The Luxembourg Red Cross International Aid is recruiting:
A Program Delegate
12-month fixed-term contract – renewable – Based in Tamatave (Madagascar), 40 hours/week to start as soon as possible.
Context :
Present in Madagascar since 2018, the Luxembourg Red Cross International Aid (AICRL) supports the Malagasy Red Cross (CRM) in implementing projects for emergency preparedness, response, and early recovery, particularly in the area of ​​disaster risk management. As part of the planned launch of a post-cyclone early recovery project, funded by DG INTPA and implemented in consortium with Doctors of the World (MdM) and the Malagasy Red Cross (CRM), the AICRL is recruiting a Program Officer, based in Tamatave, Atsinanana region.
This 24-month project aims to support the recovery of populations affected by Cyclone Gezani in the districts of Toamasina I and II through direct support to affected households for the reconstruction or reinforcement of their homes, as well as capacity building for affected communities in WASH, health, disaster risk management (DRM) and resilient construction techniques.
Missions: Under the responsibility of the AICRL Head of Mission in Madagascar, the Program Delegate will have the following main missions:
- Supporting the CRM in the implementation of the post-cyclone recovery project in the Atsinanana region as well as all other projects implemented as part of the AICRL’s support to the CRM in the area.
- In collaboration with the CRM, contribute to the assessment of needs in the target areas;
- In close collaboration with the local CRM teams, participate in the strategic and operational planning of project activities.
- Support the development and monitoring of terms of reference, action plans and activity timelines.
- Ensure the operational monitoring of project activities and guarantee the achievement of its results;
- Ensure compliance with AICRL’s internal procedures and the donor’s (DG-INTPA) requirements. Guarantee the application of financial, logistical, and administrative procedures at the Tamatave base. Actively participate in the tendering processes for the selection of construction companies and service providers.
- Represent AICRL at the regional level with local authorities, MdM, and technical and institutional partners.
- Contribute to budget monitoring, quality control of deliverables and adherence to deadlines.
- To ensure internal reporting and reporting to the landlord.
- Contribute to the development of new project proposals.
Profile :
Essential requirements:
- Master’s degree in project management, international cooperation, development, humanitarian action or equivalent.
- Minimum 5 years of professional experience, including at least 3 years in developing countries, in humanitarian project management and disaster risk management.
- Significant experience in the implementation of post-disaster response projects (emergency or early recovery).
- Good knowledge of the Malagasy context.
- Proven experience in budget management while respecting landlord procedures.
- Excellent analytical and synthesis skills, solution-oriented.
- Excellent skills in writing and formatting documents.
- Good initiative, comfortable and flexible in institutional relations.
- Managerial skills and ability to work in coordination with a team without direct hierarchical link.
- Good ability to manage physical fatigue: frequent travel to project intervention areas
- Excellent command of spoken and written French.
- Good command of English.
- Category B car driving licence
- Quick availability.
Key advantages:
- Experience with DG INTPA funding.
- Experience within the Red Cross and/or Red Crescent Movement.
- Experience in programs combining recovery, health, WASH, protection or GRC.
- Knowledge of Malagasy.
- Experience in monitoring rehabilitation or construction work.
