The Program
Australia Awards Cambodia is an Australian Government initiative managed by Tetra Tech International Development. The current phase of the Program started in May 2018 and will run until May 2026.
Through the provision of long-term Australia Awards Scholarships and short-term education and training opportunities (e.g., short courses, local training, study tours, institutional twinning arrangements), the Program aims to provide Cambodians with the skills, knowledge, and professional networks with Australians and Australian organisations with which to make positive contributions to national development.
The Position
The Royal Government of Cambodia, through its Digital Economy and Social Policy Framework 2021-2035, aims to build a vibrant digital economy and society to accelerate new economic growth and promote social well-being. It aims to achieve this goal by building digital infrastructure, attracting domestic and foreign investment, promoting new business ventures, increasing productivity, and promoting economic competitiveness. Specifically, the policy framework focuses on five components, divided into two foundations which include: (1) developing infrastructure to enable digital transformation and (2) building reliability and confidence in digital system; and three pillars including: (1) building digital citizens, (2) building digital government and (3) enabling digital businesses.
AAC intends to design and deliver a short course that will build human resource capacity among members of these last two categories, namely government officials involved in building digital government, and tech businesses in the start-up and acceleration phases of their development.
The course would provide an opportunity for participants to meet with, learn from, and establish networks with a range of Australian start-up hubs, coworking communities, not-for-profit hubs, business incubators and relevant networks, venture capitalists, angel investors, start-up events, business associations, successful Australian start-ups, DFAT, Austrade, etc.
AAC requires technical inputs from a short-term adviser who will produce the Concept Note for the short course and play a role in the tender process to select an Australian provider to design and deliver the course.
The Person
The ideal candidate has demonstrated experience in the following areas:
- Reviewing or assessing business start-up accelerator ecosystems
- Experience or understanding of planning and designing entrepreneur incubation programs.
- Designing training programs is desirable.
- Assessing tender proposals and providing rationales
- Demonstrated ability to write detailed and articulate concept notes.
