Organizational Setting and Work Relationships
The Associate Programme Officer may be based in HQ, field/regional bureau, typically reporting to and be guided by the Program officer and may supervise a small team of local staff. He/she may refer to UNHCR¿s Programme Manual (Chapter IV), UNHCR’s corporate and regional strategic priorities, operation plans and other relevant institutional rules and regulations for further guidance. The Associate Programme Officer will provide programmatic guidance and support with regard to the implementation of protection and solutions strategies within available resources. S/he will coordinate with the other sections/units to ensure harmonized programmatic approaches at all levels and throughout the UNHCR Operations Management Cycle. The incumbent will work in line with the overall UNHCR directions which crucially require working with partners, including with persons of concern, governmental institutions and the private sector, ensuring that programme management is approached as per UNHCR¿s Strategic Directions, Global Strategic Priorities (GSPs), Global Compact for Refugees (GCR), and corporate positions on SDGs. The incumbent is expected to work in line with the multi-functional team (MFT) approach as defined within the Program Manual, ensuring the participation of relevant stakeholders in all phases of the Program Management Cycle.

Duties
– Support in assessing and analysing the needs of persons of concern in a participatory manner, using an Age, Gender and Diversity (AGD) perspective as basis for planning.
– Provide support on programmatic aspects of developing multi-year protection and solutions strategies and annual plans with corresponding priorities taking into account corporate priorities.
– Support Results Based Management and programme capacity in light of evolving requirements, programming approaches and gaps.
– Assist the planning process in compliance with planning parameters outlined in the Programme Manual and the planning instructions.
– Support the revision and analysis of plans, mid-year and year-end reports of UNHCR office(s) in the Area of Responsibility AoR), ensure quality assurance and compliance with established policies, guidelines, procedures and standards.
– Assist in the provision of overall direction to broaden partnerships with key stakeholders in order to maximize the protection and solutions response for persons of concern.
– Provide support to ensure a consistent application of the framework for implementing with partners, including the effective implementation of the policy on selection and retention of partners, management of partnership agreements, risk-based project performance monitoring, and risk-based project audits, among others.
– Contribute to ensure consistent and coherent monitoring approaches, tools and systems across the region, in line with global standards and polices.
– Actively contribute to UNHCRs programming of community of practice and continuously contribute to improvements of programming tools and processes.
– Oversee a timely and effective follow-up of internal and external audits observations and recommendations that relate to programmatic issues. – Perform other related duties as required.
Minimum Qualifications

Relevant Job Experience
Essential: Demonstrated experience in programme management including familiarization with the OMC and sound knowledge of Results Based-Management. Demonstrated experience in field operations, sound knowledge on the centrality of protection in programming, Joint Needs Assessments and the principles of targeting.
Desirable: Demonstrated experience in coordination within an inter-agency context and other actors, in a refugee or humanitarian context. Sound experience in program management training and capacity building activities.

Desired Candidate Profile
Considering the nature of operation, the selected candidate should have solid knowledge and proven experience in Programme Management (at a deep field level) and proven work experience in programming for an integrated settlement whereby refugees and host communities live side by side all combined with experience in ensuring effective management of CBI program. The candidate is expected to coordinate, supervise, and manage the direct and indirect implementation of key sectors (livelihood, field, shelter, energy & environment, wash and public health and CBI) jointly with a variety of partners directly funded by UNHCR as well as operational partners that come on board with their own resources in the context of GCR and CRRF implementation. The S/he should promote team-spirit and proactively and patiently be ready to work with staff who have different competencies in a multicultural environment. While the S/he will be physically located in Field Office Kawambwa, s/he will work closely with and support the Snr. Program Officer located in Lusaka.

Nature of Position:
In line with UNHCR’s mandate responsibilities, Field Office Kawambwa supports the Government of the Republic Zambia (GRZ) to provide a favourable protection environment, provide basic needs and promote self-reliance for refugees and asylum seekers in Mantapala refugee settlement in Nchelenge District in collaboration with the Commissioner for Refugees (COR), other UN agencies, NGOs, and other stakeholders. The settlement covers about 8,000 hectares and was opened early 2018 to accommodate refugees from the Democratic Republic of the Congo (DRC) who entered Zambia through Luapula and part of Northern border entry points. The refugees live peacefully with a farming host community consisting of about 7,000 people in 11 villages surrounding the settlement.
From the first arrival of about 600 individuals hosted in Kenani transit centre in Nchelenge district and later relocated to Mantapala settlement, the population of refugees and asylum seekers grew to over 18,700 individuals in June 2022 in the settlement. However, in 2021, the refugees expressed intention to return to their country of origin, the DRC. Thus, since December 2021 to date, the priority focus area in Mantapala operation has been voluntary repatriation (VolRep). As of 31 December 2022, the refugee population had decreased to 7,320 refugees due to the VolRep. Despite the VolRep, a few asylum seekers from DRC continue to arrive in Mantapala on a weekly basis.
In the context of the Comprehensive Refugee Response Framework (CRRF), within the Global Compact on Refugees (GCR) employing the multi-stakeholder approach, UNHCR led UN sister agencies and other partners to support the Government to achieve the objectives of the GCR as Mantapala was designated as a settlement implementing the CRRF approach within the refugee multi-sectoral response. UNHCR has established a Field Office in Kawambwa District in Luapula Province, covering operations in the Northern part of the country.
Living and Working Conditions:
Kawambwa is a small town with very low economic status. The cost of living is generally low. Local shops provide the basics but are not necessarily well stocked. Other commodities can be found in larger towns at the provincial level such as Mansa and Kasama so UNHCR supports staff to go for monthly shopping in these two towns to promote their welfare. There is a GRZ hospital in the district, and a missionary medical facility located in Nchelenge district. Finding accommodation meeting MORRS standards may take time, and therefore, during initial phase of the assignment, new staff members may have to stay in a lodge or hotel at their own costs. The local airlines, Mahogany and Proflight, operate scheduled flights from/to Mansa and Kasama to Lusaka, which is 4 hours drive away from Kawambwa. Zambia is peaceful with minimal security threats. There have been no curfews or restricted movements within Lusaka or elsewhere. Like in other duty stations, staff members are advised not to be complacent and to remain vigilant. International staff members are expected to have security guards from a recognized/recommended security company at their residences.
