Line Manager: Partnership Coordinator
Position Summary
The Partnerships Officer (WoS) supports the effective management and coordination of the organization’s partnerships across Syria, including the North-East (NES), North-West (NWS), and South-Central areas. The role focuses on implementing organization’s partnership approach in line with the organization’s localization commitments, ensuring quality partnership management, compliance with the organization and donor requirements, and strengthening partner capacity for program delivery and accountability. The Partnerships Officer works closely with the Partnerships Manager and Partnerships Coordinator as well as Programme, MEAL, Finance, Audit & Compliance, and Operations teams to ensure consistent, transparent, and efficient partnership processes. The role requires strong coordination skills, a collaborative mindset, and a commitment to supporting equitable partnerships that enable local and national actors to lead humanitarian and development responses.
The employee is also required to;

4. Depending on specific role and responsibilities, may be requested to comply with the terms of additional policies, guidelines and related regulations, as and when necessary.
Key Responsibilities
1.Partnership Management and Coordination: 30%
-Support the end-to-end partnership management cycle, including partner identification, due diligence, selection, agreement development, and monitoring.
-Coordinate with field offices to ensure harmonized partnership processes and documentation.
-Facilitate regular partnership review meetings to discuss progress, challenges, and learning, ensuring timely follow-up on action points.
-Maintain an up-to-date partnership tracker and ensure all partnership files are compliant and properly archived.
-Support Partnership Manager in identifying potential partners in the Whole of Syria and maintain an up to date potential partner database.
-Maintain an up to date profiles for all partner organizations and ensure that all needed documents are documented and archived accordingly.
-Support Partnership Manager in conducting Partnership/ Locally Led Orientation/Refresher for the organization and Partners newly staff in regular basis.
2. Partner Capacity Strengthening: 30%
-implementing capacity-strengthening plans in collaboration with technical and operations teams.
-Facilitate and co-deliver training sessions and mentoring activities to enhance partners’ operational and programmatic capacities.
-Promote peer learning and exchange opportunities between partners across different response hubs.
3. Coordination, Representation, and Learning: 20%
-Support coordination and information sharing between organization teams and partners across hubs to ensure a coherent Whole of Syria approach.
-Contribute to documenting partnership lessons learned, best practices, and case studies for internal and external sharing.
-Represent the organization in partnership-related coordination forums or working groups when delegated.
-Foster an environment of mutual accountability, learning, and respect in all partner engagements.
4.Compliance and Risk Management: 15%
-Ensure that partnership agreements, sub-awards, and reporting comply with the organization policies and donor regulations.
-Support risk identification and mitigation planning with partners, ensuring alignment with the overall project risk management framework.
-Review partner reports and supporting documentation for accuracy and completeness before submission to relevant departments.
-Escalate compliance or performance issues to the Partnerships Manager in a timely and solution-oriented manner.
-Ensure all partners’ Bridger Checks (BC) are updated and recorded in the BC database for all Organizations’ name, Partners’ key staff and Board members.
5. OTHER RESPONSIBILITIES AS ASSIGNED: 5%
Required Qualification, Skills and Experience
- Bachelor’s degree in business Admin or International relations or in a relevant field or equivalent combination of education and work experience
- 2 to 3 years’ experience in the relevant field
- Excellent communication, writing and documentation skills in English
- Ability to document and monitor capacity building frameworks and work plans
- Ability to organize training sessions
- Proven experience in working with local partners in an NGO setting.
- A high level of written and spoken English and Arabic.
- Data Analysis and KOBO knowledge
Desirable:
- Experience within INGO
- Fluency in Kurdish.
- Coordination & communication
- Experience in capacity building sector
