Partner Program Officer – Lebanon At Malteser International

Malteser International (MI) is the international humanitarian relief agency of the Sovereign Order of Malta. In the Middle East Region, Malteser International (MI) is operating in the context of the humanitarian crisis in Syria since 2012 implementing emergency relief measures in Türkiye, Syria, and Lebanon and since 2014 in Iraq. MI’s programs cover needs mainly in the health sector and are mostly partner implemented. In Lebanon, MI works in cooperation with the “Order of Malta Lebanon (OML)” to implement projects in the framework of humanitarian assistance and transitional aid funded by the German Federal Foreign Office (GFFO),the Federal Ministry for Economic Cooperation and Development (BMZ) and Aktion Deutschland Hilft (ADH).OML and MI are currently implementing a comprehensive multi-annual program, including several separate projects, to strengthen the social and health services of OML all over Lebanon and to further professionalize OML as a Non-Governmental Organization.

In support of this partner program and to reinforce the capacities of our local partner OML in Beirut, Lebanon, Malteser International is looking for an experienced Partner Program Officer.

As Partner Program Officer you will support the partner organization in all program related aspects of the portfolio, ensuring smooth operations of MI-co-funded projects in Lebanon and provide guidance, support and on-the-job-training to the partner’s project teams in Lebanon. You will work closely with the partner organization and the MI staff in Beirut and in HQ.

Your responsibilities:

  • Work closely together with OML’s project staff and MI’s field team to ensure the smooth development and implementation of projects, thereby ensuring that all project activities are planned and implemented in time as of the project proposals and donor requirements, following the standard procedures and maintaining optimum quality
  • Monitor the implementation of the partner projects according to the set targets and regularly review projects against the strategic objectives and initial design under the technical supervision of MI’s Partner Program Advisor
  • Support the implementing partner OML with the development of new project proposals and the revision of current projects, including but not limited to proposal amendments towards the donors
  • Cooperate closely with OML’s M&E team on theirMEAL system; thereby, ensure that all necessary project documents are in place and up to date including but not limited to M&E plans, activity plans and Indicator Tracking Tables; provide (technical) capacity strengthening to the project partner for the project implementation under the guidance of MI’s Country Representative
  • Contribute to writing proper and timely project reports adhering to donor and MI standards
  • Work in close coordination with the MI Partner Program Advisor and the MI Partner Advisor Support Services to monitor the procurement plan, the disbursement plan, and actual expenditure
  • Support the development of relevant communication material for different projects

Your profile:

  • Minimum 2 years professional experience in monitoring humanitarian aid and/or development projects with (international) NGOs including experience in working with international donors and knowledge of donor compliance standards
  • Project management skills (including project proposal development, logical framework, financial monitoring, logistics and report writing); experience in Monitoring and Evaluation and grants management would be considered an advantage
  • Strong analytical, problem solving and communication skills, including hands on practical experience working closely with and to diplomatically manage the relationship with local partners, civil society organisations and different authorities
  • Proven hands-on experience in partner capacity strengthening, staff development, training and mentoring and team building as well as the ability to effectively motivate people
  • Applications from Lebanese citizens are strongly encouraged due to the legal status of MI in Lebanon
  • Fluency in English (written and spoken); French, Arabic and German would be an asset
  • Positive identification with vision and mission of a catholic faith-based organisation

What we offer:

  • Start Date: as soon as possible
  • Duty Station: Beirut, with very frequent travels to program/project areas
  • Duration of contract: 2 years (with possibility to extend)
