HEAL – INNOVATE – TOGETHER
Since its creation in 2009, ALIMA has treated more than 10 million patients and now operates in 12 African countries. In 2021, we developed more than 60 humanitarian medical response projects to address the needs of populations affected by conflict, epidemics, and extreme poverty. All of these projects are carried out in support of national health authorities through nearly 357 health facilities (including 45 hospitals and 312 health centers). We work in partnership, particularly with local NGOs, whenever possible to ensure that our patients benefit from expertise wherever it is available, whether in their own country or elsewhere in the world. Furthermore, to improve the humanitarian response, we conduct operational and clinical research projects, notably to combat malnutrition and viral hemorrhagic fevers.
THE ALIMA TEAM
More than 2,000 people currently work for ALIMA. The field teams, working closest to patients, receive support from the coordination teams, generally based in the capital cities of the countries where they operate. These teams are supported by the four desk teams and the emergency and openings team based at the operational headquarters in Dakar, Senegal. The teams in Paris and New York actively work on fundraising and representing ALIMA. The rest of the ALIMA network includes individuals and partner teams working for other organizations such as the medical NGOs BEFEN, ALERTE Santé, SOS Médecins/KEOOGO, and AMCP; the research organizations PACCI and INSERM; the Universities of Bordeaux and Copenhagen; the NGO Solidarités International; and many others.

ALIMA promotes and defends fundamental human rights principles. ALIMA has a zero-tolerance policy towards those guilty of gender-based and sexual violence, as well as towards inaction in the face of alleged or proven acts of violence. The protection of those benefiting from and impacted by our work is our top priority in everything we do. Everyone collaborating with ALIMA commits to:
● Respect the charter, the code of conduct, institutional policies including the policy for protection against abuse of power and gender-based and sexual violence, the policy for the prevention of corruption and fraud;
● Report any violation of policies, framework documents and procedures to a supervisor, a manager, or a designated contact person.
ALIMA IN DRC:
Founded in 2009, ALIMA has been present in the Democratic Republic of Congo (DRC) since 2011. ALIMA has extensive experience in responding to epidemics (Ebola, Measles, Cholera, and COVID-19), nutrition, primary and maternal health, gender-based violence (GBV), and WASH (water, sanitation, and hygiene). This expertise is reflected in the implementation of some sixty projects across a large part of the DRC.
ALIMA is currently implementing 8 medical-nutritional and epidemiological projects:
- A multi-sectoral project in North Kivu and Ituri funded by the US government
- A multi-sectoral project in Ituri and North Kivu funded by the CDCS
- An environmental project in North Kivu and Ituri funded by the CDCS
- A multi-sectoral project in Ituri and North Kivu funded by ECHO
- A multi-sectoral project in South Kivu funded by the FH
- A health project in South Kivu funded by the EU EDCTP
- A health research project in Kinshasa funded by the HUG
- An emergency Ebola project in Kasai funded by the Start Fund

Level 3: As part of their duties, the incumbent will be required to visit programs and be in contact with children and/or vulnerable adults. Therefore, a criminal record check or the presentation of a certificate of good conduct will be required.
In situations where it is impossible to provide a criminal record or a certificate of good character, a declaration on honor will be required.
FUNCTIONAL AND HIERARCHICAL LINKS
- He/She reports to the OCHA Project Coordinator (FH) based in Bunia
- Working closely with the FH project team (medical lead, administration manager, logistics manager and nursing manager) and other Consortium staff
- He/She collaborates with the coordination team (medical, logistical and financial and human resources) and with the Consortium partners.
MISSION AND MAIN ACTIVITIES
JOB TYPE
Under the supervision of the Project Coordinator, provides support for the implementation of the Project in its area of intervention, in line with the strategic plan and the mandate of ALIMA.
- He/She provides support for the implementation of the project and contributes to the results set for the project according to the evolution of the humanitarian situation and the needs in the intervention area and on the basis of the pre-established medical-operational objectives in collaboration with the Coordination, in compliance with humanitarian principles and the mandate of ALIMA,
- He/She participates in monitoring and ensuring the proper execution of the Consortium project, in collaboration with the operational team and with the technical support of the Coordination team.
- He/She participates in the monitoring of programmatic indicators and contractual donor indicators and in monitoring project expenditures – with the support of the project, in coordination, and in communication with governmental and non-governmental actors in relation to the project under the supervision of the FH project manager.
The consortium manager, first and foremost, must:
- Acting in line with ALIMA’s mandate, humanitarian principles and the principle of “Do no harm”;
- Respect the operational strategy defined with the other coordinators (collaborate with other humanitarian, international and governmental actors present in the intervention area.
1. Definition and strategic planning
- Ensures project planning in collaboration with the project manager.
2. Implementation of programs
A. Project Management and Monitoring
- Applies project management tools made available to him/her as part of the action
- Monitors adherence to the established timeline and objectives set in collaboration with the project manager.
- Evaluates the project objectives and their implementation (financial, human, logistical, etc.) through the preparation of regular, concise and relevant reports for the coordination team (SITREP).
- Supports the Project Manager in monitoring each department present at his base and ensures the proper implementation of activities according to the objectives set.
- Ensures effective communication within his team and a smooth flow of information (operational objectives, tools, timeline, context…).
- Organizes, leads and documents coordination meetings with their team, according to the frequency defined with the country coordination (weekly or daily in case of emergency intervention)
- Organize the project’s memory by keeping a written record of its evolution.
B. Representation
- Participates in FH consortium coordination meetings in his area of intervention (sub-cluster, response meetings…).
- Collaborates with humanitarian and medical actors to ensure good coordination of activities and teams in the intervention area and the pooling of resources.
- After validation of the CP, may be asked to carry advocacy messages to stakeholders and/or local authorities.
- With the support of the CP (head of mission and/or medical coordinator), organizes visits from technical and financial partners in his area of intervention.
C. Management of material and financial resources
- Manages the action’s budget and must ensure that each department has control over budget lines in collaboration with the project coordinator.
- Participates in the monthly review of project expenditures and commitments and contributes to the analysis of financial data with the administrative manager at their base
3. Data analysis and reporting
Aspect Management Grant
a) Ensure that contractual obligations are met in terms of project deliverables;
b) Ensure that activities are implemented in accordance with the donor’s validation and the partners’ assent;
c) Ensure that the procedures and rules of the donors are understood and respected by all parties, by sharing information and, if necessary, organizing training on the proposed systems and procedures for managing the consortium;
d) Develop a reporting schedule approved by all members of the consortium;
e) Ensure that the external reporting of all consortium members is in line with the requirements of the donor and ALIMA and that the validated deadlines are respected by all;
f) Gather and consolidate narrative reports from consortium members for donor reporting;
g) Prepare the documents for any project modification, including budget revisions, amendments, or extensions. Ensure that these changes are made in close collaboration with consortium partners; with the Country Finance Manager, manage and negotiate any budget modification in accordance with the donor and ALIMA headquarters standards.
EXPERIENCES ET COMPETENCES
Experiences
- Prior experience in an equivalent position within an international NGO.
- Prior experience in degraded security environments and in emergency contexts.
- A medical or paramedical qualification or experience in medical project management is an asset
- Prior experience in managing multicultural teams.

- At least 3 years of field experience in program management and coordination (multisectoral: Health-Nutrition, WASH, food security, protection, etc.)
