Acted PSEAH Policy

The Project Assistant (Community-Based Protection CBP) has the responsibility to adhere to the PSEAH Policy (Protection against Sexual Exploitation, Abuse and Harassment). The Project Assistant (Community-Based Protection CBP) has the obligation to complete all mandatory training courses related to the Code of Conduct and the PSEA policy and report any safeguarding concern such asbreaches oforganizational policies or codes of conduct according toActed’s procedures. The Project Assistant (Community-Based Protection CBP) carries out work duties in a way that does not harm children, vulnerable adults or other staff or volunteers.

JOB PURPOSE

The Project Assistant (Community-Based Protection CBP) supports the CBP Project Officer in the implementation of community mobilization and protection activities across ACTED-supported sites in Northwest Syria under the mobile response approach. In sites where a Camp Management Unit (CMU) is present, ACTED complements its work; in sites without a CMU, ACTED assumes direct camp/site management responsibilities. The CBP Assistant contributes to activities such as Communication with Communities (CwC) schemes, governance structures, awareness sessions, emergency committee meetings, and focus group discussions (FGDs). The Assistant also supports the supervision of CCCM Outreach Workers and ensures timely coordination with site residents, committees, and service providers. If the need arises, management may ask the employee to support another camp or site (mobile) or another department from time to time.

OBJECTIVES

  • Support the Community-Based Protection Project Officer in the development, implementation, and follow-up of an effective Communication with Communities (CwC) scheme, and in the establishment and functioning of protection and women committees.
  • Assist the CBP Officer in the establishment and support of self-governance structures in informal settlements (IS) and collective centers (CCs).
  • Provide support in the management and supervision of Outreach Workers, ensuring their effective involvement in CwC and governance activities.
  • Contribute to the reporting of CwC and self-governance activities, ensuring proper documentation and timely submission to the CBP Project Officer.
  • Support in monitoring health cases in coordination with health partners and in documenting death incidents in the sites.
  • Assist in establishing and maintaining fire safety mechanisms, including fire safety points, identification and training of firefighters, and follow-up on refilling fire extinguishers.
  • Support the CBP Project Officer in collaborating with other CCCM units (IM, Site Maintenance, WASH) and with external partners.
  • Assist in the implementation of initiatives, recreational activities, and awareness campaigns across sites.
  • Take responsibility for the Community Mobilization warehouse (inventory management, physical checks, and monthly reporting).
  • Support monitoring protection-related matters (services, gaps, risks) and refer findings to the CBP Project Officer, copying the Senior Protection Specialist when relevant.
  • Contribute to the mainstreaming of protection standards across all CCCM units, governance structures, and partner programming.
  • Support the identification, follow-up, and referral of cases at risk and individuals in need of protection services, ensuring safe and confidential handling.
  • Support all camp residents—especially women and girls—to feel safe and comfortable raising their concerns.
  • Assist in the development and strengthening of referral pathways in coordination with the CBP Project Officer.
  • Report on all protection-related activities conducted, ensuring timely submission to the CBP Project Officer.
  • Recommend and support community engagement initiatives, particularly those promoting the participation of women, youth, and marginalized groups.

DUTIES AND RESPONSIBILITIES

1. Support implementation of an effective CwC scheme in identifying and monitoring the protection risks and concerns in the camp

  • Support the CBP Project Officer in planning and implementing Communication with Communities (CwC) activities, including awareness messages, campaigns, feedback sessions, and protection-focused messaging.
  • Actively engage communities through block-to-block messaging, FGDs, campaigns, and awareness sessions (including protection-specific sessions).
  • Ensure immediate action is taken to respond to residents’ requests for information on available services.
  • Assist the project officer in preparing and sharing monthly CwC activity reports with relevant stakeholders (actors, local authorities, coordination bodies).
  • Support in organizing sensitization and awareness campaigns, including safety and protection spot checks in sites.
  • Support the Protection Officer and project officer in conducting regular safety audits with protection actors.
  • Participate in the analysis of protection and safety risks, particularly those affecting women and youth.

2. Support establishment and strengthening of governance structures

  • Assist the project officer in managing governance activities, including weekly planning, community consultations, and the establishment or strengthening of governance committees.
  • Support the organization of community-led elections/appointments and assist in the drafting of governance ToRs when needed.
  • Facilitate or monitor governance meetings and provide logistical support.
  • Support delivery of basic training to governance representatives (e.g., Humanitarian Principles, Sphere Standards).
  • Assist in organizing community-led events in coordination with governance structures and the broader population.
  • Maintain accurate records of governance-related activities (attendance sheets, minutes, photos).
  • Flag challenges in governance inclusivity to the project officer/Team Leader (e.g., underrepresentation of women/youth).

3. Ensure protection mainstreaming through the CwC/self-governance activities

  • Integrate gender, protection, and GBV considerations into all CwC and governance activities.
  • Promote and adhere to PSEA (Prevention of Sexual Exploitation and Abuse) principles.
  • Encourage and promote the participation of women, youth, and marginalized groups.
  • Immediately refer protection cases to the project officer, copying the Senior Protection Specialist, for referral to appropriate actors.

4. Supervise CCCM outreach workers / ILs

  • Assist the project officer in supervising Outreach Workers/ILs, including attendance tracking and follow-up with Finance.
  • Support training, mentoring, and capacity-building of Outreach Workers to improve their performance.

5. Support in follow-up the sites incidents and fire safety points

  • Assist the project officer in establishing and maintaining fire safety points in sites.
  • Support in identifying and training community firefighters.
  • Follow up on the refilling of fire extinguishers and maintain trackers for fire incidents and extinguishers.
  • Support the project officer and Community Mobilization team in conducting fire safety campaigns.

KEY PERFORMANCE INDICATORS

  • # of trainings/awareness sessions completed with governance structures.
  • # of community-led events organized in consultation with site populations.
  • # of awareness campaigns implemented (including protection, fire safety, hygiene, UXO and other themes).
  • # of focus group discussions (FGDs) facilitated to identify priority topics and community concerns.
  • # and diversity of participants (women, youth, elderly, PwDs) represented in governance structures, FGDs, and sensitization sessions.
  • # of Outreach Worker/ILs (ORW) attendance sheets correctly filed each month.
  • # of monthly trackers accurately completed and submitted.
  • # of monthly reports and physical inventory reports submitted on time.
  • # of weekly protection reports submitted to the CBP Officer / Protection Specialist.
  • # of protection/vulnerable cases effectively and safely referred through established referral pathways.

QUALIFICATIONS

Required:

  • At least High school certificate.
  • One-year experience working in NGOs/INGOs.
  • Proficiency in Arabic (spoken and written).
  • Positive attitude and a willingness to learn.
  • Strong attention to details.
  • Interpersonal and communication skills.

Desired:

  • Past job experience in CCCM activities
  • Past job experience in protection.
  • Good computer skills (MS office Excel, Word and Outlook).
  • Resident of Idleb Governorate.
  • Working Knowledge of English (enough to fill simple forms and trackers)
