REACH was established in 2010 as a joint initiative of two international NGOs ( IMPACT Initiatives and ACTED ) and the United Nations Operational Satellite Applications Programme (UNOSAT). REACH’s objective is to promote and facilitate the development of information products that enhance the decision-making and planning capacity of the humanitarian community in emergency, reconstruction, and development contexts. REACH facilitates information management for aid actors through three complementary services: (a) needs and situation assessments facilitated by REACH teams; (b) situation analysis using satellite imagery; and (c) provision of databases and related mapping and expertise facilities.

IMPACT Initiatives is a humanitarian NGO based in Geneva, Switzerland. The organization manages several initiatives, including the REACH initiative. The IMPACT team is composed of specialists in data collection, management, and analysis, as well as GIS. IMPACT was launched at the initiative of ACTED, an international NGO headquartered in Paris and present in some thirty countries. The two organizations have a strong complementarity formalized in a global partnership, allowing IMPACT to benefit from ACTED’s operational support in its areas of intervention.

We are currently seeking a senior evaluation officer to support our team in Chad.

COUNTRY PROFILE

Chad is a landlocked Sahelian country characterized by significant geographical diversity, ranging from desert in the north to agricultural areas in the south, and marked climate variability. Its economy relies on oil and predominantly rural livelihoods, which support nearly 80% of the population but remain vulnerable due to exposure to climate shocks and informality. By 2026, approximately 4.5 million people will require humanitarian assistance, in a context where needs stem from both cyclical shocks—forced displacement, insecurity, and climate hazards—and deep-rooted structural factors. Poverty, weak social services, rapid population growth, and territorial inequalities are central determinants of vulnerability. However, the country also possesses significant assets, including substantial natural capital and an active community fabric, offering opportunities to strengthen resilience and more closely integrate humanitarian, development, and disaster risk reduction approaches in the face of increasing climate shocks.

FUNCTIONS

Under the supervision of the Research Manager, the Senior Assessment Officer is responsible for the full implementation of the research cycle related to the SCALE project in Chad.

  • He/she is responsible for methodological design, coordination of collection and analysis activities, production of analytical deliverables and liaison with partners.
  • The SAO works closely with:
  • The Research Manager
  • the GIS & Remote Sensing Officer (responsible for spatial analysis),
  • the Data Officer,
  • field teams and partners.
  • The SAO is responsible for:
  • The design and implementation of a research cycle aimed at informing climate-sensitive provincial territorial plans;
  • The integration of climate, socio-economic, gender and local governance dimensions;
  • Coordination of analytical contributions, including GIS outputs.

RESPONSABILITES

RESEARCH PLANNING AND IMPLEMENTATION

  • Ensuring the quality and consistency of the entire research cycle:
  • Context analysis, literature review and identification of information gaps relating to climate hazards, environmental degradation and exposure to natural risks;
  • Methodological design (mixed, sectoral and territorial approach), integrating environmental, climatic and socio-economic dimensions;
  • Development of Terms of Reference (ToR) and sampling plans;
  • Coordination with stakeholders (local authorities, UN agencies, NGOs, etc.), particularly actors working in the fields of environment and climate adaptation
  • Integration of existing secondary data (including data from projects such as UNDP’s Early Warning 4 All);
  • Guarantee of non-duplication and complementarity with existing initiatives in climate and environmental risk management;
  • Overall supervision of the research cycle according to IMPACT standards.

TOOL DEVELOPMENT AND DATA COLLECTION

  • Development of data collection tools (quantitative and qualitative), including:
  • Household surveys (if relevant);
  • Interviews with key informants (KII):
  • Group discussions (FGD):
  • Community consultation tools;
  • Coordination with the GIS Officer to integrate spatial needs into the tools (geolocation, territorial variables, etc.);
  • Organization of training for investigators;
  • Supervision of data collection and quality control;
  • Coordination with collection partners where applicable.

DATA ANALYSIS AND ANALYTICAL PRODUCTION

  • Development of the analysis plan including, among other things, climate vulnerability, risks, socio-economic dynamics, gender and social barriers;
  • Supervision of quantitative and qualitative analysis;
  • Coordination with the GIS & Remote Sensing Officer for:
  • The integration of spatial analyses (land use, transhumance, grazing areas),
  • Validation of cartographic results;
  • Integrated interpretation of results (multi-sectoral and territorial);
  • Contribution to the production of analytical reports, provincial profiles, planning tools.

SUPPORT FOR THE DEVELOPMENT OF TERRITORIAL PLANS

  • The Senior Assessment Officer will provide technical support to the processes of developing or updating territorial development plans, carried out by the partners in charge:
  • Supporting the integration of results from the research cycle into territorial planning documents;
  • To provide analyses and evidence to inform climate adaptation priorities, identification of risk areas, land occupation and land use dynamics;
  • Contribute to the integration of cross-cutting dimensions, including gender, access to resources, and social vulnerabilities;
  • Supporting partners in identifying awareness and engagement strategies adapted to the local context;
  • Participate in technical discussions with those responsible for planning to ensure consistency between IMPACT analytical products and the plans developed.

VALIDATION, DIFFUSION ET ENGAGEMENT

  • Organization of validation workshops at the provincial level;
  • Presentation of results to partners;
  • Contribution to the dissemination of products (reports, maps, presentations);
  • Capitalizing on good practices and lessons learned.

COORDINATION AND MANAGEMENT

  • Daily coordination with the Data, GIS and field teams;
  • Monitoring of the timeline and deliverables;
  • Identification of logistical, HR and financial needs;
  • Support for team management, if applicable;
  • Guarantee of compliance with IMPACT and ACTED procedures.

EXTERNAL RELATIONS AND REPRESENTATION

  • Representing IMPACT to partners;
  • Participation in sectoral coordination groups;
  • Contribution to IMPACT’s positioning on climate and territorial planning issues.

CONFIDENTIALITY AND RESPONSIBILITY TOWARDS THE COMMUNITIES

  • The Senior Evaluation Officer will maintain the strictest confidentiality regarding all collected data and associated processes. They will actively take all necessary measures to prevent any unauthorized sharing of information and data belonging to IMPACT, its partners, or collected in the course of its activities.
  • The senior evaluation officer will ensure that all interactions with communities and partners are conducted in a respectful, inclusive, and consultative manner. Particular attention will be paid to ensuring that communities are fully informed of the objectives of the activities, the methodologies used, and the beneficiary selection criteria, where applicable.
  • He/she will help ensure that the principles of accountability to affected populations are integrated into all stages of the research cycle.

DISTINCTION WITH THE GIS & REMOTE SENSING OFFICER

The Senior Assessment Officer:

  • Directs the overall research and analysis process;
  • Defines analytical needs and research questions;
  • Interprets the results (including spatial ones).

Le/la GIS & Remote Sensing Officer :

  • Performs spatial and cartographic analyses (land use, remote sensing, modelling);
  • Produces the maps (land use, climate risks, transhumance);
  • Provides GIS technical and methodological support to the research cycle.

REQUIREMENTS

  • University education: excellent academic qualifications, including a Master’s degree in a relevant discipline (international relations, political science, social research, sociology, economics, development studies, or similar), with a specialization or marked focus on climate and environmental risk analysis, natural hazard management, or vulnerability assessment.
  • Management experience: Prior experience in a management role within an international NGO in the field. Proven experience in managing international and national teams in humanitarian contexts. Experience in integrating climate and environmental risks into socio-economic vulnerability analyses for programmatic planning purposes.
  • Security environment: ability to operate in a complex and challenging security environment or previous experience in high security challenge contexts is an asset;
  • Familiarity with the aid system: in-depth knowledge of the international humanitarian aid system, its coordination mechanisms and research methods applied to emergency and development contexts;
  • Familiarity with the context: knowledge of environmental dynamics and structural vulnerabilities specific to Sahelian contexts, including drought cycles, agricultural systems, land use patterns, and pressures on natural resources. Direct experience in the region is an asset.
  • Communication and report writing skills: excellent communication and effective report writing skills, including proven experience contributing to high-level presentations/briefings.
  • Years of professional experience: at least 3 years of relevant professional experience or proven progression within IMPACT.
  • Research skills : Excellent research and analytical skills, including demonstrated experience in designing and conducting evaluations, field research, and monitoring and evaluation. Proven experience in writing high-quality research reports for diverse audiences (donors, authorities, humanitarian clusters).
  • Software skills: Proven knowledge of the Microsoft Office suite, particularly Word, Excel, and PowerPoint. Advanced skills in R or other statistical analysis software are an advantage. Experience with InDesign, Tableau, or Power BI is a strong asset;
  • Skills in managing diverse tasks: ability to perform multiple tasks under tight deadlines, across numerous research cycles in a complex environment;
  • Level of independence: autonomous person with a proven ability to work independently;
  • Intercultural work environment: ability to function in an intercultural environment requiring flexibility;
  • Language skills: fluency in French and English required.

COMPENSATION AND BENEFITS

  • For this position, the salary is between CHF 2,820 and CHF 2,880 per month (before income tax), etc., as well as a monthly living allowance of USD 300.
  • Note – IMPACT salaries are strictly determined by our salary scale based on job grade and staff education level. A location-dependent security and/or isolation adjustment is then applied to account for the fact that some staff members must work in challenging environments where living and working conditions are significantly more difficult than elsewhere.
  • Accommodation and meals in a guesthouse. Note: IMPACT is hosted by ACTED in this country.
  • Membership in a Swiss private pension fund (Swisslife – approximately 9.975% of gross employee salary), health insurance, life insurance and repatriation assistance
  • This base is not a family assignment location.
  • Airfare every 6 months and visa fees covered (travel expenses within the country and business expenses are fully covered)
  • R&R after 2-3 months (airfare up to $500 + $200 living allowance) if the duty station permits
  • Contribution to baggage transport: between 20 and 100 kg, depending on the duration of the contract (+ baggage and personal belongings insurance)
  • Annual leave of 36 days per year. Public holidays of the country of assignment. Leave for family or compassionate reasons, if applicable.
  • Pre-departure initiation – 3 days at IMPACT Initiatives headquarters in Geneva + one week of pre-departure training at ACTED headquarters in Paris, including 4 days of on-site security training;
  • Registration for the IMPACT Initiatives Research Foundational Learning Programme within the first 3 months following the start of the contract.
  • IMPACT prioritizes the psychological safety of its staff and the health insurance provided covers, among other things, up to €1000 per year of psychosocial counseling costs.
