Work Context

CESVI has been working in Syria since 2023 with interventions in the North West of the Country. Since 2025, the mission shifted the operations in Damascus with an ongoing intervention in Idlib and Daraa. Due to the evolving context, the mission is in a start/up phase, with the ambition of positioning CESVI in the sectors of Education, Protection and Livelihoods and expand its geographical coverage.

Job Description

REPORTING LINE

The Grants & Programme Manager responds to the Head of Mission Lebanon and Syria.

The Grants & Programme Manager is functionally reporting to the MENA Regional Grant Manager

The Grants & Programme Manager works in collaboration with the CESVI team in the country.

SCOPE OF POSITION

The Grants & Programme Manager will act as main focal point of the programme in the country, covering the program component; responsible for the management and direct implementation of the AICS project, in collaboration with the national partner.

The Grants & Programme Manager will ensure the sustainable growth, compliance, and timeliness of the program’s funding portfolio. This is achieved by leading resource mobilization efforts, coordinating new project proposals, managing donor relations, and overseeing the development of high-impact partnerships. The role secures the financial and collaborative foundations necessary for program delivery and organizational influence.

The Grants & Programme Manager is responsible for the management and direct implementation of the demining project, in collaboration with the international and national partner.

Project Management and Coordination

  • Responsible for the planning and management of AICS project activities and relations with project partners.
  • Manages relations with the AICS office and with the partners.
  • Ensures the correct application of CESVI and donor procedures.
  • Ensures the timely submission of high-quality project reports.
  • Responsible for drafting periodic, interim, and final reports for the donor, integrating inputs from project partners.
  • Prepares and updates the project Monitoring and Evaluation Plan with the support of the MENA Meal team
  • Ensures the correct monitoring of indicators and applies tools for their monitoring, both for CESVI and for partners, with the support of the MENA Meal team
  • Responsible for the forecast and is the project’s budget holder.
  • Defines and requests authorization for any modification, extension or revision of the original project, in coordination with partners.
  • Coordinates and supervises the Country’s programmes and procedures.
  • Supervises projects and supports the staff in achieving the planned objectives on time and with efficient use of resources.
  • Monitors project activities according to the established workplan.
  • Coordinates staff to guarantee project implementation and reporting

Partnerships and Proposal Development

  • Coordinates with partners, ensuring integration among the components of the various actors.
  • Participates and is responsible for the identification, assessment, preparation of projects and donor relations.
  • Manages and coordinates relations with local and international partners, particularly with Alliance2015 members (if present in the Country).
  • Participates and supervises the entire proposal writing process in close collaboration with the project staff, technical staff and HQ.
  • Develops new project proposals based on CESVI’s areas of expertise, ensuring coordination with the Country Team and HQ.
  • Liaises with potential donors and ensures follow-up of submitted project proposals.

Strategy and Programme Development

  • Supports the definition and updating of the Country Strategy Paper, in coordination with the Lebanon Head of Mission
  • Identifies key intervention areas and needs in collaboration with the Project Managers/technical staff.
  • Leads the development of new programme initiatives and transitions emergency operations into long-term strategic approaches.
  • Supports evaluations and capitalization of project results and best practices.

Human Resources Management

  • Supervises and manages local project staff.
  • Organizes and supervises national staff capacity building and professional development.
  • Ensures HR policies, terms and conditions are respected and implemented.
  • Participates in final selection stages of project staff, in collaboration with field HR and HOM.
  • Conducts regular staff meetings to review progress, challenges, and identify solutions.

Implementation of Policies and Safeguarding

  • Ensures all new employees receive HR Policy/Code of Conduct training during induction.
  • Ensures compliance with CESVI’s HR Policy and Code of Conduct.
  • Ensures safeguarding measures are implemented within their area of responsibility
  • Integrates safeguarding into all systems (strategic planning, recruitment, procurement, etc.).
  • Follows up on and appropriately addresses safeguarding issues.

Representation

  • Represent CESVI in all relevant fora.
  • Provide programme updates, news or success stories from the field.

Essential Requirements

QUALIFICATIONS:

  • University degree in International Relations, Political Sciences, Social Sciences, humanitarian assistance, social work, human rights, international law and/or Cooperation and development or another appropriate field
  • Solid experience in project management (over 5 years), including project cycle management,
  • Pproposal writing, budget management and donor reporting
  • Sectorial Experience in Protection, Education, WASH and livelihood programming in a similar context
  • HR staff management of national staff in challenging environments
  • Good team leadership and conflict resolution skills, consensus team building, and adaptability
  • Experience delivering programs to tight deadlines
  • Proactive and flexible approach in dealing with project tasks

SKILLS:

  • Knowledge of project cycle management
  • Ability to produce high-quality narrative reports and timely contributions to project proposals
  • Able to mentor and provide in-person and remote support to program staff
  • Able to apply participatory approaches to engaging with and mobilizing communities
  • Experience in designing, implementing, and evaluating programs with a strong focus on GBV and CP
  • Excellent problem-solving and analytical skills
  • Patience and understanding to work with and develop the capacity of national staff
  • Self-motivated, able to take initiative, resilient and able to work independently.
  • Demonstrated attention to detail, ability to follow procedures, meet deadlines and work cooperatively
  • Capacity in networking and build effective partnerships with local stakeholders
  • Adapts and copes with pressure;
  • Strong interpersonal and communication skills, facilitates a collaborative environment among colleagues and stakeholders to promote effective coordination
  • High level of IT skills (Office package)
  • Ability and willingness to work in remote and isolated locations with ever-changing security scenarios.
  • Fluency in English (written and spoken)

Desirable requirements

  • Consistently approaches work with energy and a positive, constructive attitude
  • Prior experience with AICS funded projects
  • Prior experience in Syria
  • Knowledge of Arabic

HEALTH SAFEGUARDING

CESVI pays particular attention to safeguarding the health of all the human resources of the Organisation. Therefore, in order to protect its staff, an assessment of their suitability for the position in each mission is carried out before departure. Such assessment is done by the Occupational Doctor of the Organisation, who will also examine the vaccination coverage, including the anti-Covid19 vaccination.
