Chief of Party At Development Aid

DRS (DevelopmentAid Recruitment Solutions) is seeking an experienced Chief of Party whowill oversee all the Higher Secondary Education Activity implementation during the USAID project, providing strategic technical vision and managing the project team and the consortium members.

Project Background

The purpose of the Higher Secondary Education Activity is to improve the quality of teaching for students in higher secondary colleges. The Activity will focus on enhancing teachers’ professional skills and abilities, developing teachers’ training materials, and improving the leadership and supervision capacity of principals, vice principals and education officials. Students in the Higher Secondary Education sub-sector will benefit from improved teaching and learning, better preparation for, and successful university admission.

Roles and Responsibilities

S/he will ensure that all USAID award requirements are met. This leadership role will serve as a principal institutional liaison with USAID and key stakeholders. S/he will be responsible for technical leadership and administrative oversight of the activity and have principal responsibility for the representation of the Activity to USAID. The COP will be expected to identify issues and risks related to program implementation in a timely manner, suggest appropriate program adjustments and ensure that systems are in place to mitigate the risk of fraud, waste, and abuse. The proposed COP candidate must fulfill the requirements detailed below.

Qualification, Experience, and Skills:

Education:Master’s degree or other advanced degree (PhD, MD) in a relevant field such as education, international development, development studies, public policy, social sciences, or management.

Experience:

  • Minimum of twelve (12) years’ progressively responsive experience in a senior role leading and managing large and complex primary or secondary education service delivery programs of similar scope and dollar value ($25 million to $40 million), preferably in Asia.
  • Previous experience working on USG programs and working knowledge of USG regulations, other donors managing large and complex programs.
  • Proven ability to work collaboratively with government, donors, the private sector, and community organizations to advance education objectives.
  • Demonstrated experience successfully leading and managing multi-disciplinary teams to achieve education results in a fast-paced and complex environment.
  • Excellent interpersonal, writing and English language oral presentation skills.

Desired experience:

  • Five years’ experience working in the subcontinent on development programming.
  • Previous experience working on and/or technical expertise in higher secondary education or secondary education or primary education.
  • Previous experience working with other development partners on similar types of programs.
  • Current relationship with relevant Bangladeshi stakeholders (MOE, DSHE, donors, private sector, civil society).
