Consultancy: Strategic Review and Evaluation of the Ukraine Pooled Fund (UPF) At Catholic Agency for Overseas Development

We are seeking (a) consultant(s) to undertake an in-depth strategic review and evaluation of the Ukraine Pooled Fund operations and impact over the past year.

🌟 The Ukraine Pooled Fund (UPF) is a joint initiative of five Ukrainian civil society organizations that have come together to create a sustainable, locally led funding mechanism for humanitarian and recovery efforts. The Fund is managed by a consortium of the following agencies: National Network of Local Philanthropy DevelopmentPhilanthropy in UkraineThe Ukrainian Evaluation AssociationMy city NGO and Ukrainian Education Platform.

The UPF was initially co-developed by NNLPD and the START Network in 2023 with funding from the UK Disaster Emergency Committee. An initial strategic review of the Fund was commissioned in 2025 which examined the development and early implementation of the UPF.

⚡️The Fund was fully localised in April 2025, when DEC and START Network stepped back and management of the Fund was taken over by the present consortium.

One year in, the Ukraine Pooled Fund consortium and its supporters (Christian Aid; Catholic Agency For Overseas Development; Centre for Disaster Philanthropy) are now seeking a consultant to undertake an evaluation of the local Fund’s impact, for the purposes of learning and development of the Fund itself, as well as to support external advocacy and fundraising.

The interconnected objectives of the consultancy are:

🔹To assess the effectiveness, efficiency, relevance and impact of Ukraine Pooled Funds activities, using criteria co-designed by UPF and the consultant(s)
🔹To create sustainable Monitoring and Learning tools which the UPF can continue to use beyond the evaluation process
🔹To collaboratively generate learning on the strengths and weaknesses of the UPF, working with UPF programme staff and supporters.
🔹To support UPF in the preparation of materials aimed at donors as part of the overall donor engagement strategy to secure long-term funding for the pooled fund.
🔹To engage with external partners and relevant learning spaces to facilitate cross learning.
🔹To gather learnings on challenges/best practice in pooled fund design & operation to be shared at the regional and international levels to contribute to the global evidence base around locally led pooled funds.
