Chad
The French Red Cross (CRF) has been active in Chad since the 1970s, and has had a permanent delegation there since 1998. From 2001 to 2009, the first programs carried out by the CRF focused on access to water and sanitation in the city of N’Djamena, then this program was extended from 2004 to the Logone Occidental region.
In 2010, the CRF set up an intervention to combat malnutrition in the Batha region. From 2012 onwards, it refocused its approach by integrating elements for improving food security and maternal and child health.
Today, the CRF is present in the Mayo Kebbi-East region and in the city of N’Djamena, in close collaboration with the CRT and the decentralized services of the State.
Cameroon
The French Red Cross (CRF) delegation in Cameroon has been providing ongoing support to the Cameroonian Red Cross (CRC) since 2011 at the CRC’s request, as stipulated by the principles of the CRCR Movement. Strengthening the CRC’s capacity is central to its mandate: it is the reason for and the prerequisite for its presence and all its activities in the country. The first collaboration between the CRF and the CRC was established in 1967, with the opening of a permanent CRF delegation in Yaoundé in 2009.
Currently, the CRF operates in the Far North and East regions in the areas of health/nutrition, CRM, support for national community development, and social cohesion. It has a coordination office in Yaoundé (Central Region), a sub-delegation in Maroua, and a base in Batouri.
PURPOSE OF THE POSITION :
The Head of Delegation is responsible for creating and updating a strategy that is appropriate to humanitarian needs and funding policies, and aligned with the expertise of the French Red Cross (FRC) and the host National Societies (NHS). They ensure that the various coordinators under their responsibility implement the relevant action plans, prioritizing ownership of the projects and their management procedures by the NHS. The FRC must be able to withdraw from operations in favor of the NHS and play a medium-term technical assistance role.

JOB DUTIES AND RESPONSIBILITIES
- Develops a strategy appropriate to the context and orchestrates its implementation with the coordinators, and in close collaboration with the SNH:
- Deploys the CRF strategy
- Ensures the effective implementation of operations
- Ensuring the availability of resources so that each key position can achieve its objectives:
- Ensures the proper management of the delegation’s financial and logistical resources
- Ensures constructive, positive, and law-compliant human resources management
- Ensures effective communication and regular, high-quality reporting
- Ensures the safety of personnel and goods within its delegation
- Ensures the capitalization of knowledge, methods, and tools related to programs and intervention context.
- Supporting the development of national companies and their progressive empowerment in administrative and financial management (CRT and CRC)
- Establishes a clear and time-bound NSD roadmap with the SNH over three years
- Ensures the effective and dynamic leadership and management of the delegation, in conjunction with those of the SNH

Candidate Profile
SKILLS
- Significant experience in partner capacity building and skills transfer
- Experience in volatile security environments
- Team management experience
- Experience or knowledge of the Red Cross Movement required
- Fluency in French and English (spoken and written)
PROFILE
- Master’s degree (Bac+5) in humanitarian project management or equivalent qualification

Employment conditions
- Status type : expatriate
- Contract type : Fixed-term contract under French law/end-of-contract bonus paid
- End-of-year bonus : equivalent to a 13th month’s salary, prorated to time worked.
- Per diem : daily per diem that varies depending on the country
- Leave : 5 weeks of paid leave per year and 21 days of compensatory time off – Airfare fully covered by the French Red Cross for travel between home and mission for 6-month leave periods
- Health coverage : CFE + MSH Mutual Insurance (100% coverage) – 75% covered by the CRf
- MedEvac/repatriation insurance : YES
- Other types of insurance : life insurance (death and disability)
