The Australia Indonesia Partnership for Justice Phase 3 (AIPJ3) is a five-year, A$63 million investment by the Australian Department of Foreign Affairs and Trade (DFAT) to work in partnership with the Government of Indonesia (GOI) to support advancement of its priority law and justice reforms. Building on previous phases, AIPJ3 will support partners to deliver activities against agreed policy priorities, while maintaining flexibility to respond to emerging needs and opportunities. The program focuses on seven policy priorities that are important to Australia and Indonesia: accountability and transparency, criminal justice reform, preventing violent extremism, transnational crime cooperation, commercial law, access to justice, and women’s leadership.

The Role
The primary purpose of this consultancy is to design, develop, and propose a comprehensive and standardized Key Performance Indicator (KPI) framework for all positions within the organization, structured by job grades to improve efficiency for AIPJ3 to deliver people objectives. This framework will ensure consistent and measurable performance expectations, facilitate objective evaluation, and align individual and team contributions with the organization’s strategic objectives.

Under direct supervision of the HR & Office Manager, this position will be based in Jakarta with a flexible working arrangement.

About You

Roles and Responsibilities

Stage 1:

  • Conduct a thorough review of current Terms of Reference (TORs), organizational charts, grading structures, and strategic plans to understand the current state and identify gaps.
  • Conduct interviews with key stakeholders, including DT Global Contractor Representative, AIPJ3 Team Leader, Leads, line managers, and a representative sample of employees from various job grades, to gather insights on roles, responsibilities, and current performance measurement practices.
  • Analyse collected data to identify common responsibilities, required skills, and relevant discrepancies across similar positions and grades.

Stage 2:

  • Develop a comprehensive set of standardized KPIs for each defined job grade and job families, ensuring they are Specific, Measurable, Achievable, Relevant, Time-bound (SMART).
  • Define a clear measurement methodologies, data sources, and reporting frequency.
  • Ensure all proposed KPIs clearly link to and support the organization’s overarching strategic goals and mission.
  • Create clear guidelines and definitions for the interpretation and application of the standardized KPIs.
  • Develop a model for monitoring and evaluating KPIs to support effective performance reviews.

Stage 3:

  • Present the draft standardized KPI framework for feedback and validation.
  • Revise the framework based on feedback received, ensuring practicality and buy-in.
  • Prepare final documentation, a comprehensive document detailing the standardized KPI framework, matrix, measurement guidelines, and implementation recommendations.

Expected Outcomes

  • Detailed work plan, methodology, and timeline for the consultancy.
  • Comprehensive analysis of existing Terms of Reference (TORs), highlighting inconsistencies, commonalities, and areas for standardization.
  • Recommendations for KPI categories and structure.
  • Final KPI matrix by job grades with clear definitions and measurement methodologies.
  • Guidelines for KPI implementation, monitoring, and review.
  • Recommendations for integrating the new KPIs into existing performance management systems.
  • Final report on summary of the consultancy process, findings, and recommendations.

Selection Criteria

Essential Experience and Knowledge

  • Bachelor’s degree in human resources management, organizational development, business administration, or a related field.
  • Minimum of 5-8 years of demonstrated experience in HR consultancy work specifically in designing and implementing performance management systems and KPI frameworks.
  • Experience in conducting comprehensive needs assessments, stakeholder consultations, and data analysis related to HR and performance.
  • Good analytical and problem-solving skills.
  • Strong communication and facilitation skills (both written and verbal).
  • Proficiency in project management to ensure timely and high-quality delivery of consultancy outputs.
  • Proficient in Bahasa Indonesia and English (both written and spoken) is required.
  • High level of professionalism, integrity, attention to detail, and ability to work independently and collaboratively.
  • This position is for Indonesian only.

Desirable

  • Proven experience working with non-profit or development sector.
  • Familiarity with HR Information System (HRIS) and performance management software is an advantage.
