A major player in the social and solidarity economy, the French Red Cross manages a network of over 600 establishments and services in the health, social care, and training sectors. It also heads 12 regional health and social training institutes.

Internationally, the CRF operates in 16 countries alongside National Societies and 3 regional platforms (PIRAC, PIROI and PIROPS), on the following themes: Health and Disaster Risk Management.

Just as in the work it develops and implements in France, the French Red Cross internationally integrates all its missions into a framework of sustainable humanitarian action. This translates into a coordinated approach to emergency, post-emergency, crisis recovery, and reconstruction activities, aiming for maximum effectiveness. PURPOSE OF THE POSITION :

Ensures the quality, consistency and relevance of the SDSN (Support for the Development of National Societies) approach to CRF operations in North and West Africa, guaranteeing its alignment with the CRCR Movement’s reference framework and localization objectives.

Develops, adapts, and disseminates approaches, tools, and support methods to bolster the institutional, organizational, and operational strength of partner National Societies. Also provides technical support to operations in analyzing organizational development needs, implementing, and capitalizing on related projects.

MISSIONS AND ACTIVITIES:

To provide technical support for the design, implementation and evaluation of the SDSN approach in the field

  • Support Operations in analyzing the evolution of the National Security Strategy (Moroccan Regional Council and other National Security Systems), the country-level Strategic Data Management Strategy (SDSN) and its implementation, with a focus on organizational development. Support the relevant desks in developing a regional SDSN strategy and associated action plan.
  • Support the relevant CRF delegations in the evaluation and monitoring framework of the quality of the partnership with partner SNs.
  • Supporting the framing, writing and operationalization of organizational development (OD) initiatives, analyzing the results obtained, questioning the relevance and quality of the technical projects designed, identifying the needs for change and participating in their evaluation and impact measurement.
  • Participate in the inclusion of a SDSN approach and in particular organizational development activities in the larger projects/programmes submitted by the CRF to donors

Participate in the development and capitalization of the SDSN approach internally

  • Contribute with the Head of Department and the Head of the AO Desk to the operationalization and capitalization of the new operational model of the DOI centered on the SDSN.
  • Develop SDSN methodological tools and innovative approaches, in coordination with the other SDSN technical expert.
  • Participate in the promotion, dissemination and capitalization of the SDSN approach, methodologies and tools among all teams.

Contribute to the development of strategic partnerships and the positioning of the CRF

  • Participate in donor dialogue and the search for specific funding
  • Supporting delegations and headquarters (desks and SDSN dept) in networking with other actors in the Movement in charge of NSD.
  • Participate in the various internal and external technical working groups of the CRCR Movement in connection with the DO in the region and identify strategic partnership opportunities.

Employment conditions

  • Status type : expatriate
  • Contract type : Fixed-term contract under French law/end-of-contract bonus paid
  • End-of-year bonus : equivalent to a 13th month’s salary, prorated to time worked.
  • Per diem : daily per diem that varies depending on the country
  • Leave : 5 weeks of paid leave per year and 21 days of compensatory time off – Airfare fully covered by the French Red Cross for travel between home and mission for 6-month leave periods
  • Health coverage : CFE + MSH Mutual Insurance (100% coverage) – 75% covered by the CRf
  • MedEvac/repatriation insurance : YES
  • Other types of insurance : life insurance (death and disability)

Experiences / Training:

SKILLS

  • Expertise in the field of national society development and support for the organizational development of civil society organizations,
  • Expertise in organizational strengthening of HR and/or financial viability would be desirable.
  • Skills in adult education and tool design,
  • Proficiency in project cycle management, particularly in the design and impact monitoring and evaluation phases,
  • Patient, diplomatic, able to work in a team and in a functional relationship.
  • Organizational and planning skills,
  • Good analytical and synthesis skills, and good writing abilities.
  • A good knowledge of the International Red Cross and Red Crescent Movement and the IFRC’s National Society Development (NSD) framework is highly valued.
  • Strong commitment to changing the challenges of international solidarity and the localization of aid.
  • Fluent English required.

PROFILE

  • Higher education (Master 1 minimum)
  • Proven experience (≥ 3 years) in strengthening the organizational and institutional capacities of civil society actors, public institutions or humanitarian structures internationally, ideally in an area of ​​expertise of the CRF
  • Field experience as a project/programme manager and/or country representative in the humanitarian or development sector (≥ 3 years).
