresholds, competitive bidding, archiving, eligibility, prevention of conflicts of interest).
- Supervise the quality of purchase files (including AMI, international markets, imports, customs clearance) and support their preparation.
- Ensure the completion of periodic physical inventories (stocks and fixed assets) and the reliability of logistics records.
- Supporting Country Logistics Managers in the management of medical orders.
- Assist the Country Logistics Managers in implementing the directives of the Country Security Officer.
C. Audits, internal control and continuous improvement
- Conduct at least one annual logistics audit in each of the region’s missions: verification of purchase files and all logistics requirements (consumption monitoring, reporting, equipment, etc.).
- Develop logistical improvement plans for each mission and monitor the implementation of recommendations.
- Participate, in conjunction with the International Missions Logistics Officer and the Audit, Risk and Compliance Manager, in internal audits and investigations in case of suspected fraud, bad practice or embezzlement.
- Support the deployment of anti-corruption controls and accountability mechanisms.
D. Operational continuity and emergency response
- To provide direct support to missions in the event of a security crisis, humanitarian emergency or temporary overload.
- To provide interim support during the absence of a Country Logistics Manager, in coordination with the relevant CG/CPM and the Regional Management.
- Contribute to emergency preparedness (logistics contingency plans, regional contingency stocks, rapid deployment protocols).
E. Capacity building and coaching
- Participate in the recruitment, evaluations and individual development plans of Country Logistics Managers, in co-responsibility with the relevant CG/CPM, under validation by the Regional Director.
- Supporting the International Missions Logistics Coordinator, develop and implement capacity building plans for country logistics teams, by mission and at the regional level.
- Organize and lead logistics training sessions and share best practices between countries in the region.
- Provide structured managerial and technical coaching to Country Logistics Managers (objectives, periodic reviews, feedback), particularly in their role as team leaders.
- Provide technical support to Country Logistics Managers and field logisticians (advice, proposals for innovative technical solutions, etc.).
F. Security, general resources and infrastructure
- Support the operational implementation of security standards in conjunction with the Regional Director and country security officers.
- Contribute to updating Security Plans, SOPs, evacuation and hibernation plans.
- Advisor on GPM, buildings, energy, telecommunications (HF/VHF, B-GAN, VSAT, Thuraya, internet), IT and critical equipment.
- To verify that the IT infrastructure of the missions complies with the IT requirements of headquarters.
- Supervise insurance policy across the regional area (vehicles, buildings, equipment).
G. Support for projects, development and donors
- Contribute to the logistical aspects of project proposals, budgets, and interim and final donor reports.
- Advising on the logistical feasibility of new interventions and geographical expansions.
- Participate in the analysis of logistics budget monitoring, the identification of discrepancies and the proposal of adjustments.
- Support regional medical logistics, in conjunction with Country Medical Officers and Headquarters Technical Advisors.
H. Representation, networking and capitalization
- Represent MdM BE in regional and inter-NGO logistics forums (logistics clusters, medical logistics clusters, security forums).
- Develop a network of national and regional logistics players for monitoring, benchmarking and pooling.
- Capitalize on best practices, incidents and feedback from the region, and contribute to MdM BE’s internal documentation.
YOUR PROFILE
Education and experience
- Bachelor’s or Master’s degree in logistics, supply chain, engineering, management or equivalent. A specialization in humanitarian logistics (MSc humanitarian logistics) is an asset.
- Minimum 5 years of professional experience in international humanitarian logistics.
- Minimum 5 years in a logistics coordination position (country or regional) within an international NGO.
- Multi-base or multi-country experience is highly desirable.
- Significant experience in complex security contexts and/or active conflict zones (a major asset for Eastern DRC).
- Experience in logistics auditing, anti-fraud investigation or donor compliance (ECHO, DGD, BHA, EU, AFD) is appreciated.
Specific skills
- Mastery of the procurement rules of the main institutional donors (ECHO, DGD, BHA, EU, AFD, AMC, FH).
- Humanitarian supply chain, international procurement, import and customs clearance.
- Vehicle fleet management, maintenance, tracking.
- Stock management, fixed assets and inventories.
- Medical logistics: cold chain, vaccination, medical waste management, emergency logistics (cholera, nutrition, epidemics).
- Construction / rehabilitation of health structures, WASH, energy management (generators, solar).
- Telecommunications (HF/VHF, B-GAN, VSAT) and operational IT.
- Operational security and contribution to the development of security plans.
- Cost analysis, efficiency, development and monitoring of logistics budgets.
- Proficiency in office tools (SharePoint) and ideally in a logistics ERP (Homer, Saga, Link, etc.).
LANGUAGES
- Fluent French (main working language).
- Professional English (essential — Uganda, English-speaking donors, NGO networks).
- Swahili or another regional language: an advantage

- Salary conditions:
- Gross salary: €3,769.12 gross/month for 7 years of experience; €3,883.32 gross/month for 10 years of experience; €4,000.99 gross/month for 13 years of experience; relevant experience recognized
- Per diem: €651/month
- Excellent insurance coverage: health, repatriation, life insurance
- Contribution to a pension scheme or payment of the equivalent of an additional €421.95 per month
- Start date: June 2026
- Mission location: Bukavu with frequent travel to countries within the coverage area (DRC, Burundi, Uganda, etc.)
