General Coordinator (Head of Mission) (M/H) – Mexico At Doctors of the World

Doctors of the World, a medical association committed to international solidarity, has been dedicated for 40 years to serving the most vulnerable populations here and abroad, to bearing witness to the barriers identified in access to healthcare and to achieving sustainable improvements in health policies for all.

Context

Doctors of the World France-Mexico (MdM-F) has been present in Mexico for more than 25 years, intervening in different socio-political moments and with projects that have evolved according to the health needs and the humanitarian context in this region.

In its interventions, MdM works in partnership with the health sector, the human rights sector, and social organizations that share the same objective of protection and care.

The program on migration and forced displacement seeks to improve access to healthcare and protection mechanisms for the migrant population. To this end, work is being done in the following areas:

Strengthening public institutions involved in responding to this population, promoting equity in access to services, especially health and protection;

Strengthening the capacities of civil society organizations;

Health care, through 2 mobile health brigades (Ciudad Juárez and Tapachula), a fixed clinic (Tapachula), support in the public health system, and case management of GBV survivors (Tapachula);

Political advocacy to raise awareness of the problems of migration and forced displacement.

MdMF implements its activities in Tapachula, Ciudad Juárez and has its coordination office in Mexico City in conjunction with MdM CH.

Main responsibilities

As General Coordinator of the MdM FR mission in Mexico, you are responsible for the overall management of the MdM mission in Mexico.

Their responsibility is to manage a mission developed across a set of sites in a given territory, ensuring that programs meet operational, administrative, financial, human, material, organizational, and security objectives, coordinating and motivating a team

You are responsible for deploying MdM frameworks, policies and procedures, and you coordinate the implementation of the MdM partnership project in a given territory, placing it within a socio-political context.

You must also develop and encourage policy advocacy and collaborations among various actors, and ensure the good visibility and integration of MdM in the country

You also serve as a liaison with all departments and services located at MdM headquarters to ensure smooth mission management with the support of the desk manager.

Key tasks

  • Strategic Management: You are responsible for the strategic guidelines, and for reviewing the country strategy in a timely and participatory manner (field and headquarters).
  • Security Management: You are responsible for and ensure the management of security, including: updating security guidelines and their implementation by the teams; and constantly monitoring and analyzing the country and regional context and humanitarian access. You will liaise with the headquarters security desk and point of contact in a timely manner and in accordance with internal protocols.
  • You are also responsible for the annual review of the Emergency Preparedness Plan and ensure that teams are trained on the subject, in close collaboration with the field and headquarters coordination teams.
  • Human Resources: You define the human resources organizational chart according to requirements and needs. You ensure and support the implementation of MdM’s HR policies. You directly manage the eight coordinators (defining objectives, conducting evaluations, etc.) and support them in managing their teams. You facilitate coordination meetings (including those with field coordinators).
  • Donor relations: You are responsible for representing donors (current and new), including negotiations regarding proposals for ongoing/new contracts, and maintaining timely exchanges on programming and strategy.
  • Strengthening partnerships with stakeholders: You promote the identification of new partners at all levels (especially institutional, CSOs, etc.) and the formation/consolidation of (new) alliances. You ensure the effective coordination of MdM activities with key stakeholders.
  • Public representation: You represent MdM France at local, regional, national and international meetings and events.
  • Administration, Finance, and Logistics: As the budget manager, you ensure the proper use of allocated funds, the preparation and review of the annual and quarterly budgets, and report any discrepancies. You also ensure that appropriate logistical, administrative, and financial structures and procedures are maintained in accordance with MdM regulations and local authorities.
  • Co-construction of collaboration in the International Network MdM: You co-construct the close collaborative relationship with Doctors of the World Switzerland (CH), present in Mexico, within the framework of the internal agreements to the International Network of MdM.

His colleagues

You work under the direct supervision of the Desk Manager based at MdM FR headquarters in Paris. You also work closely with the technical and support staff at headquarters and the Partnership Representatives who support the mission strategy in Mexico.

The aim is to work in relation to the Doctors of the World International network, and in particular the general coordinator of Doctors of the World Switzerland (CH) in Mexico and the regional coordinator of Doctors of the World Spain present in the Central America region.

You will manage a mission of approximately 30 employees. You are directly responsible for a coordination team comprised of the following positions: an Administrative Coordinator, a Medical Coordinator, a Logistics Coordinator, a Program Manager, an SMAPS Coordinator, two field coordinators (one in Tapachula and one in Ciudad Juarez), and the FON (Feminists Opportunities Now) Project Manager.

You are the person we are looking for if you match this ideal profile:

  • Training in International Cooperation, Social Sciences, Political Science with a minimum level of Master’s degree.
  • Training in public health and/or medical training would be an advantage.
  • Successful similar experience of at least 3 years as a GenCo (HoM, Country Director)
  • Experience in coordinating humanitarian programs and fieldwork, minimum of 3 years. Experience in conflict situations is an advantage.
  • Experience in human rights programs, with an emphasis on the right to health, sexual and reproductive rights, and social and cultural rights
  • Experience in team management, negotiation and collaboration with institutions, local/health authorities, partners, NGOs and donors, strategic planning.
  • Experience in development and working in collaboration with partners and a network of organizations
  • Experience in humanitarian access and sporadic humanitarian response: analysis of socio- and geopolitical context, distinct cultural context, and successful experience in security management in sensitive contexts
  • Ability to withstand stressful situations and isolation
  • Ability to define and develop a strategic vision
  • Experience in representing NGOs to institutional donors
  • Work experience in adjusting the human, material and financial resources promoted in the planning of activities
  • Proficient in basic computer programs (office suite and internet)
  • Fluency in Spanish is essential. Oral and written proficiency in a second language (English or French, minimum level C1) is required.

You will not be the good candidate if:

  • has no work experience and/or particular interest in political advocacy activities
  • has no work experience in Latin America
  • has no respect for cultural, ethnic, or sexual diversity
  • It lacks respect for and adherence to the rules established by MdM
  • does not commit, does not accept to share the values ​​of Doctors of the World and does not adhere to its associative model

Employment conditions:

  • Start date: as soon as possible
  • Fixed-term contract of eight months
  • Salary: 4,067 euros gross monthly salary for 13 months
  • Based in Mexico City with occasional trips to the regions where we carry out project activities in Colombia
  • Expatriation allowance (10% of gross monthly salary)
