General context of the project

The Central African Republic has been facing complex and recurring crises for more than two decades, characterized by security, health and climate dynamics.

Although positive developments are observed in some areas, the situation remains fragile, with pockets of persistent insecurity on certain roads and localities, affecting access to essential services and the living conditions of the population.

Furthermore, the country faces recurring humanitarian shocks, including epidemics (such as cholera), as well as climatic hazards such as floods, which exacerbate the vulnerability of communities.

In this context, humanitarian needs remain high, particularly in the areas of access to water, sanitation, health and protection.

INTERSOS has been present in CAR since 2014 and implements humanitarian interventions aimed at meeting the needs of affected populations, in compliance with the principles of humanity, neutrality, impartiality and independence.

The organization has a coordination office in Bangui and an operational presence in several prefectures, including Kémo, Bamingui-Bangoran, Nana-Gribizi, Haute-Kotto, Ouham and Ouham-Pendé.

General objective of the position

The head of mission represents INTERSOS in the country and acts on behalf of the executive director, leading the organization’s response, including strategy design, resource planning, management and program implementation.

Main responsibilities and tasks

Strategy and vision

  • Responsible for monitoring and analyzing the political and humanitarian situation throughout the country and neighboring countries through established contacts and exploratory missions aimed at identifying potential areas of intervention. Designing, proposing, developing, and implementing a new intervention strategy in accordance with INTERSOS’s values ​​and principles.
  • Explore and present funding opportunities that incorporate initiatives and leverage impact
  • for communities; support and guidance for fundraising activities with institutional and private donors.
  • Follow the priorities and intervention strategies of donors in the country. Ensure strict compliance with and adherence to INTERSOS and donor procedures.
  • To have an overview of the development and implementation of projects and programs and, through periodic visits to intervention areas, to assess their progress and quality in accordance with internal and external standards and requirements, the final results and achievements in order to ensure that the organization’s technical and ethical standards are respected and that objectives are met.
  • Project proposals and emergency interventions must be submitted to the central administration for approval. Assess potential emergency interventions in the country and guide the development of additional programs based on the results of the review and evaluation.
  • Lead the detailed country strategy planning process and prioritize actions and resources to achieve program objectives.

Representation and advocacy

  • Represent the organization and manage relations with the authorities, ensure the smooth and timely implementation of planned interventions and preserve impartiality and independence.
  • Ensure, guarantee and control the government recognition procedures of the organization in compliance with the formalities of the host country.
  • Maintain productive communication with donors and ensure that assessed needs are communicated in order to impact donor priorities.
  • Represent INTERSOS in the relevant forums.

Personnel management

  • Ensure that the senior management team is effective, supports each other, and participates sufficiently in key decision-making processes.
  • In coordination with the human resources coordinator, guide and supervise the performance process of international and national staff.
  • Ensure compliance with organizational values, the Code of Ethics, the Organization’s Management and Control Model and INTERSOS procedures.
  • Maintain high ethical standards, promote teamwork and ensure a productive work environment.
  • Empower staff to achieve organizational goals and to work as a highly functional and cooperative team.

Finance, logistics and supply

  • In collaboration with the financial coordinator, define and supervise the overall financial management of the mission, striving to ensure financial viability and assume responsibility for the management of the mission’s funds (NGO budget).
  • Ensure that allocated resources are managed efficiently and transparently.
  • In collaboration with the logistics and supply coordinator, ensure that the required and efficient supply services and processes are in place.

Safety and security

  • Assuming ultimate responsibility for security, including developing and validating the country’s security plan and ensuring compliance with procedures, monitoring context development, analysis and formulation of recommendations.
  • Interact regularly with the regional office and the security advisor on security issues.
  • To assume final responsibility for all decisions concerning security in the country.

Accountability and quality control

  • In collaboration with the SMT, he is responsible for the production and presentation of the mission’s monthly activity reports.
  • Evaluate, analyze and continuously assess the impact of the program and country operations, also through periodic visits to intervention areas, in collaboration with the program coordinator and MEAL.
  • Ensure that all INTERSOS safeguarding framework policies are respected by staff.
  • In collaboration with the MEAL department, oversee the effectiveness of a complaints feedback mechanism
  • Oversee the quality and impact of the program in accordance with established strategic objectives and related indicators.
  • Oversee program reporting, ensuring compliance with INTERSOS policies and procedures, donor regulations, and national requirements.

Required profile

  • University degree in project management, international affairs, development, international political economy or another relevant field
  • Eight (8) years of experience in management positions in humanitarian contexts
  • Experience with NGOs in developing countries
  • Experience with major grants and international donors
  • Experience working in an unsecured environment with responsibility for security planning, monitoring, and management
  • Essential computer skills (Word, Excel and Internet)
  • Mastering French is essential
  • Proficiency in English is highly desirable.

General terms and conditions and benefits:

  • **Salary range:** 14 – 4,505€ – 5,182€ monthly gross
  • Accommodation: Shared Guesthouse
  • **R&R :**7 days of psycho-physical recovery every 12 weeks + 1000€ allowance.
  • Annual leave: 2.5 days per month

  • Transportation and visa: return air tickets. For missions lasting at least 9 months, an additional ticket to the country of residence and back to the mission is also provided.
  • Onboarding training: one week of online training before deployment
