BACKGROUND

Lebanon stands at a pivotal juncture in its governance and reform trajectory. Despite years of overlapping crises, the country has made landmark progress in building an integrity and anti-corruption framework, including the adoption and (partial) implementation of the National Anti-Corruption Strategy (2020–2025), the establishment of the National Anti-Corruption Commission (NACC), and major legislative reforms on access to information, illicit enrichment, whistleblower protection, asset declaration, and public procurement. These milestones have laid the groundwork for the most coherent accountability architecture in Lebanon’s recent history.

However, these achievements remain fragile amid deep economic collapse, weakened institutions, and eroded public trust. While the strategic and legal frameworks are largely in place, implementation and enforcement mechanisms remain underdeveloped, and coordination among oversight institutions is still limited. The evaluation of the NACS highlighted the urgent need to consolidate progress by operationalizing national mechanisms, strengthening institutional capacities, and embedding corruption-risk management practices across public institutions.

In this context, the Integrity in ACTion Project is founded with the objective of improving the implementation of an institutionalised and targeted approach to prevent and combat corruption through improved coordination, operationalized oversight, enhanced preventive and enforcement mechanisms, and institutionalized integrity and risk-management practices, thereby advancing transparency, accountability, and public trust. The Project is designed to achieve this objective by working on three outputs:

Output 1: Institutional capacities to coordinate, monitor, and evaluate the National Anti-Corruption Strategy strengthened and operationalized through participatory and inclusive mechanisms

Output 2: Legal frameworks and oversight institutions for preventing and combating corruption strengthened and effectively operationalized.

Output 3: Sectoral Corruption Risk Management mechanisms and integrity systems strengthened across key public sectors.

The Office of the Minister of State for Administrative Reform (OMSAR) plays a central role in advancing public sector reform and supporting national efforts to strengthen transparency, integrity, and accountability across public institutions. In this context, OMSAR is leading and coordinating the development of the new National Anti-Corruption Strategy 2026–2030, in close collaboration with relevant national stakeholders and with technical support from UNDP. In parallel, OMSAR launched the Reinventing Government 2030 initiative, which aims to reshape Lebanon’s public administration, enhance institutional effectiveness, and restore citizen trust by redefining public administration around the principles of efficiency, inclusiveness, accountability, and citizen-centered service delivery.

UNDP has been providing technical and advisory support to OMSAR to strengthen its institutional and operational capacity to coordinate and follow up on the implementation of the National Anti-Corruption Strategy 2020–2025, support the development of the new strategy, and contribute to broader government reform efforts, including the Reinventing Government 2030 initiative. This support includes facilitating consultations and coordination with public institutions and partners; providing technical, policy, and legal inputs; supporting research, documentation, monitoring, reporting, CSOs engagement, and stakeholder outreach; and contributing to the overall management and follow-up of reform-related activities.

Based on OMSAR’s needs and priorities, UNDP is seeking to contract five (5) Research Assistants to provide flexible technical, research, coordination, analytical, communications, and implementation support across reform-related workstreams. The role is designed to support different assignments related to public administration reform, institutional development, service simplification, digital transformation, digital platforms, public communication, transparency, accountability, integrity, and anti-corruption.

  1. SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK

Under the general supervision of the UNDP IACT Manager, and in close coordination with OMSAR, the Research Assistant will support research, analysis, data collection, documentation, monitoring, reporting, communications, stakeholder engagement, and digital transformation activities related to public administration and governance reform. The role may support one or more reform workstreams, including public administration reform, government modernization, service delivery improvement, digital transformation, transparency, integrity, and anti-corruption.

Task 1: Research and analysis

  • Conduct desk research on public administration, government reform, institutional development, governance, transparency, integrity, anti-corruption, access to information, digital transformation, public service delivery, stakeholder engagement, and related topics.
  • Review and summarize strategies, policies, laws, institutional mandates, reports, action plans, reform roadmaps, international practices, and other relevant documents.
  • Support the development, review, implementation, and follow-up of reform initiatives, strategies, action plans, institutional tools, and technical outputs.
  • Prepare analytical notes, summaries, briefs, comparative inputs, presentations, background documents, and talking points to support decision-making, coordination, and technical discussions.
  • Assist in drafting and reviewing sections of reports and documents, including context, methodology, findings, analysis, recommendations, lessons learned, and follow-up actions.
  • Support the consolidation of inputs received from public institutions, partners, consultations, workshops, surveys, and coordination meetings.

Task 2: Data Collection, Monitoring, Reporting and Knowledge Management

  • Support the collection, organization, cleaning, verification, and analysis of qualitative and quantitative data related to reform priorities, institutional performance, implementation progress, stakeholder feedback, service delivery, communications, and digital transformation activities.
  • Compile information from strategies, action plans, progress reports, institutional responses, stakeholder consultations, surveys, monitoring tools, dashboards, digital platforms, and official sources.
  • Maintain and update tracking tools, contact lists, databases, matrices, workplans, calendars, monitoring sheets, and repositories of documents and evidence.
  • Analyze collected information in line with assigned objectives, work priorities, reporting requirements, and agreed indicators or milestones.
  • Contribute to documenting results, achievements, challenges, risks, lessons learned, recommendations, and follow-up actions related to governance and public administration reform activities.
  • Support the preparation of periodic progress updates, internal notes, donor or partner reports, meeting summaries, and other reporting products as needed.

Task 3: Communications, Content Development and Digital Transformation Support

  • Support the drafting, editing, proofreading, formatting, and updating of communications materials, including news items, website content, project updates, announcements, concept notes, social media content, presentations, and other public-facing or internal materials.
  • Assist in translating or adapting content between English and Arabic, ensuring clarity, consistency, and alignment with institutional tone and messaging.
  • Support the development, review, testing, and operational follow-up of digital tools, platforms, forms, dashboards, websites, or online services related to public administration and reform activities.
  • Coordinate with technical, communications, and institutional counterparts to collect content, review information, test digital workflows, document feedback, and follow up on required updates.
  • Support knowledge-sharing and visibility activities related to government reform, public sector modernization, digital transformation, transparency, accountability, and anti-corruption.

Task 4: Stakeholder Coordination, Meetings and Administrative Support

  • Support coordination with public institutions, international organizations, civil society, academia, private sector actors, youth groups, experts, and other stakeholders, as relevant to the assignment.
  • Assist in the organization of meetings, consultations, workshops, focus groups, trainings, technical discussions, and public or internal events.
  • Prepare agendas, invitations, attendance sheets, minutes of meetings, summaries of discussions, action points, and follow-up trackers.
  • Document stakeholder inputs and support the consolidation of feedback into reports, briefs, action plans, communication materials, or implementation tools.
  • Follow up on agreed actions, deadlines, required inputs, and coordination needs with relevant counterparts.
  • Provide general administrative, logistical, and coordination support required for the smooth implementation of assigned activities.

EXPECTED OUTPUTS AND DELIVERABLES

The Consultant is expected to complete the above tasks and activities noting that the total duration should not exceed 4 months with 17 working days per month.

INSTITUTIONAL ARRANGEMENTS

  • With day-to-day management the designated project manager or institutional focal point.
  • UNDP will be responsible for providing the contractor with all necessary materials related to the project in a timely thorough and transparent manner. UNDP will be also responsible to provide clarifications and facilitation of the work.
  • Day-to-day transportation from home to office (and vice versa) shall be covered by the Consultant’s own means. The Consultant will rely on his own means of communication and transportation.

DURATION OF WORK

The assigned duration for this consultancy is 4 months with 17 working days per month.

  • The consultancy is expected to commence immediately after contract signature, and to be completed by the 15th of October 2026, ( 4 months after contract signature).
  • The time needed to review/ comment/ approve deliverables and outputs is (5) five working days.

DUTY STATION

The research assistant will be based in Beirut in the Office of the Minister of State for Administrative Reform.

STANDARD MINIMUM QUALIFICATIONS

Education

  • A Bachelor’s degree in Public Administration, Political Science, Social Sciences, Communications, Development Studies, Information Management, Digital Transformation, or other related fields is required.
  • A minimum of one (1) year of relevant experience in research, data collection, analysis, communications, coordination support, digital content, project support, or stakeholder engagement, preferably in areas related to governance, public administration reform, government modernization, institutional development, digital transformation, transparency, integrity, or anti-corruption.

Language: Fluency in Arabic and English is mandatory (both oral and written)

“The Personnel will be covered with Health insurance and Personal accident insurance; the fees shall be deducted from personnel’s monthly payment”.
