Norwegian People’s Aid is seeking an Advisor for Donor Relations and Grant Management in the Department for Mine Action and Disarmament (DMAD) in Oslo.

NPA is one of the world’s leading organisations working to protect civilians from the remnants of war, which continue to impact millions of lives for decades after an armed conflict is over. Our vision is a world where people and communities are safe, resilient and protected before, during and after armed conflict. In order to achieve this, we are working together with national authorities and other stakeholders to resolve problems faced by local communities caused by Explosive Ordnance (EO). We conduct the survey and clearance of mines and other explosive weapons, physical security and stockpile management, and risk education of civilians. Currently we have more than 20 Mine Action Programmes ongoing in Africa, Asia, Latin America, South East Europe and the Middle

In the position of Donor Relations and Grant Management Advisor your main responsibilities will be:

  • Acting as the Department’s primary source of information on assigned donors, including maintaining oversight and providing advice and support on donor requirements and key timelines, upcoming opportunities, and ensuring quality of deliveries to donors;
  • liaising with institutional donors on ongoing programmes/projects;
  • maintaining an overview and detailed knowledge of rules, regulations and requirements from assigned donors and communicating any changes to programmes and DMAD Head Office staff;
  • developing/maintaining donor guidelines in coordination with Finance Controllers/donor Finance Focal point(s) on assigned donors;
  • managing and coordinating grant processes associated with assigned donors, e.g. reporting cycles, in close coordination with Country programmes, Desks and Financial Controllers, and other Department staff;
  • participating in the work on wider donor-related processes, such as fundraising, grant management, compliance, and the development, implementation, and improvement of systems to support donor-related work and processes;
  • Participating in and representing NPA in relevant internal and external meetings and events.

Desired qualifications:

  • Relevant higher education (e.g. economics, finance, political science, business management, development management) or qualifications (e.g. result-focused mine action, overseas relief and programmes or civil service);
  • Relevant training and certification e.g. project management, financial aspects of grant management.
  • Education/experience in finance and compliance, and/or grant management and donor relations, is an asset.
  • Experience from programme or complex project management (planning, implementation, follow up and reporting) is an asset.
  • Written and verbal proficiency in English; other languages also beneficial;
  • Good knowledge of computer handling and data acquisition

To be successful in this role you must have:

  • Excellent coordination, communication and interpersonal skills;
  • Proven ability to coordinate, edit and write reports and proposals;
  • Proven ability to meet deadlines and work calmly under pressure and limited supervision;
  • Proven strong oversight as well as attention to detail.

We consider it an advantage if you also have:

  • Experience and knowledge in finance and/or compliance work in development countries, with humanitarian aid and/or humanitarian disarmament/ in the mine action sector;
  • Good political intuition, an understanding of political processes and ability to process sensitive information with discretion;
  • Creative, proactive, independent and positive approach;
  • Ability to, and motivation for, international travel.
