The Field Technician will provide support in community relations with the aim of strengthening the leadership of Indigenous communities in risk management processes within their territory, thereby reducing the impact of natural and man-made emergencies on these communities. They will develop and implement the project’s Annual Operating Plan, which includes monitoring and tracking activities and stakeholder engagement. They will also provide the Means of Verification and participate in the Mission’s scheduling activities.

The main activities you will perform are the following:

Objective 1: Management of Indigenous Response Activities and Plans

It ensures operational execution and promotes the participation of key actors in the development of territorial emergency preparedness and response plans.

  • Community Strategy: Develops and implements the relationship strategy and ensures the participation of diverse groups and actors in project activities.
  • Technical Assistance and Support: Provides technical support in the field and accompanies leaders in the creation of community emergency response plans.
  • Response Instruments: Ensures the updating and socialization of participatory rapid response plans at the community level.
  • Advocacy and Dialogue: Actively participates in technical working groups and civil defense platforms (from district to national level) focused on addressing forest fires.
  • Quality and Monitoring: Ensures technical quality, identifies “bottlenecks” and raises alerts of delays.
  • Continuous Improvement: Review standard procedures, technical formats, and promote the use of innovative tools.
  • Compliance and Audit: Supports the verification of donor policies (Action Against Hunger) and collects means of verification for audits and internal processes.

Objective 2: Strengthening External Relations

Establish strategic alliances to position the organization in the country.

  • Representation: Establishes links with local/national authorities, NGOs, UN agencies and other actors in the sector under its responsibility.
  • Knowledge Management: Identifies good practices and lessons learned to fuel technical discussion and improve the quality of mission projects.

Objective 3: Follow-up, Monitoring and Strategy

Ensures the flow of information and compliance with management objectives.

  • Alert Management: Immediately reports critical situations in projects with Disaster Risk Management (DRM) components.
  • Articulated Coordination: Works alongside the program team, reporting promptly to achieve goals.
  • Continuous Reporting: Keeps hierarchical and functional references permanently informed about the progress of the action.

Academic Background

  • Professional Title: Social Sciences or related fields.
  • Specializations (Desirable):
    • Conflict Resolution.
    • Rights of the indigenous peoples of the Peruvian Amazon.
    • Disaster Risk Management (DRM).
  • Language: Knowledge of the Shipibo language (Desirable).

2. Specific Experience and Knowledge

  • Indigenous Relations: Extensive experience in projects with indigenous communities, with particular emphasis on the Shipibo people.
  • Governance and Rights: Mastery of indigenous territorial planning methodologies and current regulations for the protection of their rights.
  • Risk Management (GRD): In-depth knowledge of SINAGERD regulations and processes.
  • Humanitarian Intervention: Experience in emergency contexts, with special interest in oil spill incidents (Desirable).

3. Approaches and Technical Competencies

  • Cross-cutting Approaches: Application of Interculturality, Gender and Protection approaches in the implementation of programs.
  • Strategic Management: Ability to manage results and analyze context to improve activities.
  • Partnerships: Ability to develop relationships between the public sector, private sector and communities (Desirable).
