Why we need you

This is a newly created position resulting from changes in the local context. As administrative and logistics coordinator, you will be responsible for:

  • Recruit, train and manage the Human Resources and Logistics department of the mission
  • Provide technical support to operational staff on aspects of human resource management, logistics and project support organization
  • Examine, structure and supervise the implementation of the mission’s HR and logistical arrangements.
  • Review, adapt, plan and oversee the implementation of HR and logistics frameworks, procedures and policies, in compliance with the local context, national legislation and MdM’s policies and values
  • Coordinate and supervise mission logistics (base management, equipment, vehicle fleet, non-financial purchases, internal supply chain), in conjunction with operational teams.
  • Supporting field teams in the logistical organization of activities and ensuring that logistical resources are adequate to meet operational needs
  • Monitor developments in the legal and regulatory environment related to human resources and logistics, and ensure that MdM remains compliant with official directives and policies.
  • Supervise and train national logisticians
  • Continue updating logistics procedures
  • Establish emergency response bases in identified areas

More specifically, your main tasks will be as follows:

Human Resources Management

  • Define and manage the HR strategy, processes (recruitment, payroll, evaluation) and budget in accordance with the legal framework and MdM policies
  • Oversee personnel administration, support managers, and manage employee relations, conflicts, and skills development.

Logistics

  • Manage all logistics operations (purchasing, inventory, fleet, equipment, supply chain) in compliance with MdM procedures
  • Ensuring equipment management, support for medical programs, and documentary/logistical compliance

Team management and capacity building

  • Recruit, mentor, and evaluate admin/log teams, ensuring their performance and skills development.
  • To lead the departments, provide technical support, and train managers in HR and logistics procedures.

Representation and communication

  • Represent MdM to donors and participate in inter-agency coordination.
  • Monitor partners and contribute to institutional reporting for the mission

Administrative and Auditing

  • Ensure administrative, fiscal and institutional compliance (procedures, legislation, donor requirements)
  • Managing audits, preventing administrative risks and strengthening internal and partner capacities

Your colleagues

Under the supervision of the general coordinator, you will work closely with the HR and logistics contacts at headquarters. You will be the line manager of the HR and logistics team at the Ouagadougou base. You will also maintain functional contact with the logistics staff at the field offices. You will interact with project managers, site coordinators, and other members of the coordination team.

PROFILE

You are the right person if…

  • You have a minimum of a Bachelor’s degree (Bac+4) in Management, Administration or HR
  • You have solid experience in international solidarity (at least 4 years), initially as a base administrator and logistics officer, then in HR and/or Logistics coordination.
  • You have a proven track record in resource management, ideally in an emergency context within an international humanitarian mission (expatriation is essential).
  • You have a solid command of administrative, financial and logistical procedures, with a strong focus on audit and compliance: internal control, expense tracking, adherence to donor regulations and audit preparation
  • You have a good understanding of the requirements of the main donors (EU, ECHO, United Nations, BHA, GAC)
  • You demonstrate your rigor, analytical skills, ability to identify risks and propose corrective measures.
  • You have a proven track record in managing multidisciplinary teams and developing skills.
  • You are able to train and support teams on procedures
  • You speak fluent French (minimum level C2). Proficiency in English is appreciated.

  • You lack a comprehensive and strategic overview of operations (context, programs, teams)
  • You are unable to adapt to difficult, changing environments and to strictly adhere to the rules of conduct, safety protocols, and mission procedures.

Contract & status:

  • Gross monthly salary €3,392
  • 6-month fixed-term contract, available as soon as possible
  • Supervisory staff status
  • 1-month trial period
  • Departure alone

Work environment:

  • Position based in Ouagadougou, Burkina Faso
  • Occasional travel to our sites will be required.
  • Individual dwelling
  • R&R policy every three months
