TODAY:
Solidarités International (SI) has been working in the Sahel region for several years. In the Gulf of Guinea, SI has a valid registration in Benin, allowing it to operate in the region. In March 2023, SI conducted its first exploratory mission to Togo, Benin, and Côte d’Ivoire, with the support of local authorities, who facilitated access to the northern border areas of these countries. This mission provided access to the localities of Dapaong, Pognon, Tône, and Cinkassé in Togo; Matéri and Tanguièta in Benin; and Ouangolodougou, Kafolo, Tougbo, and Bolé in Côte d’Ivoire.
Since August 2023, SI has maintained a permanent presence in Northern Togo and Northern Benin, where the first interventions were implemented for the benefit of displaced populations, refugees and host communities, particularly in Dapaong (Northern Togo) and Natitingou (Northern Benin).
SI implements its interventions in partnership with national and international NGOs. In this capacity, SI collaborates with Handicap International on a project funded by ECHO, and with OREPSA in Togo on two ongoing projects funded by ECHO and the CDCS, for which SI acts as lead partner.
The mission is currently funded by ECHO (one contract) and the CDCS (one contract). For 2026-2027, the renewal of funding with ECHO has been signed, while the funding with the CDCS is still under discussion (proposal V2 submitted).
The mission is attempting to diversify its funding sources by approaching other donors, both private and institutional, in the context of a small but evolving crisis characterized by limited funding availability and strong competition. In this context, SI will need to adapt its intervention and positioning strategy for the medium and long term. The estimated budget for the mission in 2026 is €1.5 million.
NER:
SI resumed its operations in Niger in 2020 after an initial presence between 2012 and 2016 to respond to health and climate emergencies. The organization operates from its base in Gothèye, its sub-offices in Téra and Torodi, and its coordination office in Niamey, ensuring coverage of the most affected areas in the Tillabéri region. The Dosso region is a humanitarian monitoring zone. SI’s interventions target the most vulnerable populations through multi-sectoral projects structured around three pillars: Water, Hygiene and Sanitation (WASH), Shelter, and Livelihoods. The organization works specifically to improve access to water and essential services, provide emergency shelter, and strengthen food security and livelihoods through distributions, agricultural support, and income-generating activities. Faced with a context marked by forced displacement, food insecurity, and difficulties accessing basic services, SI adapts its intervention methods to security constraints and relies on experienced teams and local partnerships. Within the framework of HIP 2026, the organization implements its actions in consortium with LM International and in partnership with the national NGO EAM Progrès.
The mission
GENERAL OBJECTIVE:
The Logistics Coordinator manages the logistical activities of the merged mission (GGI & NER) to ensure the smooth running of Solidarités International’s programs in both countries.
They are responsible for implementing Solidarités International’s logistical procedures and tools for the merged mission (GGI & NER) and ensuring their proper use and adherence.
They participate in defining Solidarités International’s strategy for the merged mission (GGI & NER), drafting projects, and determining the resources needed for Solidarités International’s activities.
They strengthen the capacity of logistics staff across all logistics roles, including SI’s procurement processes and procedures, tools (TPM, LFU), and SI logistics software/applications (LINK, KOSTANGO, FINSCAN, etc.), as well as SI’s ethical and compliance requirements.
They support the Country Director in the mission’s operational functioning and
serve as the mission’s point of contact and liaison between headquarters and the mission for all logistics-related matters.
SECURITY CONSTRAINTS
GGI:
The city of Lomé is at security level 2, and as such, there are few security restrictions beyond standard NGO rules such as the prohibition of motorized two-wheelers or walking alone late at night. There is no curfew or restricted area, although the Grand Market area and public beaches are off-limits after 6:00 PM. Additional restrictions could nevertheless be considered depending on the evolution of the country’s political and social situation.
Northern Benin and Togo are facing incursions by unidentified armed groups, resulting in clashes with the security forces of these two countries and causing deaths among both military personnel and civilians. It is important to note that these incursions, which until mid-2025 were limited to border areas and controlled occupation zones within Pendjari National Park, are now extending further south on the Benin side, beyond the border areas, into the Borgou department, which borders Nigeria.
It should be noted that these armed groups often use IEDs as a means of operation, particularly in the Savanes region of Togo and the Alibori department of Benin.
Despite this volatile situation, teams are working diligently to support beneficiaries on the ground.
NER:
Niamey (level 2), Gothèye (level 3).
The Logistics Coordinator will undertake occasional missions in Niger. The country experienced a military coup on July 26, 2023, and has been under military rule since then. Despite the lifting of sanctions by ECOWAS heads of state against Niger following the coup, the border with Benin remains closed, leading to price increases for food and other goods and services. The recent visit of the new president of Benin suggests a possible reopening of the border and improved relations between the two countries.
Description of the offer
MAIN CHALLENGES:
GGI & NER
– Consolidate, for the mission, the procedures for streamlining procurement processes, particularly ensuring all users are proficient in using Link.
– Monitor the implementation of contracts with suppliers.
– Train and support the mission’s logistics teams, with particular attention to the newly appointed capital logistics manager.
– Support the implementation of procurement schedules for new projects.
– Support programs in the delivery of equipment for implementing activities in the intervention areas.
– Support the base logistics officer in managing program inventory.
– Work with the base logistics officer to improve the archiving procedure (digital archiving).
– Work on all aspects of risk management, including donor audit and accountability.
Specific challenges inherent to the NER mission in terms of logistics:
Conduct a comprehensive inventory of equipment and ensure the presence of corresponding QR code labels.
Implement training sessions for suppliers regarding the code of conduct and PSEA procedures, with a view to minimizing associated risks.
Provide support to the logistics capital team to guarantee the quality and compliance of reports submitted to donors.
Support the skills development of our local partners to ensure the success of our objectives and secure our delivery flows.
PRIORITIES FOR THE FIRST 2/3 MONTHS:
GGI & NER
Monitoring and updating the action plan of the outgoing Deputy Logistics Coordinator.
Daily support (coaching) of the Capital Logistics Manager on Solidarity procedures/tools/applications.
Continued remote support for the Nati Logistics Manager.
Monitoring the action plan for improving the management of emergency kit stocks.
Supporting the Nati Logistics Manager and the Lomé Logistics Manager in launching purchases while respecting purchasing procedures.
Holding intra-departmental logistics meetings with the Nati Logistics Manager and the Lomé Logistics Manager twice a week.
Holding bi-weekly logistics support meetings and a program on priority purchasing files and evaluating progress against a basic purchasing schedule.
New framework agreement files, prepared and signed, are available and configured on Link.
Physical and digital archiving is systematically created.
Priorities for the first 2-3 months for the NER:
Define and implement framework contracts adapted to the specific TPMs of our missions.
Define the logistics strategy through the assessment of short- and long-term needs.
Rigorously monitor LFUs to optimize the allocated budget, prevent overruns, and conduct supplies in strict compliance with donor regulations.
Your profile
DEGREE AND EXPERIENCE:
Bachelor’s degree (or equivalent) in Humanitarian Logistics.
Minimum 3 years of experience in a similar position.

A salaried position: Depending on experience, starting from EUR 2860 gross per month (2600 base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of 460,000 FCFA (approximately 700 euros).
SI also covers accommodation costs and travel expenses between the expatriate’s home country and the place of assignment.
Breaks: During the mission, a system of alternating work and leave is in place, with 7 working days off every three months (with USD 850 allocated by Solidarités International). In addition to these break periods, one extra day of leave is granted for each month worked.
Social and medical coverage: Expatriates benefit from insurance that reimburses all healthcare costs (including medical and surgical fees, dental and ophthalmological care, and repatriation) and a supplementary benefits system that includes war risks. Essential vaccination and antimalarial treatment costs are reimbursed.

The position is based in Lomé, with frequent travel to Northern Benin and Northern Togo (subject to obtaining administrative authorizations for Northern Togo).
Lomé is the capital and largest city of Togo. Life there is relatively pleasant. The city boasts numerous restaurants and entertainment venues. As a seaside city, Lomé’s beach is always crowded on weekends, with the risk of pickpockets and the potential danger of swimming due to strong currents. However, “private” beaches exist and are recommended, both for general safety and for swimming safety.
The city of Lomé benefits from very good telephone and internet coverage, with several operators.
The position includes accommodation provided by SI in a shared guesthouse.
DOWN:
The Logistics Coordinator will have occasional missions to Niger. Niamey is the capital city of Niger. Life there is pleasant. The city boasts numerous restaurants and entertainment venues, as well as excellent telephone and internet coverage with several providers.
During his mission in Niger, accommodation will be provided by Solidarités International in a guest/office setting, with access to water, electricity, and internet. Canal+ subscriptions are also available, along with the provision of household staff (cleaner/cook).
On the ground in Gothèye, SI has a living base equipped with all amenities: Internet, Canal+, and continuous electricity supplied from Niamey, as well as a 20KVA generator as a backup in case of power outages.
