Technical Supervisor (Electrician) At Emergency – Life Support for Civilian War Victims

Profile of the organization:

EMERGENCY Life Support for Civilian War Victims (EMERGENCY) is an independent Italian organization established in 1994 to offer high quality, free medical and surgical care to victims of war, landmines and poverty. It promotes a culture of peace, solidarity and respect for human rights.

Since April 2021, in partnership with Uganda Ministry of Health, EMERGENCY has been running the Children’s Surgical Hospital in Entebbe, a specialized pediatric surgical center, which offers high quality health services completely free of charge.

Main responsibilities and tasks:

  • Manages the team’s rosters and workload, ensuring tasks are correctly assigned and delegated, and always keeping in mind the possibility of unexpected events with the aim of guaranteeing continuity;
  • Oversees the maintenance activities, ensuring the quality and efficiency of the work, and escalating possible issues when needed;
  • Creates high quality protocols and procedures, writes instructions and records them in journals, to ensure quality of maintenance activities;
  • Proposes changes in the activities of maintenance and, upon approval of the Superintendent, implements them
  • Maintains records, prepares or provides contributions to reports and statistics, and drafts premises and maintenance-related correspondence;
  • Analyses past and current data and makes recommendations for improvement of quality in maintenance service;
  • Formulates a routine for the maintenance workers with the aim of avoiding disruptions of hospital activities while still keeping high standards of cleanness and IPC regulations;
  • Deals with external service providers and suppliers where relevant, such as for fire extinguisher maintenance, elevator authority inspections, boiler external maintenance services, utilities suppliers (Electrical energy, water, waste, diesel, LPG) and any other might occur;
  • Monitors the usage of utilities (energy, fuels, water, waste management areas), the plants and systems on a daily basis, reports consumptions and anomalies and proposes solutions/improvements to the Superintendent;
  • Liaises with store and procurement departments to ensure monitoring of stocks – for both consumables and spare parts –, guarantee that sufficient material is always available and propose purchase of material when needed for planned activities;
  • Supports and facilitates cost control of maintenance activities;
  • Ensures the proper installation and functionality of security equipment in all premises (i.e. fire extinguishers, smoke detectors, firefighting, etc.) by conducting proper review, inspections and testing.
  • Carries out the appraisal process of the maintenance workers with an evidence-based approach according to targets assigned and knowledge/skills assessment;
  • Ensures a safe and secure environment around all the premises;
  • Ensures that maintainers follow safety policies, guidelines and standards approved by Emergency NGO.

REQUIREMENTS:

  • Knowledge of Autocad, Excel and Word;
  • Knowledge of drawings related to the following fields: architectural, structural, mechanical, plumbing, electrical, which provide relevant insights on the construction and maintenance of the hospital;
  • Theoretical and practical knowledge of the main systems used in the hospital, including:
  • Knowledge of main IPC standards and application of such standard in all activities related to the hospital functioning and maintenance.
  1. Electrical systems (MV, LV, PV, UPS, Distribution, grounding and lightning system),
  2. Fire detection, firefighting,
  3. Mechanical systems (Chillers, Heat pumps, water pumps and ancillaries, Compressors and ancillaries, Medical Gasses generation, Vacuum system, dosing systems),
  4. IT hardware distribution, control systems.

Working Conditions:

  • Contract of employment: 12 months contract (6 months of probation period).
  • Salary: According to EMERGENCY salary scale.

  • Working place: Entebbe.
  • Tentative starting date: starting date may vary according to the hospital activities.
