Training on Proposal Writing At Peace Track Initiative

1. Background

[PTI] is a civil society organization working on peacebuilding, women’s empowerment, and political inclusion in Yemen and the MENA region. In a highly competitive funding environment, there is a growing need to strengthen the capacity of both PTI staff and its wider network to develop high-quality, competitive funding proposals.

To support this, PTI seeks to engage a qualified consultant to design and deliver a practical training on proposal writing and fundraising.

2. Objective of the Training

The objective of this training is to equip participants with the knowledge and practical skills to:

  • Develop strong, coherent, and competitive proposals
  • Identify and respond to funding opportunities
  • Structure concept notes and full proposals effectively
  • Align project ideas with donor priorities
  • Apply Theory of Change thinking to design clear and results-oriented proposals
  • Strengthen collaboration in proposal development

3. Scope of Work

The consultant will be responsible for:

A. Training Design

  • Develop a tailored training curriculum
  • Ensure the training is practical, interactive, and results-oriented
  • Adapt content to participants with different levels of experience

B. Training Delivery

  • Deliver a 2–3 day interactive training
  • Use participatory methodologies such as:
    • group work
    • proposal drafting exercises
    • case studies
    • peer review sessions

C. Key Training Topics

The training should cover:

  • Introduction to fundraising and donor landscape
  • Understanding donor priorities and requirements
  • Proposal structure:
    • problem statement
    • objectives and results
    • activities and methodology
  • Introduction to Theory of Change:
    • understanding Theory of Change and its importance
    • linking problems, interventions, and expected outcomes
    • identifying assumptions and risks
    • using Theory of Change to strengthen proposal design
  • Logical frameworks (basic introduction)
  • Budgeting basics (optional but recommended)
  • Writing strong concept notes
  • Common mistakes in proposal writing
  • Practical proposal development exercises

D. Training Outputs

The consultant is expected to deliver:

  • Training agenda and detailed session plan
  • Training materials (presentations, templates, examples)
  • Sample proposal templates or tools
  • Brief training report summarizing key outcomes and recommendations

4. Participants

The training will target:

  • PTI program and management staff
  • Members of the core group

5. Duration and Timeline

  • Preparation and design: 2 days
  • Training delivery: 2–3 days
  • Reporting: 2 days

6. Deliverables

The consultant will provide:

  1. Inception note (including training approach and agenda)
  2. Training materials
  3. Delivery of training sessions
  4. Final training report

7. Required Qualifications

The consultant should have:

  • Proven experience in proposal writing and fundraising
  • Track record of successful proposals with international donors
  • Experience delivering training to NGOs or civil society organizations
  • Strong facilitation and communication skills

8. Reporting and Coordination

The consultant will report to the Co-Director and coordinate with relevant team members.
