COUNTRY PROFILE
Ranked 163rd out of 191 on the Human Development Index (HDI), Haiti is experiencing a deterioration in its socio-economic, political, and security situation, which has recently exacerbated its structural problems. This deterioration is reflected in particular by the impoverishment of households, linked to a particularly high rate of inflation, while the country depends on food imports for 60% of its needs, and to rising insecurity.
Initially concentrated in certain neighborhoods of the city of Port-Au-Prince, the activities of armed gangs have intensified and spread throughout most of the metropolitan area (ZMPAP), as well as in departments like Artibonite, thus exposing a significant proportion of Haitian households to abuses and internal displacement.
Haiti is one of the 10 countries in the world most vulnerable to natural disasters. The 2021 earthquake, which struck Haiti on August 14, had devastating effects on livelihoods and the country’s infrastructure. Furthermore, in 2022, social unrest spread throughout the country due to the fuel crisis and the rising cost of living.
The IMPACT Haiti team is seeking a Senior Evaluation Officer to strengthen the capacities of the evaluation officer under their responsibility, and to renew the Multisectoral Needs Assessment (MSNA) in 2026 across the entire Haitian territory.
The MSNA is IMPACT’s largest project in Haiti, aiming to assess the humanitarian needs of populations across the country and across all humanitarian sectors. The project will collect data from approximately 4,000 households over two months. Project preparation requires strong coordination skills among all teams, active participation in internal and external meetings, capacity building for colleagues, and excellent writing skills for all planned deliverables.

FUNCTIONS
Under the supervision of the Research Manager of the Multisectoral Unit for Annual Planning and Humanitarian Monitoring, the Senior Evaluation Officer is responsible for implementing IMPACT’s research cycles in Haiti, including the preparation, data collection, analysis, writing, dissemination, and evaluation phases. Throughout the research cycles, the Senior Evaluation Officer engages with partners to promote their participation and maximize their impact. They also ensure the efficient and transparent use of resources required for project implementation. This may include the direct supervision of evaluation teams.
The senior evaluation officer will be specifically responsible for:
The implementation of the MSNA research cycle, in particular:
- the preparation of the research design, sampling, terms of reference, with humanitarian coordination (information manager and sector leads, and Inter-Sector Coordination Group)
- the preparation of data collection tools and field tests in coordination with the Field Manager
- the development of training materials
- Where applicable, managing and coordinating with data collection partners and monitoring data collection and quality in coordination with the Field Manager
- the development of the data analysis plan and the entire analysis process
- the production of internal and external presentations (i.e. to clusters, to the Information Management Working Group (IMAWG))
- the production of reports, information sheets, dashboards, etc.
- the supervision of one or more AO/JAO present on the project
RESPONSABILITES
The Senior Evaluation Officer is responsible for overseeing the planning, implementation, and monitoring of the research cycles to which they are assigned, in close coordination with other team members and relevant external partners. In doing so, the Senior Evaluation Officer will ensure the effective management of projects and related resources, including (where applicable) national and international evaluation staff responsible for hierarchical management.
More specifically, the senior evaluation officer is responsible for the following tasks:
Research planning and implementation:
- To ensure the quality and smooth running of the entire MSNA research cycle and to support links with other existing projects (HSM)
- Analysis of the context and identification of existing information gaps;
- Ensure that the research cycle is implemented in accordance with REACH standards;
- Technical proposals on the choices and practices of research methodologies and their implementation (creation of questionnaires, participation in the creation of data collection monitoring tools, etc.);
- Réalisation des produits MSNA (Termes de référence, produits finaux).
- Assurer la coordination du projet MSNA, avec l’ensemble des équipes Data, GIS, Opérations, Sécurité ainsi que la Coordinatrice Pays.
- Assurer le suivi de l’ensemble de la collecte de données, y compris soutenir l’équipe data dans le nettoyage de certaines données.
- Assurer la praticipation des partenaires externes dans la planification de la recherche, notamment les clusters, secteurs et groupes de travail de la coordination humanitaire.
Participer à l’identification des besoins logistiques, RH et financiers
- Participation fréquente aux réunions internes d’IMPACT;
- Identification des besoins RH, logistiques et financiers pour la MSNA ;
- Suivi des délivrables et du chronogramme des collègues sous sa responsabilité.
Engagement et renforcement de capacités externes :
- Assurer un engagement régulier auprès des structures de coordination humanitaire ainsi qu’un renforcement de capacité
- Dispenser des formations auprès de partenaires externes (techniciens, gouvernementaux, ONG, etc) lorsque nécessaire (p.e. sur les données MSNA) ;
- Participation et organisations de réunions de l’IMAWG lorsque pertinent ;
- Participation aux réunions des différents clusters et identification des besoins potentiels des clusters, ainsi que des opportunités de projets ;
- Représentation de REACH auprès des partenaires externes : ONG locales et internationales, acteurs gouvernementaux ;
- Présentations des résultats des projets IMPACT lors des ateliers pertinents.
Gestion d’équipe, renforcement de capacités et stratégie pays :
- Assurer la stratégie de recherche des projets IMPACT et le management hiérarchique d’un Chargé d’évaluation
- Assurer la répartition des tâches au sein de l’équipe de chargés d’évaluation (1 chargé MSNA, 1 chargé en appui) ;
- Développer les compétences, mettre en place des méthodes de renforcement de capacité pour l’ensemble des chargés d’évaluation, SIG et data en matière de recherche ;
- Préparation de supports de formation ;
- Identification des potentiels de formation internes et externes pour l’équipe ;
- Assurer le développement et le suivi de la stratégie pays pour l’équipe recherche.
CONDITIONS REQUISES
- Formation universitaire : Excellentes qualifications universitaires, y compris un Master dans une discipline pertinente (relations internationales, sciences politiques, recherche sociale, sociologie, économie, études de développement, ou similaire).
- Environnement de sécurité Capacité à opérer dans un environnement de sécurité complexe et difficile ou expérience précédente dans des contextes à fort défi sécuritaire un atout ;
- Familiarité avec le système d’aide Familiarité avec le système d’aide et avec les méthodes de recherche ;
- Excellent communication and report writing skills, including proven experience contributing to high-level presentations/briefings.
- Years of professional experience:Â At least 3 years of relevant professional experience or proven progression within IMPACT.
- Research skills : Excellent research and analytical skills. Experience in evaluations. Monitoring and evaluation, field research, and evaluations are an asset.
- Software skills:Â Proven knowledge of the Microsoft Office suite, particularly Word, Excel, and PowerPoint. Advanced skills in R or other statistical analysis software are an advantage. Experience with InDesign, Tableau, or Power BI is a strong asset.
- Skills in managing diverse tasks;Â Ability to perform multiple tasks under tight deadlines, across numerous research cycles in a complex environment;
- Level of independence : An autonomous person with a proven ability to work independently;
- Intercultural work environment;Â Ability to function in an intercultural environment requiring flexibility;
- Language skills:Â Proficiency in French and English required;
COMPENSATION AND BENEFITS
- For this position, the salary is between CHF 2,820 and CHF 2,880 per month (before income tax), etc., as well as a monthly living allowance of USD 300.
- Note: IMPACT salaries are strictly determined by our salary scale based on job grade and staff education level. A security and/or isolation adjustment, depending on the location, is then applied to account for the fact that some staff members must work in challenging environments where living and working conditions are significantly more difficult than elsewhere.
- Accommodation and food in a guesthouse.
- Membership in a Swiss private pension fund (Swisslife – approximately 9.975% of gross employee salary), health insurance, life insurance and repatriation assistance
- Airfare every 6 months and visa fees covered (travel expenses within the country and business expenses are fully covered)
- R&R after 2-3 months (airfare up to $500 + $200 living allowance) if the duty station permits
- Contribution to baggage transport: between 20 and 100 kg, depending on the duration of the contract (+ baggage and personal belongings insurance)
- Annual leave of 36 days per year. Public holidays of the country of assignment. Leave for family or compassionate reasons, if applicable.
- Pre-departure initiation – 3 days at IMPACT Initiatives headquarters in Geneva + one week of pre-departure training at ACTED headquarters in Paris, including 4 days of on-site security training;
- IMPACT prioritizes the psychological safety of its staff and the health insurance provided covers, among other things, up to €1000 per year of psychosocial counseling costs.
- This base is not a family assignment location.
