Acted Tchad

Present in Chad, Acted works to support vulnerable populations in the Lake and Ouaddai Provinces, as well as in N’Djamena. In 2025, the organization implemented 11 projects with a budget of €10.5 million. Its operations are coordinated from N’Djamena and implemented through four field offices: Bol and Daboua in the Lake Province, and Adré and Chokoyan in the Ouaddai Province.

In the Lake Chad region, Acted supports internally displaced persons following attacks by armed groups through the RRM mechanism, which it co-leads, and provides food security assistance. It also participates in strengthening the resilience of populations through education, water, sanitation and hygiene (WASH) projects, and livelihoods initiatives.

In Ouaddai, Acted redeployed in April 2023 to respond to the unprecedented influx of Sudanese refugees and Chadian returnees fleeing the fighting in Sudan. Through a multi-sectoral emergency approach encompassing shelter/NFI, CCCM, and protection, Acted addresses the vital needs of displaced persons in informal settlements and reception camps. Since 2025, Acted has been working to strengthen the economic resilience of Sudanese refugees with the support of host communities in the Chokoyan prefecture.

Acted’s actions in Chad are based on recognized multi-sectoral technical expertise, rapid deployment capacity, a data-driven approach, strong local acceptance, and increased community participation.

In Ouaddai, Acted redeployed in April 2023 to respond to the unprecedented influx of Sudanese refugees and Chadian returnees fleeing the fighting in Sudan. Through a multi-sectoral emergency approach encompassing shelter/NFI, CCCM, and protection, Acted addresses the vital needs of displaced persons in informal settlements and reception camps.

Finally, Acted regularly intervenes in response to cyclical shocks, such as the welding and floods, which are particularly devastating.

Acted’s actions in Chad are based on recognized multi-sectoral technical expertise, rapid deployment capacity, a data-driven approach, strong local acceptance, and increased community participation.

Main role and responsibilities

The country risk and compliance officer contributes to controlling, through a risk-based audit approach, the implementation of Acted’s processes in accordance with Acted’s procedural guides, specific donor procedures, best practices and national legislation in the country concerned; (ii) develop and actively contribute to action plans to mitigate identified risks with country coordination, managing priorities, budgetary constraints and organizational context.

He/She provides technical support and works to strengthen the capacity of the country’s FLATS teams to implement the action plan and resolve problems.

He/She also provides technical support for strategic external donor audits, preparation and follow-up of due diligence.

He/She must comply with and ensure compliance with the audit code of conduct.

Main responsibilities

1. Internal Audit Management

  • Participate in the implementation of the approved national internal audit plan: conduct and supervise internal audit missions using a risk management approach.
  • Implementation of Acted’s standard guidelines and the FLAT (Finance, Logistics, Administration, Transparency) system in the capital, the zones, and at the partner level
  • When necessary, contribute to monitoring compliance with the country’s rules and legislation at the request of your coordinator and in conjunction with the country finance manager.
  • Provide support to mitigate identified “high risk” risks

2. External Audit: Ensure the preparation and follow-up of external audits and due diligence.

Qualifications and skills required

  • Advanced degree in Auditing, Finance, Management Control, International Relations, Law or related to the position offered;
  • 1 to 2 years of experience in auditing (external and/or internal), finance, logistics, administration or law;
  • Strong negotiation, interpersonal, and organizational skills;
  • Ability to demonstrate flexibility, dynamism, and autonomy;
  • Ability to work in stressful and high-pressure situations;
  • Excellent level of English, both written and spoken;
  • Experience in management and training is a plus.

Conditions

  • Salary defined by the Acted salary scale according to the level of education, expertise, security level and level of experience: between €1600 and €1800 net per month (before income tax)
  • Monthly living expenses allowance $300
  • Guesthouse accommodation and meals provided by Acted
  • Social security, supplementary health insurance (MSH) and repatriation assistance (SOS International) are covered by Acted.
  • Transportation to the mission and return ticket fully covered every 6 months (to the address specified on the employment contract)

  • This position is classified as an international position in Acted’s recruitment framework. Eligibility for an international contract is therefore required.
