JOB PURPOSE
WFP has developed and is continuing to enhance and maintain a set of digital solutions to help in managing:
• the identities and entitlements of its beneficiaries
• the operational parameters of the programmes that transfer benefits to them, and
• the assurances and insights to ensure related risks are properly managed.
• The requirements analysis and platform enhancement requests are properly managed.
This includes SCOPE, WFP’s beneficiary and transfer management platform that Supports the WFP programme intervention cycle from a technical perspective. The SCOPE platform is used for beneficiary registration, intervention setup, distribution planning, transfer and distribution reporting. While there is a current focus and scale-up/enhancement related to cash-based transfers, SCOPE is intended and being developed to fully support all WFP transfer modalities: in-kind, voucher and cash for a variety of project activities. As an extension and over the next couple of years, WFP also plans to develop a broad array of Digital Assistance Services (DAS) beyond SCOPE which are integrated or related to the current SCOPE capabilities such as Building Blocks, PlugPay, Farm2Go, SchoolConnect, Community Feedback Mechanism through SugarCRM, CODA etc.
The Digital Assistance Services (DAS) team under the TEC Division of the Regional Bureau based in Bangkok is seeking to deploy qualified resource within the Asia& the Pacific region who can augment the capacity of the DAS team and fill gap of absence of BTO (
Business Transformation Officer) – Project and Delivery function. This fulfils the goal of the Regional Bureau Bangkok (RBB) to not only provide learning opportunities for staff in the Region by job-shadowing but also help build capacity within the Region to share available resources in the COs to increase efficiency and cost-effectiveness.
Under the overall supervision of the Regional IT Advisor, the staff will be reporting directly to the Regional Business Transformation Officer. The candidate is expected to follow up with ongoing DAS projects in the COs and provide technical support to DAS and SCOPE Focal Points, working in close collaboration with the RBB DAS team colleagues.
KEY ACCOUNTABILITIES (not all-inclusive)
• Lead the implementation of new Digital Assistance Services tools such as SCOPE functionalities and processes in the region, ensuring involvement of relevant stakeholders at CO, RB and HQ.
• Provide project management support to COs in the region during the implementation and roll-out of DAS tools and its new functionalities and processes.
• Deploy as needed to COs to support on-ground testing, roll-out and uptake of new DAS tools functionalities and processes, as well as for related project management surge capacity.
• Based on field implementation, distil use cases for new requirements or change requests for DAS tools, and support the BTOs in presenting the concepts in a concise manner to relevant technical teams.
• Engage in discussions on data sharing agreements with UNHCR and development of application programming interfaces (API) with HQ TEC teams to overcome challenges faced BGD CO.
• Be part of discussions with HQ TEC/CBT and RBB on adapting SCOPE to WFP’s business requirements and integration of SCOPE with other corporate digital tools.
• Support learning and development efforts (e.g. on-site training, remote guidance) related to new functionalities and processes.
• Where relevant, support the CO in extending their support to partners in the implementation and use of new functionalities and processes.
• Ensure that guidance or recommendations are provided to COs on potential organizational and capacity changes that may arise from the application of new functionalities and processes.
• Adhere to processes and procedures for the Business Relationship Management, Business Analysis, and IT Project Management functions to ensure compliance and consistency.
• Test and analyze IT solutions and document the match against business requirements for quality and accuracy.
• Preform any other functions, as necessary.
STANDARD MINIMUM QUALIFICATIONS
EDUCATION
Minimum Bachelor’s degree in in Computer Science, engineering or other relevant field. or Degree with additional years of related work experience or trainings/course.
WORK EXPERIENCE
• At least 3 years of relevant progressive professional work experience in information management, information systems, web management, data management, GIS mapping, data visualization or project management.
• At least 2 years of progressive working experience as business partner in the international / multi-cultural work environment.
LANGUAGE
Fluency in written and oral English
