Job summary :
The data management officer is responsible for operations, maintenance, and the cold chain within the project areas in Syria.
Developing and updating databases and dashboards related to the status of cold chain equipment, breakdowns, preventive and corrective maintenance, and field response.
Ensuring the quality, accuracy, and completeness of the data by reviewing technical team reports and regularly verifying data entry.
Supporting the operations and maintenance coordinator and technical teams in analyzing data and extracting operational indicators that help in decision-making.
Follow up on the documentation of field visits, work orders, equipment status, spare parts, and maintenance results.
Enhancing the use of digital tools and periodic reports to improve monitoring, planning, and response to breakdowns in cold chain equipment.
Responsibilities and duties :
Data management and dashboards:
• Creating and updating databases for cold chain equipment and related technical systems.
• Managing the dashboard for operations and maintenance, including breakdowns, visits, response time, equipment status, and corrective actions.
• Ensure that data is entered regularly by the technical teams and that its completeness and accuracy are reviewed.
Follow-up and analysis:
• Analyze maintenance and breakdown data to identify recurring gaps and priority locations.
• Setting up operational performance indicators such as the number of breakdowns, response time, preventive maintenance completion rate, and equipment condition.
• Supporting the preparation of maintenance plans and field follow-up based on available data.
Reporting and coordination:
Preparing periodic reports and data summaries to support management and technical teams in follow-up and decision-making.
Coordinating with the operations and maintenance coordinator, cold chain engineers and technicians, and cold room managers to ensure a regular flow of data.
• Supporting the training of field teams on the use of digital forms, data collection tools, and reporting.
Required qualifications and skills :
Academic qualification
A university degree or intermediate institute diploma – or equivalent – in one of the following fields :
• Management Information Systems
• Information Technology or Computer Science
• Statistics or data management
• Engineering, healthcare management, or any related field
Experience :
• At least 3 years of practical experience in data management, reporting, or database and dashboard development.
• Experience working with healthcare programs, cold chain projects, or operations and maintenance is a strong advantage.****
• Experience in data collection, cleaning, analysis, and preparation of periodic reports.
Technical skills:
• Advanced skills in Microsoft Excel and database management.
• The ability to use data analysis tools and dashboards such as Power BI or similar tools is an added advantage.****
• Ability to prepare clear and accurate reports in both Arabic and English.
• Good skills in coordination, follow-up, problem-solving, and working with multiple field teams.

· Support the O&M Coordinator and technical teams in data analysis and generation of operational indicators for decision-making.

QUALIFICATIONS AND SKILLS

Experience:
· A minimum of 3 years of practical experience in data management, reporting, database development, or dashboard management.
· Experience with health programs, cold chain projects, or O&M projects is strongly preferred.
· Experience in data collection, cleaning, analysis, and periodic reporting**.**
